HomeMy WebLinkAbout12172008 Historic Preservation Minutes City of Seward, Alaska Historic Preservation Commission Minutes December 17, 2008 Volume 2, Page 151 Call to Order The December 17 2008 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Tom Swann. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Tom Swann presiding, and Jolund Luther John French Greg Carpenter Doug Capra comprising a quorum of the Commission; and Patty Linville, Library Director Ryan Reynolds, Library/Museum Staff Absent were: Linda Lasota - Excused Special Reports City Administration Report - Library Director Patty Linville reported on the following issues: • A Certified Local Government Annual Products Report was received by Donna Glenz • The City Budget passed at Dec. 8 Council Meeting with budget cuts to personnel and travel for the Commissions • The Library budget was increased due to wage raise for Reynolds. • The city efficiency study was instrumental in a smooth budget process. • A two year budget was approved and will be implemented for the 2010 -2012 budget year. • The Regular City Council Meeting scheduled for Dec. 22 was canceled. Capra asked the amount of the budgets for the Boards and Commissions. Linville remarked that she did not know but would send the information. Other Reports, Announcements & Presentations - F Friends of the Jesse Lee Home Update- Swann- City of Seward, Alaska Historic Preservation Commission Minutes December 17, 2008 Volume 2, Page 152 plastic roof had been completed stated that the temporary pla leted and a bill had been p submitted through the City of Seward to the State. The Friends of the Jesse Lee Home used state funds for the first time. A report was being created detailing a timeline for moving the rehabilitation project forward which will be taken to the State. The LLC was completed and the Friends of the Jesse Lee Home is now a legal for- profit corporation. Website Updates Luther - Luther stated his computer is working and changes have been made to the website and he was working with City employee Josh Estes Alaska Statehood Experience Grant Linville- Linville stated there is a budget of $2500 for the Symposium with donations from Alaska Humanities and the City of Seward, the Sea Life Center was not available for the reception, Hotel Seward had been contacted about special rates for lodging, a marketing plan was developed with the decision to advertise across south central Alaska, Luther was developing a flyer. Linville stated the contract for the mural artist has been signed. Justine Pechuzal was chosen. The next Planning Committee meeting was scheduled for January 14 to outline the program. Linville stated she would be on vacation from January 20 through February 13 Alaska Historical Society Doug Capra Capra stated that a teleconference was held that decided to hold the 2009 meeting in Unalaska. The conference was scheduled for September. The RBHS wrote a letter inviting the Society to Seward in 2012. Photos for CLG Grant 2008 — All Luther stated some of the sites listed no longer have the historical structures on them, the Methodist Church was an example. He took photos of it but recommended it be removed from the historical structures list. Capra stated he would strongly recommend taking photos with mountains in background if possible to help line up past and future photo s. He also offered to present a slideshow of historic Seward photographs at a future meeting. Carpenter and Luther agreed it would be good to see Capra's slideshow. Linville commented that Capra's mountain backdrop remark was helpful in identifying historical photos at the Library. Swann stated that he had taken photos as well. Luther explained his naming system for photos taken and recommended his method to fellow Commissioners. Carpenter stated that he did not bring photos but agreed with photo taking specifications recommended. Luther stated that photo copyright issues might present a problem in the future. Swann stated that he did not think it to be a problem, and that the photos were City property. Capra recommended asking the City Attorney to make sure. French recommended the City Attorney write up a blanket "Release of Copyright" to be filled out by the Commissioners for all photos taken by them for the HP Commission. Linville stated that she would look into the matter further. Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing — Madelyn Walker presented information on the Preserve America Grants available to qualifying communities. She stated that Seward is qualified and asked for the support of the Commissioners for Resolution 2008 -07. The Preserve America designation would allow Seward to apply for grants and funding opportunities that support historic preservation. French asked if becoming a Preserve America community would entail undertaking responsibilities not already done by the city. Walker responded that Seward is already meeting all the requirements. ,,. Carpenter stated that he would try and take more photos as well. Swann thanked Walker and her group for their efforts towards historic preservation and increasing grant success. Luther remarked that he had a great discussion with the Seward Statehood Symposium Committee and that the work was going well. Capra stated that he would be happy to show his historic photo slideshow if the Commission was interested.
