OPENING CEREMONY Assistant City Manager Stephen Sowell led the pledge of allegiance to the flag. ROLL CALL There were present: Laura Schneider presiding, and Bruce Jaffa Erin Lemas (telephonically) Carl-Hughes zee Lynda Paquette Benjamin Smith comprising a quorum of the board; and Norm Regis, Acting City Manager Stephen Sowell,Assistant City Manager Jessica Stallard, Deputy City Clerk 111 Karen Corrigan, Clerks Administrative Assistant Excused—Hughes, Lawrence Absent—Jaffa CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING The City of Seward is currently experiencing a declared public health emergency due to Coronavirus Disease 2019 (COVID-19), so alternate methods for providing Citizen Comments were created. Unless otherwise noted, the following Citizen Comments were submitted in advance and read into the record by the City Clerk: Lori Landstrom was part of the Sustainable Seward organization; she said this organization was very interested in learning more about the Seward Climate Action Plan. She thanked the board for their service. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Paquette/Smith) Approval of Agenda and Consent Agenda Schneider removed "Confirm the November 18, 2020 work session topic as "Prioritize city, state, and federal priorities; Evaluate the City utility infrastructure for future growth; and Provide input on the Capital Improvement Plan(CIP)" from the consent agenda. Approval of the October 21, 2020 PACAB Special Meeting Minutes. SPECIAL ORDERS, PRESENTATIONS AND REPORTS Alaska Railroad Report. Christy Terry (telephonically) said the Cruise Lines International Association (CLIA) put out an announcement that CLIA members had voluntarily suspended domestic cruise ship operations until the end of 2020. In response to Schneider, Terry said the Alaska Railroad was reviewing both of the proposals for the cruise ship dock. The dock designs and plans moving forward would be made public in January, 2021. Chamber of Commerce Report — Jason Bickling said work on the new Chamber of Commerce website was in progress. Small Business Start-Up Week was scheduled on November 16-20, 2020 and Shop Small Weekend was scheduled on November 27-29, 2020. The Chamber would be doing fireworks for New Year's 2021. In response to Paquette, Bickling said chamber members were dropping due to economic reasons. Harbormaster Report. Harbormaster Norm Regis said the Seattle Boat Show was cancelled. The coast guard had contacted Regis for the land acquisition for the Coast Guard Seward Marine Industrial Center(SMIC) site. JAG Alaska might be receiving two new vessels. Motion (Schneider/Paquette) Set the November 18, 2020 work session topic as "Review PND options for North Harbor Launch Ramp Replacement and Provide input on the Capital Improvement Plan". Board Member Paquette and Vice Mayor Tony Baclaan had attended the Alaska Municipal Government Climate Community of Practice meeting on October 21, 2020. The board suspended the rules to speak to Vice Mayor Tony Baclaan. Vice Mayor Baclaan said focusing on funding, baseline, and a plan moving forward for the Climate Action Plan would be beneficial. He wanted moving forward with mitigation to be the committee's focus. The board went back on the rules. Schneider said the Climate Action Plan in Anchorage took two years to create. She wanted to set the goal of creating a Climate Action Plan for Seward by the end of 2021, and she was excited to work with Sustainable Seward on this project. She recommended that either Sustainable Seward or the Chamber of Commerce host a zoom meeting for the Climate Action Plan committee. The Climate Action Plan committee set a meeting on November 10, 2020 at 6:00 p.m. with details on how to join the meeting to be provided at a later date. In response to Smith, Schneider said her goal was to get everyone together to discuss the next steps for the Climate Action Plan. Discuss a virtual energy fair. The board suspended the rules to speak to Chamber Director Jason Bickling. Chamber Director Jason Bickling suggested creating a survey to find out the community's needs and levels of interest in attending an energy fair. In response to Schneider, Bickling said the chamber could create a survey and work with the clerk's office to distribute it. The board went back on the rules. In response to Schneider, Smith said he could consult with the Chamber of Commerce, the utilities department, and the newspaper on creating a survey. The board added"Discuss a Virtual Energy Fair"to the December 2,2020 meeting. INFORMATIONAL ITEMS AND REPORTS—None CITIZEN COMMENTS—None City of Seward,Alaska Port and Commerce Advisory Board Regular Meeting Minutes November 4, 2020 Volume 3, Page 440 BOARD AND ADMINISTRATIVE RESPONSE TO CITIZEN COMMENTS Lemas was excited about moving forward with SMIC and the coast guard. Smith was interested in seeing the design plans for the North Harbor Launch Ramp. Paquette thanked everyone for attending the meeting. She was excited about the North Harbor Launch Ramp. She was excited to resume work on the Climate Action Plan. She said some board members would be virtually attending the Alaska Municipal League (AML) conference. Schneider thanked the public and the Acting City Manager. She looked forward to discussing the Capital Improvement Plan. She appreciated the support from council and Sustainable Seward on the Climate Action Plan. Regis said he submitted an unsolicited proposal for the wash down pad and he would be submitted a solicited proposal in December, 2020.
