RESOLUTION 2004-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A $150,000 GRANT FROM THE OFFICE OF THE
GOVERNOR OF THE STATE OF ALASKA FOR THE SUPPORT OF THE
QUTEKCAK SHELLFISH HATCHERY, AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH THE STATE OF
ALASKA FOR THE GRANT FUNDS, AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH QUTEKCAK
SHELLFISH HATCHERY TO PASS THROUGH THE GRANT FUNDS AND
APPROPRIATING THE FUNDS
WHEREAS, the State of Alaska through the Governor's Office is providing a $150,000
grant to the City for the support of the Qutekcak Shellfish Hatchery for the period May 1,2004
through December 31, 2004; and
WHEREAS, the funding is being provided by a direct grant from the U.S. Department of
Commerce, National Oceanic and Atmospheric Administration (NOAA) to the Office of the
Governor; and
WHEREAS, the grant funding includes $135,000 for hatchery operations and $15,000
for a hatchery business plan that must be completed by October 30, 2004.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. Grant funds in the amount of$150,000 are hereby accepted from the Office of
the Governor of the State of Alaska for the support of the Qutekcak Shellfish Hatchery for the
period May 1, 2004 through December 31, 2004 and appropriated from account no. 890-89~2-
4680-0200 to account no. 890-8902-5998.
Section 2. The City Manager is hereby authorized to enter into an agreement with the
State of Alaska for the grant funds and with Qutekcak Shellfish Hatchery to pass through the
grant funds for the support of the Qutekcak Shellfish Hatchery in substantial form as presented at
this meeting.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this
24th day of May , 2004.

BACKGROUND & JUSTIFICATION:
The State of Alaska through the Governor’s Office is providing a $150,000 grant to the City for the
support of the Qutekcak Shellfish Hatchery for the period May 1, 2004 through December 31, 2004.
The funding is being provided by a direct grant from the U.S. Department of Commerce, National
Oceanic and Atmospheric Administration (NOAA) to the Office of the Governor.
The grant funding includes $135,000 for hatchery operations and $15,000 for a hatchery business plan
that must be completed by October 30, 2004.
Attached are Memorandums of Agreement between the State of Alaska and the City to accept the
grant and between the City and Qutekcak Shellfish Hatchery for the acceptance of the funding and
requirements being passed through the City from the State.

FISCAL NOTE:
The grant does not allow the City or Qutekcak Shellfish Hatchery to charge for overhead or
administrative charges. The City’s cost will be staff time in administering the grant and the funding.

RECOMMENDATION:
Council approve Resolution’s 2004-61 accepting a $150,000 grant from the Office of the Governor
of the State of Alaska for the support of the Qutekcak Shellfish Hatchery, authorizing the City
Manager to enter into an agreement with the State of Alaska for the grant funds, authorizing the City
Manager to enter into an agreement with Qutekcak Shellfish Hatchery to pass through the grant funds
and appropriating the funds.
