RESOLUTION 2020-09
A RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF
THE CITY OF SEWARD,ALASKA, RECOMMENDING CITY COUNCIL
ENACT A SIX (6) MONTH MORATORIUM ON THE PLACEMENT OF
COMMUNICATIONS TOWERS OR UNTIL SUCH TIME AS DESIGN
AND DEVELOPMENT STANDARDS CAN BE ADOPTED INTO CODE
WHEREAS, discussion of communication towers has been a Planning and Zoning
Commission priority since 2015; and
WHEREAS, City staff have been contacted multiple times in 2020 by persons
representing the telecommunication industry about placement of communication towers in the
downtown area; and
WHEREAS, members of the public have requested a review and code amendments
setting communication tower development standards; and
WHEREAS, June 16, 2020 the Planning and Zoning Commission held a public work
session to discuss code provisions addressing the permitting of communications towers; and
WHEREAS, the Planning and Zoning Commission has requested that a temporary
moratorium be placed on the construction of new communication towers in City limits until such
time as they can consider adopting design and development standards similar to that of the City
of Kenai.
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
Section 1. The Commission recommends City Council enact a non-code
ordinance placing up to a six-month moratorium on the placement of any new
communication tower within city limit
Section 2. The moratorium shall not apply to the colocation or equipment
upgrades of wireless communication equipment on existing infrastructure.
Section 3. This resolution shall take effect immediately upon its adoption.
