ADJOURNMENT City of Seward, Alaska Historic Preservation February 11, 2021 Commission Agenda 2 CLG Grant 20005 Historic Preservation Planning and Advocacy Committee Report 2-3-2021 Mary Ann Benoit The sign committee is making great progress in public outreach, initial historical research and sign development. We are impressed by the positive responses from the community on being part of the walking tour. We are enjoying working with our partners on this great collaborative effort between the HPC, City of Seward, the public and our local historians and partners. Property Owners Interested in Signs • As of 2-3-21 we sent 66 letters. • 35 property owners respond that are interested in a sign. • 1 owner changed their mind later due to a neighbor's concern about public trespass. • We assume we have funding for 25 signs • Everyone will be on the walking tour map and we hope to request money for a second grant so anyone who does not get a sign this time can get on later. • We have been given the OK to put signs on requested city properties. • We have numerous sites that already have signs that will also be on the walking tour. Process Updates • Several new property owners accepted since the last meeting and all were ranked using the criteria we voted on at the last meeting. • Some property owners volunteered to wait until the second potential round of funding for a sign to give others an opportunity now. • Commissioner Ward recommended that when a property owner has 2 properties on the list that are close by to each other, moving one property to the second round of funding so it allows more property owners to have one sign, rather than some have 2 signs while another property has none. I moved properties 309 and 303 Second Avenues to round 2. • Woodlawn Cemetery was moved to round 2 because it is spatially separated and cannot be walked to as can the others being funded. • In ranking the properties, there were 6 with the same score right at the funding line. Mary Ann developed a sub-ranking score for each to put them in order, considering their importance to Seward's history, building age, spatial arrangement in the tour. If there are any concerns, lets discuss. • A resolution has been prepared with a current list of the top ranked 30 properties to vote on. We expected we will have funding for about 25 signs • Commissioners are currently working with property owners at the top of the list, asking for history and photos and what they find most interesting about the history of their homes or 3 people that lived there.This will help us identify the story and determine additional info and photo needs. • We are conducting interview by phone, email or zoom and on a limited basis in person for safety. • Mary Ann developed a form for commissioners to add their photo needs, documenting photo numbers, where they can be found and the photo subject. Partner Updates • RBHS, Doug Capra, Lee Poleske, Seward Community Library and Museum have accepted our partnership invitations. We are waiting to hear from the Seward Community Library Association. • RBHS, Doug Capra, Lee Poleske and home owners have been an amazing help in providing knowledge, articles photos and documents for some of our initial property inquiries.Thank You! • Commissioners Ward and Benoit attended the monthly Resurrection Bay Historical Society membership and answered questions regarding the sign that will be developed jointly at the Seward Community Library and Museum.They suggested the sign include the previous history of the Lechner family and home that was on the property before the Library and Museum was built. • The city will require a sign permit signed by each property owner. Andy Bacon will be developing one pdf document they will email to property owners to add their address, sign type and size, and to sign to make it easy by doing one permit for all rather than individual permits that can be signed online.The purpose is to have on the record that property owners know and accept they will be getting a sign and they are responsible for its maintenance (the signs are pretty maintenance free). There are a variety of shapes and sizes. Don't worry, having a sign does not mean your property would be open for public viewing or people will be knocking on your door.The sign or tour map can note that it is not open for public viewing.The Seward Historic Preservation Commission pays for the signs, and installation and we work with you to gather the history and determine a location for your sign. Reach out to us if you would like to be included. Did you know that the Seward Depot is on the National Register of Historic Places? I was built in 1917 at what is now Adams Street and Ballaine Boulevard. It was moved to its present location on Railway Avenue in 1928 following a flood down Jefferson Street. It is an example of a hip-roofed Craftsman Bungalow style railroad depot. The depot was used as the "Gateway to Alaska" until 1964 when the railroad was destroyed in the earthquake. It later served as headquarters of the Alaska Marine Highway ferry Tustumena. The depot was added to the National Register of Historic Places in 1987. In 1998, the City of Seward sold the building and property to Chugach Alaska Corporation following the native corporation completing an interior and exterior restoration of the building. Every historic house as a story to tell about the building or the people that lived there. Sometimes the story comes from a book, the memory of a neighbor, stories around town, or an interesting find in the walls when remodeling. As I do research for the historic walking tour, I find every place has something that is amazing about it! They are all like treasure boxes waiting for you to discover the unexpected gem. What is the most interesting story your house has told you about itself? Did you know that Brown and Hawkins (The Cobble Company) at 209 Fourth Avenue is on the National Register of Historic Places? It was built in 1903 and is the oldest continually operated business in Seward, started by Charles E. Brown of Canada and T.W. Hawkins of Virginia. Both came to Alaska to look for gold, met in Nome and went into business together. Their business in Seward included a store and bank.They sold groceries, clothing, hardware, coal, and supplies for miners, trappers, and fishers. You can still see the original Mosler safe in the store. It started as a one- story frame building only 12 feet wide by 24 feet deep,which expanded over time including the purchase of a building to the south which used to be a gambling and dance hall. It has been all or partially owned by members of the Hawkins family since its establishment until it was recently sold to the Cobble family. Photo courtesy of Michelle Cobble. The purpose is to promote understanding and appreciation for Seward's history and to enhance tourism and&m economy; and WHEREAS, the Seward Historic Preservation Commission sent letters to over 60 historic property owners on the Seward Historic Inventory list and other historic properties to invite them to participate in the Historic Walking Tour and to have an interpretive sign that would be designed, installed and paid for by the grant; and WHEREAS, the Seward Historic Preservation Commission received a tremendous positive response and support for the historic walking tour and interest by property owners to participate; and WHEREAS, the Seward Historic Preservation Commission received more interest from property owners to receive a sign than funds available from the grant at this time; and WHEREAS, the Seward Historic Preservation Commission developed criteria to rank potential properties; and WHEREAS, the Seward Historic Preservation Commission rated all properties using these criteria and ranked them in order of highest priority to receive a sign based on the highest score; and WHEREAS, the Seward Historic Preservation Commission expects to have funding for up to 25 signs but the actual amount cannot be determined at this time as they are based on design time rather than a flat rate. Below is a list of the top 30 properties, ranked from highest priority to lowest. These owners will receive a sign as funding and their cooperation in the research process allows. Note that some property owners have graciously decided to wait for future funding to allow others to get a sign first and are not shown on this list; and WHEREAS, the Seward Historic Preservation Commission expects that all interested property owners will be included in the tour, which also includes a paper tour map, but only a limited number will get signs at this time due to funding. Motion (Libbrecht/Benoit) Approval of Resolution 2021-001 Benoit stated that on December 10, 2020 the commission had voted to send a letter to the Planning and Zoning Commission,with a copy to the city council, to thank them for their support and recommendation to rezone the Jesse Lee Home property to Park. The letter was a show of support by the commission.At the December 28,2020 Special Meeting,there was further discussion that some people thought the commission did not show adequate support for the re-zoning, but Benoit disagreed. She wanted to ensure that the letter to the Planning and Zoning Commission agreed upon,would be sent. 1%6 Seese stated the letter had been drafted and would be sent. She disagree that the letter was sufficient to communicate the commission's support for the rezone. Seese believed because there were a large number of citizens in favor of the rezoning, that it was important that the commission produced a stronger statement to council of their support. Libbrecht believed th tter should be sent, and would accomplish the same support as a resolution. Woelkers was in support of the resolution, and believed the grounds should have been rezoned in the 970's when buildin s ere vacant but still useable.
