HomeMy WebLinkAbout08202008 Historic Preservation MinutesCity of Seward, Alaska Historic Preserves/ion Commission Minules August 20, 2008 Volume Z, Page 135 Call to Order The August 20, 2008 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Tom Swann. Opening Ceremony Commissioner Luther led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Tom Swann presiding, and Linda Lasota John French Jolund Luther Greg Carpenter comprising a quorum of the Commission; and Bob Hicks, Community Development Director Anne Bailey, Executive Liaison Absent were: Doug Capra- Excused Special Reports City Administration Report- • School started and reminded people to be careful while driving. • The Silver Salmon Derby had ended and Renee Wellington won with an 18.57 pound fish. If a tagged fish were caught a reward would be given. • The Primary Election would occur August 26, 2008; the City Election would occur "huesday, October 7, 2008 and the State and Federal Election would occur November 4, 2008. • A City Council Work Session would be held September 2, 2008 to discuss the Efficiency Study by John Bird. City Council would determine if public comments would be allowed. • Staff asked ltem E. Schedule a Work Session to Discuss the Certified Local Government Grant be added to the Agenda under New Business. Other Reports, Announcements & Presentations- Friends of the Jesse Lee Home Update-Swann- In response to Swann, Hicks stated a request to sole source the architectural work had been placed on the Council agenda and the City was in contact with Architects Alaska. Hoben Park- Karin Sturdy- Swann referred to Sturdy's letter in the packet and he stated the fountain base and fountain portion had been completed. He noted the only thing left to do was the plumbing and adding the quartz rocks. Hicks interjected that Sturdy had requested a Work Session be scheduled for September 4, 2008 at noon to do a site visit and suggested this be added to the agenda. Schedule a Work Session to Discuss the Certified Local Government Grant and Item F. Set a Work Session to make a site visit and inspection of Hoben Park on Thursday, September 4, 2008 at noon to the Agenda under New Business Unanimous Consent Unanimous Consent The following items were approved under the Consent Agenda: July 16, 2008 Historic Preservation Regular Meeting Minutes Public Hearing -None Unfinished Business- None New Business- Discuss Participating in a Seward's Day Celebration Cily of Seward Alaska Historic Preservation Commis~s•ion Minutes Augt.~st 20. 2008 Volume 2, Page 13 7 Hicks stated the Commission had many projects going on but staff thought the Commission may like to schedule a Fireside Chat to coincide with the Pioneers project in March. In response to Luther, Hicks stated the Pioneers had not addressed what their project would be but staff would call and find out. He stated this could be deferred to another time. Luther and Lasota commented they would like to know what the Pioneers plan was before the Commission discussed this further. Swann added the Commission had a lot of projects going on through the year and suggested the Fireside Chats occur in November through January. He concluded the Commission would discuss this again but at the moment he would like to pass. Discuss the Alaska Historical Society 2008 Conference Hicks stated Commissioner Capra suggested putting this on the agenda. He mentioned the Commission had a budget that may be used to assist with the cost of the conference. Carpenter noted that Commissioner Capra was participating in the event. The Commission. discussed the Conference in more detail. Lasota recommended the Commissioners let Bailey know if they would like to attend. Discuss Hosting the Alaska National Guard Movie "Eye to Eye with Ivan" Lasota stated the Rae Building had been reserved for the event and she asked about the presentation format, the time frame and refreshments. Lasota noted the types of media the Rae Building could accommodate. In response to Swann, Bailey stated she could relay the information to the Commissioners by email or the Commission could set a work session to discuss this further. The Commission discussed refreshments, filming the event and inviting the Eads brothers, Oscar Watsjold and the public. Swann clarified the Commission would discuss this at the September 17, 2008 regular meeting. Schedule a Work Session to Discuss the Certified Local Government Grant The Commission discussed possible dates to hold a work session. Cily of Seward, Alaska Historic Preservation Commission Minutes August 20, 2008 Volume 2, Page 13 8 By general consensus, the Commission set the Work Session to Discuss the Certified Local Government Grant for August 27, 2008 at 6:30 p.m. Lasota asked if the Commissioners had received the CLG To-Do List and she requested the Commissioners work on their assigned tasks. In response to Luther, Bailey stated the camera had arrived and the accessories would arrive soon. Luther requested to take the camera to create the picture standards. Set a Work Session to Make a Site Visit and Inspection of Hoben Park on Thursday, September 4, 2008 at noon In response to Lasota, Hicks stated the site visit was to observe the park and then the interpretive panel would be placed on the agenda. French noted the grant required an on-site inspection of the park. By general consensus, the Commission set a Work Session to make a site visit and inspection of Hoben Park on Thursday, September 4, 2008 at noon. Informational Items - (Nn action required)- None Commission Comments- Carpenter apologized for missing the meetings and work sessions and he congratulated the Chair and Vice Chair. French apologized for missing the work session and he would be unable to attend the meeting on September 17, 2008. Swann apologized for missing the work session, too. Luther commented the Commission was busy and wanted to be careful adding more things to their schedule. Luther discussed the Fireside Chat videos. The Commission discussed the Fireside Chat video in detail. Lasota thanked. the Commission for all their hard work.
