I have highlighted the Water/Wastewater Operator position in the list. As indicated above, the W/WW Operator and Foreman positions have both been listed in the report far below what they actually scored on the Job Analysis Questionnaire (JAQ). When I reached out to Joellen via email about this discrepancy she was dismissive and indicated that she reached out the City and then determined the final score. I'm sure you can understand the collective frustration of the W/WW Department over this decision which was made by one individual. As scored, the W/WW Operator position falls into a Grade 8 Position with a salary range of 61,114 to 88,512 which is fair and competitive. The W/WW Foreman position falls into a Grade 9 Position which, again, is a fair and competitive Salary. Why these score were arbitrarily reduced should be of concern........ Currently, the W/WW Operator position is listed as a range 13-17 and is the ONLY Range 17 position listed in Grade 6 of the proposal. Other positions currently listed in Range 16.5 (Harbor Worker 3) have been correctly attributed to a Grade 8. 1 would also like to bring to your attention something which I brought to both the City and a Union Rep. multiple times during the process, but, was somehow never addressed. The listed current salary for a W/WW Operator is 52,773 to 72,736. This listed Salary is the Current W/WW Foreman Salary,the current Operator Salary is 43,306 to 65,916. To Summarize, the W/WW Department and myself feel that if our positions were scored fairly and were listed in the correct Grade on the Proposal, then they would be FAIR AND COMPETITIVE. Jason Cournoyer 201104 Work Session LAYDOWN for Wage Study CITY OF SEWARD POSITION ANNOUNCEMENT a WATER/WASTEWATER OPERATOR The City of Seward Is seeking applications from Interested persons within the City employee ranks for the position of Water/Wastewater Operator. This is a regular,full-time position with benefits,with a starting pay of$20.45-$24.34;Range 13.5A to 17A.The In-House Appficatlon period will be open until Thursday May 24,at 3:00pm. Under the general supervision of the Public Works Director and direct supervision of Water/Wastewater Foreman,Inspects,maintains and repairs the City's water and wastewater systems. Duties include the treatment and testing of City water and wastewater so as to ensure good public health in the community. On a routine basis,checks wastewater lift and pump stations,wastewater treatment facilities and maintain the collection system In an operational manner. Troubleshooting and maintenance of pumps,gauges,meters,control panels,auxiliary pumping equipment and related mechanisms will be performed in a manner consistent with good operating practices. Assists in repair of motors,pumps and fixtures in the water/wastewater systems.Sees that all tests required by State and Federal Law and those necessary to ensure Public Health are performed and that the results of all tests are reported to the proper agencies..Maintains a file system with all up-to-date records of tests performed. Connects chlorine tanks to the distribution System to maintain a proper level of chlorine In the systems as provided by Law. Performs regular testing and recording results of the chlorine level. Inspects and maintains fire hydrants,service connections and main line valves in an operational condition. Inspects water main repairs and main extensions for proper installation. Reads and maintains water service meters for certain commercial or industrial waters. Maintains inventory for maintenance and installations In the water and wastewater systems. Participates in routine public works maintenance operations during emergencies as regular assignments permits. successful applicants muss pass a background investigation and drug testing.Preference may be given to current City employees. The wage study preliminary result in November of 2019 indicated I should be in a range 8 i 61,114to $89,512) and now the new recommendation is that I be placed in a range 7($54,566to $79,028) The outside data from the other similar cities to Seward that were compared sho-e-Y my actual rate of pay if 1 were to start atthe 50-- percentile would be $56,742 to the 65% percentile at 85,908} The same thing was done to my employees,the Dispatchers,they were moved from a range 7 to a range 6. Another concern is Gov HR has recommended a staged approach taking 3 yearsto move me and my employees to the proper pay rate,while new hires would be brought in at the full rate.This would allow anew employee to make more than my seasoned employees with 5 or more years of experience.This will have a negative impact on morale and we already have difficulty hiring and retaining dispatchers. My department has had one of the highest turnover rates in the city. would ask that you please consider encouraging the city administration to address these concerns in upcoming negotiations with the union.
