Historic Preservation Commission will hold a Virtual Regular Meeting on Thursday, April 8, 2021 at 6:00 p.m.
Because the City of Seward is currently experiencing a declared public health emergency due to Coronavirus
Disease 2019(COVID-19),alternate methods for providing Citizen Comments have been created:

How To Submit Your CITIZEN COMMENTS
1. Email your written Citizen Comments to clerkkcityofseward.net no later than 3:00 p.m. on Thursday, April 8,
2021. Identify whether you want your comments READ ALOUD at the meeting or EMAILED to Historic
Preservation Commission upon receipt. Comments requested to be read aloud will be delivered verbally to
Historic Preservation Commission by the City Clerk at the appropriate time during the meeting.
2. If you wish to be called on the telephone during the meeting to provide your comments telephonically, send an
email request to the City Clerk along with your contact information to clerkkcityofseward.net,including your
full name and the telephone number you wish to have called. The clerk must receive your request no later
than 3:00 p.m. on April 8, 2021. Identify whether you wish to be called during the FIRST or SECOND citizen
comment period.If you wish to be contacted for the first Citizen Comment period,please be prepared to answer
your phone starting at 6:00 p.m. If you wish to be contacted for the second CitizenComment period,there
is no estimate of time to expect the call.
3. Real-time public comment can be addressed to the Historic Preservation Commission utilizing the Zoom virtual
meeting software for remote access.This application will allow users to view the meeting and raise their hand to
furnish a comment.
All Citizen Comments will be timed and limited to three minutes(first period)or five minutes(second period). The

The sign committee is making great progress in initial historical research and sign development,
has met our timeline so far and everything is on schedule.
We are thankful for all the help we are receiving from our partners,property owners, and the
public on research and review of sign narratives.
We are very grateful for the help from all of our partners. Special thanks to Colleen Kelly who
has been working tirelessly with us to help with research,provide photos, and assist in making
sure everything is historically accurate.
Updates
• All property owners were notified if they would receive signs at this time as well as those
who will be on the tour but will not receive a sign until future funding is available.
• The Historic Preservation Planning and Advocacy Committee has been meeting weekly
and discussing progress, research tips,process, and timeline updates.
• All sign narratives have been completed. The majority have been completely reviewed by
HPC, Resurrection Bay Historical Society, and the State Historic Preservation Office.
• Commissioner Benoit consulted on all signs with Lee Poleske, Coleen Kelly, and the
majority with Doug Capra and the state historic preservation office.
• All sign narratives and pictures have been or will be delivered by the time of our meeting
to Corvis Designs to develop the first sign prototypes and refine the design process.
• Commissioner Benoit has been working on review and edits of the first 10 sign designs
with Corvis Designs.
• Completed sign designs should be ready soon to send to property owners and all
reviewers for a final check.
Commissioner Benoit sent a list of property owners, contact information, and a map of locations
of those to receive signs to Jackie Wilde and Andy Bacon to initiate the sign permit process that
will be electronically developed, emailed, and will need to be signed by each property owner.

house tell with examples of what Sue Ward found in her walls during renovation. The most popular post
was about "What stories does your house tell" with examples from Commissioner Sue Ward's house.

Posts are scheduled thanking partners and contributors on the walking tour, meeting notifications, a
video on the history of our flag by Lee Poleske and history on St Peter's church which is on the National
Register.
May
I started a series on amazing women of Seward's history. I took one of our sign narratives written by
Tanguy on Sylvia Sexton and broke it up into 4 posts to tell her story. Pictures are ones that are online
through the Seward Community Library association and link to them to help highlight their collection for
the public.
June
I plan to continue the series on amazing women of Seward's history and continue posts that tell the
stories from our sign narratives.
Each month will likely have the story broken out over several weeks regarding one sign or topic. This will
help share all the history we learned developing the tour for anyone online that may not see the tour in
person. That is 25 months or more of posts!

this 1907 advertisement for the Commerce "Gentleman's Club" in her wall
„no'pa: among other things that gave her clues to the prominent Seward family
that lived there in the past. More on the to come!
What Story Does Your House Tell? What artifacts have you discovered in
your historic home? Historic Preservation Commissioner Sue Ward found
this 1926 driver's license for Robert Manthey in the wall that gave her
clues that the Manthey family, well known in Seward's history once lived
in her home.

Did you know that Saint Peter's Episcopal Church is on the National
Register of Historic Places? It is Seward's oldest church (1906), and
known for its unique 1925 painting of the Ascension of Christ behind
the altar by well-known Dutch artist Jan van Emple. The painting is
unique in that it includes the Ascension of our Lord as well as the
empty tomb. But Instead of Apostles, van Emple has shown the
people of Alaska, including Alaska Natives, a prospector, trapper and

Picture will come from link. Sylvia Sexton was an industrious, creative, and adventurous woman
who embodied the Alaskan pioneer spirit. One of the most popular
young businesswomen of Seward and prominent photographers of
Alaska, her beautiful images capture the essence of the daily life of
her friends, family, and the outdoor activities she enjoyed (Butler,
2020). She was well known, loved, and active in the community.

Sylvia Sexton moved to Seward in 1904 from Sunrise when her father,
Picture will come from link. George Sexton, was transferred to become Seward's first Marshall.
She brought her passion for photography with her to Seward. Having
a marshal for a father may have made her more comfortable moving
freely around the town to capture Seward's daily life in pictures
during this turbulent time. She was a well-known photographer on the
Kenai Peninsula and famous for her scenic views (Barry 1985).

Y� Sylvia Sexton's father, George Sexton bought the Coleman House in
1907 and renamed it the Sexton Hotel in 1913. Sylvia opened her
store here in 1907, selling curios, confectioneries, and photography
- - - with a partner. Check out this Advertisement for Sylvia's Place as well
SY�ti a F".h E as the Sexton Hotel in a 1924 publication of the Pathfinder of Alaska
published by the Pioneers of Alaska.
Picture will come from link. The Sexton Hotel and her store burned in a fire in 1935. Sylvia was
devastated and lost everything. She moved across the street to the
AL
former Seward Commercial Company briefly, and then into the annex
to the north which is now the Generations building (L. Poleske). She
opened her store, Sylvia's, and operated it until 1951.

The February 11,2021 meeting of the Historic Preservation Commission was called to order
at 6:00 p.m. by Chair Cheryl Seese.

Administration Report. Kingsland reminded the commission to calculate in the 30-day

review process with the Office of History and Archaeology(OHA)into the timeline schedule for the
CLG Grant 20005 work.Details were being worked on for holding a virtual ribbon cutting ceremony
for the project,since the CO VID-19 pandemic might still present a situation to not allow gathering in
a large group.Kingsland relayed that the OHA representative advised the commission should focus
on the deliverables and keeping the project as simple as possible.
Pemberton joined the meeting at 6:09 p.m.
Kingsland reminded the commission that Metco was listed as a vendor to use in June 2021
for installation of the signs, and also reminded them to have the project on their schedule.
Benoit asked for more information on the 30-day review and comment period that OHA
required. Kingsland clarified as part of the contract for the grant, the sign designs were to be
submitted to stakeholders and the state for a 30-day comment and review period by the end of
February, 2021. From March through June 2021, the signs would be installed at designated sites
around Seward,and OHA should be advised of when the public event would happen early enough to
allow representatives to attend. Libbrecht stated there was a new timeline arranged with Judith
Bittner, State Historic Preservation Officer.Libbrecht would relay that to the state and acknowledged
the end date of the grant work would be June 30, 2021.
Chair Report. Seese welcomed Commissioner Pemberton to his first meeting and looked
forward to working with him.
Planning&Committee Advocacy Report.Benoit reported on the progress of the response
by owners to the historic sign project. The commission had permission for all,except one,of the city
properties,with the exception the diversion dam.Due to safety issues,the location for that sign was
on hold. The Library Association would charge the commission all at once for all the photographs
that would be acquired through them for use on the signage. Benoit asked the commissioners to ask
the property owners about the size of the sign they would like installed. The current plan was to have
all the signs installed by June 15, 2021 and the ribbon cutting on June 26, 2021. Urbach's was
removed from the list of properties for signs,per the owner's request,and an additional property was
added to the property list.
Historic Overlay.Ward said the next meeting was scheduled in May,2021 and she would
be meeting in March with the Community Development Department. Ward should have a report
ready for the March regular meeting.
Historic Preservation Facebook Page. Benoit stated the number of views for the
commission's Facebook page had risen from the last month. The March post campaign would focus
on telling stories and asking for great stories from the public.Benoit gave tips on the Facebook page
for how owners could research history on their homes.

Resolution 2021-002, A Resolution Of The Seward Historic Preservation Commission,
Recommending City Council Approval Of The Historic Preservation Commission Priorities
From February 2021 To February 2022.
Benoit asked if the CLG Grant 2005 project should be on the list of priorities. Seese pointed
out that there was a bullet item for CLG Grant reporting.

Committees.
Libbrecht stated these committees had been voted on in the past and he did not understand
why the vote was coming up again.Benoit noted that the commission had a new commissioner,and
suggested that Pemberton might be interested in the History Preservation Planning and Advocacy.
Pemberton decided to reflect on the different committees first and then consider which one to be
added to.

Discuss and review CLG Grant 20005 Timeline.
Libbrecht stated the timeline was set and it needed to be distributed to the commissions. The
committees would need to be done with sign design by March 31, 2021 with designs to Corvis,the
manufacturer. Kingsland agreed to have a report out to the State of Alaska by February 28, 2021.
Ward advised that the commission should have final approval by the property owners prior to
signs being printed, and wanted that included on the timeline. Libbrecht would add that into the
timeline.

The March 11,2021 meeting of the Historic Preservation Commission was called to order at
6:02 p.m. by Chair Cheryl Seese.
OPENING CEREMONY
Chair Cheryl Seese led the Pledge of Allegiance to the flag.

Administration . Kingsland was not present to provide a report.
Chair Report. Seese stated the city clerk had received a letter of resignation from
Commissioner Woelkers that would be effective on March 15, 2021; she appreciated the
contributions Woelkers had made to the commission. Seese commended Benoit for putting in so

many hours on the sign project, and said she was pleased with the progress. She reported that that
joint work session with council went well earlier this week,and she thanked the commissioners who
had attended that work session.
Certified Local Government(CLG)Grant Reports—Planning&Advocacy Committee
Report.Libbrecht thanked Benoit for her work on the project, and said he appreciated the support
from the Seward Library Association, the Resurrection Bay Historical Society, Lee Poleske, and
Doug Capra. Libbrecht reported that 66 letters had been mailed to property owners for the project,
and the majority of the property owners responded favorably.
Benoit said property owners had been enthusiastic when they received the letters. She added
that a virtual drop box had been set up for the sign graphics, and that the sign permits needed to be
sent to the Community Development Department.
Historic Overlay District.Ward said the 2017 Historic Preservation Plan had identified that
HP would work with the Planning & Zoning Commission on the historic overlay. Ward said she
understood that P&Z was busy, but HP would continue to prepare for the joint work session with
P&Z. She added that the historic overlay was not intended to be cumbersome or burdensome for
property owners;there appeared to be support throughout the property owners in the downtown area.
Historic Preservation Facebook Page. Benoit announced that citizen engagement on
Facebook had increased.

Other New Business Items
Review and discuss the Seward's Day Proclamation.
Seese called attention to the draft proclamation in the packet, and said the Seward's Day
proclamation should come on March 22, 2021 to council. She requested the photo of William
Seward be inserted into the proclamation.
Discuss and plan for Historic Preservation Month in May.
Seese wished to have the HP logo placed on the draft proclamation, and requested it go to
council on April 26, 2021.
Review and discuss the Historic Preservation Award nominations.

Seese confirmed there had been no nominations received yet,and wondered if extending the
deadline would help.
Motion (Ward/Benoit) Extend the deadline for Historic Preservation
Award nominations to April 20, 2021 at
5:00 p.m.; schedule a special meeting on
April 23,2021 at 10:45 a.m.for the purpose
of voting on HP Award nominations; and,
prepare to announce the HP Awards at the
May 10,2021 council meeting.

Discuss the plan for supporting Hoben Park flowers/planters.
Ward wondered where the fencing for Hoben Park was being stored. In response, Benoit
stated it was stored in the Parks & Recreation warehouse. Benoit added that it would be helpful to
obtain a grant to assist with the fencing installation.
Regarding plants and flowers, Benoit said the lilacs and roses that were planted in Hoben
Park last year may or may not survive this year's long winter,but whatever did not come back this
spring could be replaced. Benoit had already received permission to obtain new cuttings from
citizens who owned these historic plants.
Review and approve the Historic Preservation Commission logo to be placed on CLG Grant
20005 Public Education Signage.

Discuss having an Open House in May or June 2021 in celebration of the completion of the
CLG Grant 20005 Public Education Signage.
Seese wondered if the Open House should be pushed to the Fourth of July weekend.
Libbrecht said in order to meet the grant requirements,some kind of public event had to be held;this
could include handing out flyers. Benoit suggested doing a Facebook Live event.
Discuss the role of the Historic Preservation Commission with regards to supporting or
sponsoring private citizens in grant applications.

Ward stated that the commission could provide letters of support for grants,but could not be
a sponsor of a grant. Seese stated there were two grants being applied for in Seward, and the
commission had been requested to provide letters of support: one was for the Trail Blazers and one
was for the Odhners who owned the Seward Passenger Depot.

Seese stated that tomorrow's work session may not have enough commissioners to have a
quorum; she asked the commissioners who would be available.Pemberton,Woelkers,and Libbrecht
would not be available.By unanimous consent,the commission cancelled the March 12,2021 work
session.
Ward was happy to be working with this dynamic group of people on the commission.
Libbrecht thanked everyone for their hard work, and said he looked forward to getting to
know new commission Pemberton.
Benoit thanked everyone for their work, as well, and said she was glad that Pemberton had
joined the commission. She was looking forward to seeing the historic signs installed.
Pemberton was happy to be on HP. He wanted to help and contribute to the project.
Seese was glad to have Pemberton's help, and thanked everyone for the meeting.

Historic Preservation Commission from February 2021 through February 2022:
ANNUAL REPORTING
• Annual report to council
• Annual Certified Local Government (CLG) grant report to the State Historic
Preservation Office
PUBLIC OUTREACH
• Coordinate efforts with Community Development regarding the identification and protection
of local historic and archaeological resources
• Enhance understanding of the economic benefits of Heritage Tourism
• Celebrate National Historic Preservation Month in May by proclamation
• Award the Annual Seward Historic Preservation Award in May
• Improve the Seward Historic Preservation Commission online presence
SEWARD HISTORIC STRUCTURES & SITES

Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice
calling a Special Meeting of the Historic Preservation Commission on Friday,
April 23, 2021 at 10:45 a.m. for the purpose of-
Voting on the nominations for the annual Historic Preservation
Award, and drafting the proclamation(s) to present the award(s)
at the May 10, 2021 City Council meeting.
The meeting will commence in the City Council Chambers, City Hall, 410 Adams
Street, Seward. All interested persons are invited to attend the meetings.
