Box 24 Seward,AK 99664 October 2, 2020 201012 LAYDOWN (Steve Leirer) City of Seward Attn: Seward Port and Commerce Advisory Board P O Box 167 Seward Ak 99664 Dear Board Members: Laura can bring you up to date on Leirer Enterprise LLC pending lease with Exit marine for boat storage on the old Raibow yard, Lot 7, on Alameda St. The yard had been cleaned up from the Raibow disaster, and is already filling with new vessels under Exits management. All parties will strive to create a world class storage yard with high standards and an educated boat owner group that the City can, be proud of. The goal and setting standards and controls will be a testing process. Currently I am concerned with pgjllution and contamination from vessel hull pressure washing on Lot 7. Observing a few cases recently, this problem needs to be addressed. Laura consoles me that any such fouling is not too disruptive. I have not tested any of the deposits or paint chips to make a determination as to the nature of the problem, but will probably do some testing over the next 10 months. It is my understanding that there has been talk and some preliminary planning for a wash station on city property adjacent to the boat lift haul out. Immediate action on this goal needs to be addressed. I request a complete effort by the city to attain this goal of pressure wash station to clean boats prior to going into storage. I want this goal to be moved to the fore-front, ahead of all other projects, and not just some weak dream,hung up on funding problems. I would hate to see the City not take this goal seriously and a few years from now, be subject to a lawsuit for its negligence and in-action. I want you to set a specific goat to have a design, drawings and plans for a wash station at this location by FebruM 1 2021. I think you can make this goal. Use the existing plans. The city can find the money. THE PORT ADVISORY BOARD SHOULD PLACE EMPHASIS OF THIS GOAL ON THE CITY ADMINISTRATION AND MONITOR ITS PROGRESS AND DEMAND REPORTING MONTHLY, UNTIL COMPLETED. The City manager should be onboard 100 %. I request that MAYOR Christy Terry, read this letter into the city council minutes at the next meeting, I request that the Harbormaster immediately complete a formal report to the council on the past history of the wash station at this location. ;es even C eire Leirer Enterprises LLC
