HomeMy WebLinkAbout12142020 City Council Work Session Packet - Electric Seward City Council Work Session Packet Topic: Discuss setting goals for the Electric Rate Study and also to discuss the Electric Utility Department's line clearing policy December 14, 2020 City Council Chambers Beginning at 6:00 p.m. Instructions For CITIZEN INVOLVEMENT DURING CITY COUNCIL Virtual WORK SESSIONS Due to COVID-19, alternate methods for citizen involvement during City Council work sessions have been created to allow public interaction while keeping everyone safe and healthy. Although there is no in person public attendance allowed, council wants to encourage citizen participation. If you wish to participate in a work session, please follow these simple steps: STEP 1: Sign up on the city clerk's contact list. Send an email to clerk2cityofseward.net and request to be included on the contact list AND provide your phone number. Sign up by 5:00 p.m. on the day of the work session. You'll receive a confirmation email from the city clerk that you're on the list; if you don't receive the confirmation,please call 224-4045 to confirm. STEP 2: Keep your phone handy throughout the work session. When answering your phone, please mute any background noise so you can be heard by council clearly. How it will work: During regular intervals throughout the work session, the proceedings will be halted and the city clerk will call citizens who have signed up. After all citizens have been contacted, council will continue the work session. Citizens sign up one time per work session, and will be contacted at every interval during the work session. Each time you are called, the city clerk will ask if you wish to be contacted at the next interval during that work session. How to watch or listen to a work session: 1. Right- of-way maintenance must be planned for the life of the facilities, which is normally 35 years. Maintenance is much more effective and economical if done systematically on a regular basis than if done on an as-fails, emergency basis. An effective program contains provisions for multiple methods, that is, manual, mechanical and chemical vegetation control. Seward Electric realizes the importance of public and customer understanding and support for the maintenance program. Maintenance is most often performed on property, which is owned by others—not by Seward Electric. The program will operate smoothly and satisfactorily only if the vital ingredient of cooperation is present. Seward Electric will employ a multi-method approach to right-of-way maintenance, using manual, mechanical (mowing) and chemical means, as appropriate, for vegetation control. Any use of herbicides will comply with local, state and federal rules and best practices. Seward Electric prunes trees to industry standards that were developed by the American National Standards Institute (ANSI) and the International Society of Arboriculture (ISA). These methods involve pruning lateral branches and directional trimming to remove limbs at strong branches or at the tree trunk. By making the proper cuts, we do not interfere with the tree's natural defense mechanisms that protect it from decay. This method of pruning also removes branches at their natural shedding points, which reduces re-growth. Seward Electric will typically clear once every six years. A combination of mowing and herbicide is used to manage fast-growing, tall, woody species. This cycle is a best practice and the most economical method to ensure a safe and reliable electric system. Any integrated vegetation management approach must help to promote and establish a stable, diverse, low-growing plant community on the right-of-way, which reduces the potential for soil erosion and is also extremely beneficial for wildlife Dangerous trees are trees off the easement that are dead, dying, diseased or severely leaning that could damage the transmission or distribution facilities when falling. At least once every two years, all transmission lines are patrolled by air and by ground to locate dangerous trees so that they may be removed safely. Seward Electric will provide for "owner right-of-way maintenance" at no cost to the utility when the property owner requests to do their own clearing and certain requirements are met. Records will also be kept of all maintenance operations. Records of accidents or incidents and maintenance operations will be kept in such a manner that the City of Seward may review annually the effectiveness, cost and customer acceptance of this policy.
