HomeMy WebLinkAbout04182007 Historic Preservation Minutes City of Seward, Alaska April 18, 2007 Historic Preservation Commission Minutes Volume 2, Page 62 Call to Order 1 -J The April 18, 2007 regular meeting of the Seward Historic Preservation Commission was called to order at 6:35 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Hershock led the Pledge of Allegiance to the flag. Roll Can There were present: Chair Shannon Kovac presiding, and Linda Lasota Shannon Huber Tom Swann Meredith Hershock comprising a quorum of the Commission; and Scott William, Planner Christy Terry, Executive Liaison Absent were. Greg Carpenter Jolund Luther J City Administration Report Planner Scott Williams reported on the following items: Nothing to report. Other Reports, Announcements & Presentations Friends ofthe Jesse Lee Home -Tom Swann Swann reported the next meeting of the Friends of the Jesse Lee Home would be tomorrow. He stated the official report of the recent lobbying trip would be presented and the Friends would be in Seward selling Alaska State flags on the 4th of July and on Alaska Flag Day as a fund raiser. Flag Anniversary Celebration - Tom Swann Swann reported the Friends of the Jesse Lee Home were planning a float for the 4th of July and Swann hoped to use the float again for Alaska Flag Day. He would discuss this item at tomorrow's meeting and bring back to the Commission. Seward Historical Site Inventory - Update ..J City of Seward, Alaska April 18, 2007 Historic Preservation Commission Minutes Volume 2, Page 63 '- Kovac advocated for a work session to assign tasks. She noted this project needed more then one Commissioner. Historic Preservation Commission Website - Meredith Hershock Hershock stated the best idea may be to create a new website due to the problems with updating the current website and control issues. Lasota suggested asking A VTEC students to update Website in connection with their website class. Historic Trees and Plants - Status Swann noted the documentation supporting the application needed to be expanded. Kovac stated she would examine and give an update next month. Alaska Nellie's - Greg Carpenter ..... Swann stated there were questions about Alaska Nellie's home being placed on the National Registry. Carpenter would report back to Commission. Citizens' Comments on Any Subject Except Those Items Scheduled For PubUe Hearing - None. Approval of Agenda and Consent Agenda Motion(Swannniube~ Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent Items approved on tbe Consent Agenda: March 21, 2007 Historic Preservation Regular Meeting Minutes Public Hearing - None. City of Seward, Alaska April 18, 2007 Historic Preservation Commission Minutes Volume 2, Page 64 I Resolution 2007-02, selecting "Making Preservation Work" focusing on a Tree Walk and ...J encouraging business window displays as the Commission projects for National Historic Preservation Month May 2007 Motion (Swann/Lasota) Approve Resolution 2007-02 Motion Passed Unanimous Consent Select Annual Historic Preservation Award Recipient Motion (SwannlLasota) Discuss all three candidates Swann noted the unwritten rule that sitting Commissioners have not received the award. Kovac announced there were two other applications for the award, one for Amy Ireland for her work at Alaska Nellie. Swann explained he nominated Amy Ireland and described her performance. Kovac named the second nominee, Kerry Kline, for her restoration work at the Episcopal Church. J Lastota stated Kline was able to restore about 6 inches per day. She continued to describe the delicate process of restoration. Lasota noted the importance of'the building on the Historic Registration. Swann reminded the Commission that the Congregation of the Episcopal Church received this award last year. The Commission closed the nominations and voted on the award winner. Ballots were distributed to the Commission; votes were placed and ballots picked up by the clerk. The clerk read the votes as follows: Kerry Kline 3 and Amy Ireland 2. Motion (SwannlHuber) Select Kerry. Kline as Historic Preservation Award winner. the 2007 Annual Motion Passed Unanimous ConSent Lasota and Huber volunteered to help with the Historic Site Inventory. Kovac noted she would assign a block at a time. I ..J City of Seward. Alaska April J 8, 2007 Historic Preservation Commission Minutes Volume 2, Page 65 I- Discuss and appoint a Commissioner to attend the Regular Council Meeting on April 23, 2007 to accept the Proclamation for Historic Presen'ation Month Kovac told Commission that she would be unable to attend on the 2300. She asked the Commission if anyone would go. Swann volunteered to attend. Schedule a work session on the registry of places After Commission discussion, a work session was set for May 9th upstairs at noon. Williams noted Staffwas moving forward with Hoben Park projects. Kovac requested a monthly update on Hoben Park from Karin Sturdy. Swann asked the next agenda have Greg Carpenter assigned to Hoben Park. Kovac asked Commission to inform her of information for next month's agenda. Kovac would work with Glenz. .... Swann stated someone on the Commission should be involved with the railcar process. He had emailed the Chamber to become involved. Kovac asked Swann to keep the Commission informed of meetings. Swann listed under reports for Railcar. Informational Items - (No action required) - Yarborough Correspondence Chugach National Forest Centennial Celebration Birch Bark Basket Making Workshop Commission Comments- Kovac thanked Williams and Terry for their hard work and wished them good luck.
