CITY OF SEWARD, ALASKA
RESOLUTION 2004-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
MUTUAL AID AGREEMENT BETWEEN THE CITY OF SEWARD AND
MOOSE PASS VOLUNTEER FIRE COMPANY FOR THE PURPOSE OF
FIRE FIGHTING AND RESCUE OPERATIONS
WHEREAS, the City of Seward, Bear Creek Volunteer Fire Department, and Moose Pass
Volunteer Fire Company are emergency responders for the Eastern Zone; and
WHEREAS, the City of Seward, Bear Creek Volunteer Fire Department and both State and
Federal Forest Services have mutual aid agreements in place; and
WHEREAS, the Moose Pass Volunteer Fire Company and the Seward Fire Department
have trained together and responded to emergency situations together; and
WHEREAS, the senior officials of the Moose Pass Volunteer Fire Company, a nonprofit
corporation, requested a formal mutual aid agreement; and
WHEREAS, many ofthe volunteer fire fighters for the Moose Pass Volunteer Fire Company
work within the City of Seward, making them available as additional trained firefighters for the City
of Seward Fire Department; and
WHEREAS, AS 18.70.150 permits a city to adopt an ordinance or resolution authorizing and
permitting their fire department to go to the aid of another City, incorporated entity, or fire protection
group, or territory outside of it.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to enter into a mutual aid agreement, in
accordance with the terms and conditions and in substantial form as attached hereto, with the Moose
Pass Volunteer Fire Company, a nonprofit corporation, for the purpose of fire fighting and rescue
operations.
Section 2. This resolution shall take affect immediately upon its adoption.

Agenda Item: Mutual Aid Agreement with Moose Pass Volunteer Fire Company
BACKGROUND & JUSTIFICATION:
In the past years the Seward Fire Department and the Moose Pass Volunteer Fire Company, a
nonprofit corporation, have trained together and responded to several emergency incidents.
The senior officials of the Moose Pass Volunteer Fire Company approached us requesting a formal
mutual aid agreement. The mutual aid agreement provides for the sharing of equipment, materials
and personnel. Many of the Moose Pass volunteer firefighters work in the Seward area. Having the
ability to call on additional trained firefighters would be of great benefit to the City of Seward.
The City of Seward currently has similar mutual aid agreements with the US Forest Service, Bear
Creek Volunteer Fire Department, and the State of Alaska Forestry Division.
This mutual aid agreement with the Moose Pass Volunteer Fire Company is a logical addition to our
mutual aid agreements.

RECOMMENDATION:
Council approve Resolution 2004-68 approving the City Manager to enter into an agreement between
City of Seward and Moose Pass Volunteer Fire Company for the purpose of fire fighting and rescue
operations.
