OPENING CEREMONY Vice Chair Sue Ward led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese(via Zoom)presiding and Sue Ward (via Zoom) Tanguy Libbrecht (via Zoom) Mary Ann Benoit(via Zoom) Fred-Woelkers Sherry Dale Furlong(via Zoom) comprising a quorum of the Commission; and Karen Corrigan, Acting Deputy City Clerk Excused-None Absent-Woelkers Vacant-One CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING The City of Seward is currently experiencing a declared public health emergency due to Coronavirus Disease 2019 (COVID-19), so alternate methods for providing Citizen Comments were created. Unless otherwise noted, the following Citizen Comments were submitted in advance and read into the record by the City Clerk: Carol Griswold urged the commission to call for a special meeting to consider a resolution in support of council Ordinance 2020-015 amending the zoning for Jesse Lee Home parcels from Multi-Family to Park. City of Seward,Alaska Historic Preservation Commission Special Meeting Minutes December 28, 2020 Volume 3,Page 255 SPECIAL ORDERS, PRESENTATIONS AND REPORTS—None UNFINISHED BUSINESS—None NEW BUSINESS Other New Business Items Approve The Format To Be Used For Creating Signage Related To The CLG Grant 20005 Seward Public Education Signage Project. Motion (Benoit/Ward) Allow the Historic Preservation Commission to have the option to credit both groups and individuals by name or logo on the signs, maps, or plaques for the substantial contributions of historical information, research, photos, or sign narratives. Motion Passed Unanimous INFORMATIONAL ITEMS AND REPORTS—None CITIZEN COMMENTS—None BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Furlong believed that Griswold was right that the Historic Preservation should have created a resolution of support for Ordinance 2020-015. She wanted to call a special meeting on Tuesday, January 5, 2021, before the City Council's vote on January 11, 2021. The point of a resolution would be to help influence the vote.She was disappointed that the city did not fulfill their promise to preserve the building. Libbrecht agreed with Griswold. The commission had decided at the December 10, 2021 meeting to write a letter thanking the Planning and Zoning Commission(P&Z),and he did not feel a resolution was needed since P&Z, and the public stated clearly they wanted a park. He felt that a letter would suffice when another commission already approved a resolution that met Historic Preservation Commission's desires. Ward pointed out that the commission had planned a letter, and that should suffice. Seese stated that a resolution would be in the books and show that the commission was supportive. It behooved the commission to complete the resolution before the next meeting. She suggested that on January 14, 2021 a resolution could be brought forward. The important point was to have on the record a resolution in the books.She thanked Benoit for her effort and time,along with Libbrecht,Ward,and Furlong. Benoit was in agreement with Seese on the letter and with having a resolution.She said if the commission were to do a resolution,it should be before the next council meeting. She believed the Historic Preservation Commission's political capital was not limited.She was happy that there were citizens like Carol Griswold in our community and thanked the other commissioners for all their work. She was excited to work with everyone in the future.
