The February 15,2006 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Vice-Chair, Tom Swann. Opening Ceremony Rowell led the Pledge of Allegiance to the flag. Roll Call There were present: Tom Swann Vice-Chair presiding, and James Rowell Michaela Walker-Hettinger Valerie Park comprising a quorum of the Commission; and Malcolm Brown, Planner Donna Glenz, Planning Assistant ...... Absent were: Shannon Kovac - excused Greg Carpenter - excused Shannon Huber - excused City Administration Report Brown noted all of the Historic Preservation activities the Community Development Office had been working on in the past month had been placed in the packet. Other Reports, Announcements & Presentations Jesse Lee Home Restoration Work Sessions Update Swann requested Council member Dorene Lorenz report to the Commission. Dorene Lorenz, inside the City. She stated she had spoken with several legislators regarding the Jesse Lee Home and had been promised their support in Juneau. The next statewide Friends of the Jesse Lee Home had a meeting scheduled for February 23,2006 in Anchorage. The local Friends of the Jesse Lee Home were to meet on February 20,2006 at 12:00 noon. -- City of Seward, Alaska February 15,2006 Historic Preservation Commission Minutes Volume 2, Page 6 Progress report on the updating of the Historic Preservation Website - Rowell t .... Rowell stated he had not had the opportunity to work on the Website review since the last meeting. Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing Sue Kaanta, representing Mariners Memorial Committee. She explained the project to the Commission. Kaanta noted the Committee had selected and supported a location at the end of the new harbor breakwater for the memorial. She requested the Commission approve Resolution 2006- 01, supporting the Mariners Memorial that was before them. Dorene Lorenz, inside the City. Supported the Mariners Memorial and the requested selection site at the end of the new harbor breakwater. She encouraged the Commission to approve the support resolution before them. Approval of Agenda and Consent Agenda Motion (Park/Rowell) Approve the Agenda and Consent Agenda, as amended Glenz noted that the Consent Agenda included the January 15,2006 regular meeting minutes and the change of the March meeting date to March 22, 2006. '~ ..J Mqtion Passed Unanimous Consent ~1'~'ic Hearing - None Unfinished Business Discussion and update on the Hoben Park National Register of Historic Place application and Department of Natural Resources Historic Preservation CLG grant Brown noted the Commission had been provided as a lay down item a copy of the February 9, 2006 letter from Judith Bittner, State Historic Preservation Officer. Bittner had stated in the letter that Hoben Park was eligible for the National Register of Historic Places. Brown stated the City had not received the official CLG grant from the Department of Natural Resources Historic Preservation. Once the grant was received a request to accept the grant had to be moved forward to Council for acceptance. Brown noted the funding match was to be provided by funds allocated for Park upgrade in the Parks and Recreation Budget. City of Seward, Alaska February 15,2006 Historic Preservation Commission Minutes Volume 2, Page 7 Discussion for the formation of a Seward Inventory / Register of the Local Historic Trees and Plants [Note: Moved forward from the January 11,2006 regular meeting J Brown encouraged the Commission to set another work session to discuss the options and make a recommendation back to the Commission if this was a project they wanted to peruse. Walker-Hettinger voiced concerns about the project. She stated she felt the project was complete as had been presented by Carol Griswold and was not in support of a work session or moving forward with the local register. Swann expressed support for the project and noted his hope was the project was to develop a program very similar to the Local Register of Historic Places. Swann requested a committee chair for the project. Park supported the project and volunteered to chair the committee. The Commission set the date of March 8, 2006 at 12 noon for a work session. New Business Resolution 2006-01, supporting the concept of the Mariners Memorial for the Seward Small Boat Harbor ~ .~ ..J Brown noted the Mariners Memorial Committee had submitted a request of support from the Historic Preservation Commission. He stated that letters of support were included in the packet as well as Resolution 2006-01. He noted that staff supported the concept of the memorial; however was unable at the current time to make a recommendation on the site location. Brown stated the requested location was the Army Corp of Engineers breakwater and not City land. It is expected that at some point in the future the 3.5 acres would be turned over to the City with conditions. Motion (Park/Walker-Hettinger) Approve the 2006 meeting schedule as written The Commission voiced support for the project. Motion Passed Unanimous Discussion of the National Historic Preservation Month May 2006("Sustain America - VISion, Economics, and Preservation") Brown stated the Commission needed to discuss the possibilities of a project for Historic Preservation Month. \ .J City of Seward, Alaska February 15,2006 Historic Preservation Commission Minutes Volume 2, Page 8 ..... Walker-Hettinger suggested a project that involved the school children. She stated some type of contest regarding the historic sites of Seward. She also suggested some type of downtown party or rally. Park supported the idea of involving the school children. Swann cautioned the Commission regarding the short time frame for a large project like the downtown party. He stated once the project was selected it then had to be approved by Council and that if the Commission choose such a large project it should be worked on currently for celebration in 2007 not 2006. He requested the Commission set a work session date to establish the project for Historic Preservation Month and a committee chair to head the project. Walker-Hettinger volunteered to chair the committee. The Commission set February 21, 2006 at 12 noon work session to discuss and choose a project of celebration for Historic Preservation Month. Discussion of Annual Historic Preservation Award Swann reviewed the award project of the Commission and noted that a date to present the award was needed. .... Motion (SwannIW alker-Hettinger) Select Mayas the month for the presentation of the Seward Historic Preservation Award Motion Passed Unanimous Consent Glenz reviewed the procedure and time frame to permit the presentation of the award in the month of May. She noted the Commission needed to review and select the recipient of the award at the April meeting. Glenz stated all nominations must be submitted to staff no later than the first week of April to be included in the April packet for selection.
