HomeMy WebLinkAboutRes2020-050I Sponsored by: Meszams CITY OF SEWARD, ALASKA RESOLUTION 2020-050 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ACCEPTING THE 2020 STATE OF ALASKA DEPARTMENT OF PUBLIC SAFETY (DPS) CORONAVIRUS (COVID-19) GRANT IN THE AMOUNT OF $5,709.47, AND APPROPRIATING FUNDS WHEREAS, the COVID-19 pandemic entered the United States at the end of January 2020 and the first cases were confirmed in Alaska in March 2020; and WHEREAS, the Seward Fire Department runs under automatic aid when the Seward Volunteer Ambulance Corp has medical calls; and WHEREAS, over 75% of the emergency responses by Seward Volunteer Firefighters are medical; and WHEREAS, the health risks from COVID-19 far exceed the medical emergencies hat we normally encounter since this virus causes a need for personal protective equipment (PPE) beyond our normal use at considerable additional costs; and ' WHEREAS, after recognizing this need, Alaska's Department of Public Safety (DPS) offered a reimbursement grant for which the Seward Fire Department applied and was awarded $5,709.47. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The 2020 Department of Public Safety COVID-19 Grant Award in the amount of $5,709.47 is hereby accepted and appropriated to the fire department's volunteer small tools account01000-1221-7217. Section 2. From the grant, $2,627.47 will reimburse the fire department for equipment previously ordered, and the remaining $3,082.00 will be used to order equipment upon acceptance of grant funds as stated in the grant application. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22nd day of June, 2020. BACKGROUND & JUSTIFICATION: Beginning in January 2020, the coronavirus (COVID-19) crisis had begun around the world, and by March, Alaska experienced positive cases of COVID 19. Emergency responders hurried to become educated and prepare themselves to protect with better personal protective equipment (PPE). The Seward Fire Department volunteer emergency responders are on automatic aid with Seward Volunteer Ambulance Corp. Over 75% of the emergency response calls each year are for medical events. As we worked to prepare and protect our responders, we incurred additional expenses for equipment we had not previously needed to include in our budget. The State of Alaska Department of Public Safety (DPS) recognized this enormous strain and, in April, offered a supplemental grant to help offset these purchases. The City of Seward Fire Department applied for this grant to reimburse our department for the protective equipment we had already purchased and for the purchase of additional specialized equipment that we could not afford. We were recently awarded $5,709.47 in grant funds from the DPS. The acceptance of these funds will reimburse the Seward Fire Department for $2,627.47 in funds already used. The additional $3,082,00 will allow us to purchase equipment that we need and have not been able to acquire. INTENT: To accept the grant funds from DPS for the purpose of reimbursement of funds already spent on personal protective equipment, and to allow future purchase of additional protective equipment.
