Can to Order The May 16, 2007 regular meeting of the Seward Historic Preservation Commission was called to order at 6:35 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. RoD Can There were present: Chair Shannon Kovac presiding, and Greg Carpenter Shannon Huber Tom Swann Linda Lasota lolund Luther comprising a quorum of the Commission; and Donna Glenz, Planning Assistant Christy Terry, Engineering Executive Assistant -- Absent were- Meredith Hershock Special Reports City Administration Report Planning Assistant Donna Glenz reported on the following items: . Thanked Christy Terry for acting as tonight's parliamentarian. · Noted the City of Seward continued to advertise for an Executive Liaison. · The Planning and Zoning Commission approved the rezone for the LibrarylMuseum project. · Introduced New City Manager Phillip Oates. City Manger Phillip Oates thanked the Commissioners for their service on the Historic Preservation Commission. Mark Luttrell Presentation - Archaeological Monitoring of ADOTPF Seward Highway Project in Historie Downtown Seward, Alaska ..... City of Seward, Alaska May ] 6, 2007 Historic Preservation Commission Minutes Volume 2, Page 68 Luttrell gave an overview of the process for SHPO to review projects. He then.describedthe process specific to the Seward Highway Project. Luttrell reported on what artifacts were found. He described the artifacts he brought to the Commission and passed around a 'brownie' bottle. Luttrell described the photo documentation in the report and shared points of interest. ! -' In response to Lasota, Luttrell noted he kept the artifacts until he was notified otherwise. Kovac noted the City had gifted the artifacts from the SeaLife Center project to the Chugiak Museum. In response to Luther, Luttrell noted his report would be given to SHPO for future researchers to review. Commission recessed from 7:10-7:15. Other Reports, Announcements & Presentations Friends of the Jesse Lee Home update-Swann Swann stated that the State budget included one million dollars for the Friends of the Jesse Lee Home and would continue to keep it included in the budget. , J Flag Anniversary Celebration - Swann Swann said the Friends of the Jesse Lee Home had nothing planned for Seward but the annual shindig was planned for Alaska Children Services in Anchorage. Sturdy requested representation from Commission to attend annual presentation at Jesse Lee Memorial on July 9th. Railcar update - Swann Swann stated the Chamber was working on this project and had formed a task force. Chamber was looking for input and trying to follow through on some ideas. Swann discussed a few ideas for the rail car including the possibility to sell the railcar as is. Swann stated that the railcar sat in the setbacks and rights-of-way. The task force would be taking ideas to examine feasibility. Another meeting would be held in June. Swann noted the structural problems were normal for a 50 year old railcar. Current variance allows railcar but does not allow generation of revenue. Kovac asked Swann to notify Commission of meeting. Lasota stated she worked on the Railcar preservation Committee for 5 years. A plan was developed to modify the railcar, but not implemented. i .... Website Updates - Staff Glenz updated the Commission on the progress of the City intern on the Historic Preservation Website. Glenz stated the website was accessible now and maintained by local staff. Glenz asked the Commission to review the website and report issues to her as soon as possible. Glenz noted the MIS department was in the process of hiring an intern staff to work on the City Website and Historic Preservation Website. Glenz clarified another 'book' could be added to the website oflocal historic sites. Glenz noted MIS staff could coordinate with Hershock for updates. Hoben Park - Staff Glenz updated Commission with Sturdy's report. Final RFP was completed and would be distributed this week for bids. Once RFP awarded, Sturdy would monitor installation of guardrail and fencing. Sturdy was working with SeaLife Center staff to install interpretive panel in conjunction with plaza updates. Glenz suggested the fountain be added to a work session or to the June agenda. .... Alaska NeUie update - Carpenter Carpenter noted he would be conducting a site visit on May 23rd and would take pictures. Carpenter researched the site on the internet on the historic site status. Seward Historical Site Inventory update - Kovac Kovac noted a work session was scheduled. Commission relayed their progress and concerns with the Historical Site Inventory. Kovac requested the Commission report back and see if there was a need for a further work session. WW II bunkers - Water intake building - Huber & Carpenter Huber stated now that the snow had melted she would take noted and measurements. Last fall SHPO assigned a site number and Huber would send proper documentation. Kovac and Swann would like to have this site placed on the local registry. Citizens' Comments on Any Subjeet Except Those Items Scheduled For Public Hearing - None. ...... Unfinished Business- Update on Historic Preservation Month activates. "Making Preservation Work" focusing on a Tree Walk and encouraging business window displays as the Commission projects for National Historic Preservation Month May Kovac announced this Saturday Carol Griswold would lead the plant and tree walk from the library at 1 :OOPM. Kovac would help the library with their window display. She noted flyers were included in the display. Lasota noted Brown and Hawkins would have a window display. Discussion of the fmal draft of the application procedures and eligibility criteria for J.... nomination to a Seward Register of Historic Plants and Trees Kovac referred to the paperwork and asked if there were any changes additions or comments. Luther recalled that he was prepared to go ahead. Lasota agreed. Kovac asked that this be on the June agenda for recommendation to Council. New Business- None. Commission Comments- Swann wondered if there could be a work session for the Hoben Park FOWltain Grant. input. Kovac responded that was probably necessary and noted an email from Sturdy of wanting By General Consensus a work session wu set for June lit at noon in the upstairs conference room to discuss Hoben Park. Commission asked staff to invite Sturdy. Swann noted his pride in the Commission. Kovac thanked staff. Luther stated that there had been a discussion at last work session about cemetery and records. Luther requested that this information be placed on website. Luther explained websites he had found other places. Luther would like this to go on the agenda for Commission's consideration to set up structure and getting public comments. .... Glenz discussed how to put ideas on agenda. Luther requested this item be placed on a future agenda as a discussion item. In response to Lasota, Glenz noted Kline would receive a letter from the city, her name on a plaque as the 2007 award winner and City Council would present her with proclamation.
