OPENING CEREMONY Carl Hughes led the pledge of allegiance to the flag. ROLL CALL There were present: Darryl Schaefermeyer,presiding, and Daniel Oliver Christy Terry Carl Hughes Comprising a quorum of the Council; and Norm Regis, Harbor Master Ron Long, Assistant City Manager Jackie C. Wilde, Executive Liaison Absent—Linville,Andrews Vacant—One SPECIAL ORDERS,PRESENTATIONS AND REPORTS Alaska Railroad Report—None Chamber of Commerce Report—None Harbormaster Report. Harbormaster Norm Regis said the fishing vessel on the beach should be pulled off the beach in the next couple of days. Administration Report. Assistant City Manager Ron Long said the city manager had issued a change order for bank stabilization for the dredging of the Seward Marine Industrial Center (SMIC).The city manager,assistant city manager,Mayor Bardarson,and Vice Mayor Keil would be meeting with the mayor and vice mayor of Washington,D.C.next week to discuss the Lowell Point tunnel. The city manager was working with the Department of Transportation and the Chamber of Commerce to put signs up at SMIC. Vigor Report.Production Manager Troy Tacker said there were three vessels in the SMIC yard. Vigor was allowing Hamilton Construction to use their pier for $50 per day. They were working on replacing the rails and the wood on the syncrolift and coating the deck.A Crowley boat was scheduled to come to Seward on April 18, 2016. CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING Russ Maddox said Hamilton Construction and Vigor were doing a great job.He wondered if there was an estimated date for paving. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Oliver/Hughes) Approval of Agenda and Consent Agenda Motion Passed Unanimous The March 2, 2016 PACAB meeting minutes were approved on the consent agenda. INFORMATIONAL ITEMS,REPORTS AND PRESENTATIONS—None UNFINISHED BUSINESS—None NEW BUSINESS Resolution 2016-002,Recommending Council Approval of PACAB Priorities from March 2016 to April 2017 Motion (Terry/Hughes) Approve Resolution 2016-002 Motion Passed Unanimous Discuss the summer hiatus from May 2016—August 2016. Motion (Terry/Hughes) The Port&Commerce Advisory Board have a hiatus from regular meetings from May 2016—August 2016. Motion Passed Unanimous Set the topic for the April 20, 2016 work session. The board set the April 20,2016 work session topic as"Reviewing City Comp Plan". CORRESPONDENCE,INFORMATIONAL ITEMS AND REPORTS(No Action Required)— None City of Seward,Alaska Port and Commerce Advisory Board Minutes April 6, 2016 Volume 3,Page BOARD COMMENTS Schaefermeyer said the Alaska Sealife Center was 97%heated by sea water.He invited the board members and administration to tour the Alaska Sealife Center. Long said Regis had finished installing a weather station out on the breakwaters. Long wanted the Exxon Valdez Oil Spill(EVOS)funds to be used to build the harbor's 50-ton wash down pad. Regis said free internet would be installed at the city hall and the harbor.
