HomeMy WebLinkAbout08112006 Historic Preservation Minutes Special Meeting City of Seward, Alaska August 11, 2006 - Special Meeting Historic Preservation Commission Minutes Volume 2, Page 37 Call to Order J The August 11, 2006 special meeting of the Seward Historic Preservation Commission was called to order at 12:13 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Shannon Kovac presiding, and Greg Carpenter Tom Swann Shannon Huber comprising a quorum of the Commission; and Kirsten Vesel, Assistant City Manager Christy Terry, Executive Liaison WC Casey, Public Works Director J Absent were- None Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing - Steve Schafer, 2511 Dimond Ave, testified to the importance of material extraction in mitigating damage to the diversion tunnel. Christina Stauffer, 213 Lowell Canyon Road, testified against the material extraction. She stated there were no large boulders for extraction and the contractor caused damage to vegetation and bank integrity in the past. Approval of Agenda and Consent Agenda Motion (Swann/Carpenter) Approve the Agenda and Consent Agenda Motion Passed Unanimous New Business Discussion to submit comments on the Lowell Creek, Seward Material Sale - ADL 229789, to "] the State of Alaska, Department of Natural Resources, Division of Mining, Land and Water, City of Seward, Alaska August 11, 2006 - Special Meeting Historic Preservation Commission Minutes Volume 2, Page 38 __ Alaska Costal Management Program. Terry directed the Commission's attention to the laydown provided by Public Works Director WC Casey, emaillaydown from David Dieckgraeff, emaillaydown from Gary Williams and the letter to the Division of Mining, Land and Water drafted by Chair Kovac. Motion (Huber/Swann) Approve and submit laydown letter drafted by Chair Shannon Kovac to the Division of Mining, Land and Water Kovac spoke in support of the draft letter and noted the piping on the site had not yet been documented by the State. Commission discussed and concurred with the importance of documenting the historical resource and discussed the importance of investigating the inconsistency with Metco' s application stating there were not historic resources on the site. Commission discussed the importance of mitigation. Motion(SwannlHube~ Add, 'cc: Metco Inc.' to the letter and send a copy of the final letter to Metco Inc. .... Motion Passed Unanimous Huber proposed adding a sentence reminding the Department of Natural Resources that iffederal dollars were used for the project the State was required to follow the legal guidelines.
