Final sign review was complete by SHPO, Lee Poleske, RBHS, SCLA and all property owners. Received
comments back for edits and final approvals from all property owners except the following who did not
respond. They previously approved their signs and there have been no significant changes so we assume
they are good to go.

I compiled all edits and sent to Peter, the sign designer. He completed those requests and sent back to
me. I did one final review and he completed those last requests and will be sending to the manufacturer
most likely on 5-11.

I compiled a list of contributors based on your input including all the property owners, partners and
anyone commissioners told me contributed. I worked on the narrative based on some suggestions from
the sign designer and worked with Tanguy on wording. I assume the sign designer will have ideas,
suggestions and changes.See attached.
Walking Tour Information for Map- Progress and Questions
I have been working on brief narratives for the walking tour map. In addition to our sign location, I have
added some other sites such as:

420 Third Ave--Norway Maple--<1943-- Beautiful old Norway Maple (Acer platanoides).Mrs.
Amend bought this beautiful tree through the Sears catalog in the late 1930s and planted it as a sapling.

This Historic Walking Tour was developed by the Seward Historic Preservation Commission (HPC),
inspired by our mission and our Historic Preservation plan. Our passion is to promote the educational,
cultural, and economic welfare of Seward by illustrating our history, and the cultural, and architectural
characteristics that make Seward unique.
Thisproject was made possible with funding from the Alaska State Historic Preservation Office (SHPO)
in partnership with and administered by the City of Seward.

posted and will go out in May instead. Our most popular recent posts have been about Brown and
Hawkins and the series on What Stories Does Your House Tell.

Posts are about thanking partners and contributors on the walking tour, meeting notifications, a video
on the history of our flag by Lee Poleske and history on St Peter’s church which is on the National
Register.
June
I will begin a series on amazing women of Seward’s history starting with Sylvia Sexton. The posts come
from the narrative from our sign on the Sexton House (Generation building on Fourth Ave). Pictures are
from the Seward Community Library association and link to them to help highlight their collection for
the public.

I will continue the series on some of the amazing women of Seward’s history and continue posts that tell
the stories from our signs or walking tour such as Mary Lowell, Viola Swetmann, Virginia Darling, Luella
McMullin. Mrs. Eugene Hale, Jane Trigg, Mrs. Jessie Ellsworth and Dorothy Urbach and more.
August and Beyond
Future monthswill tell the stories from our signs on the Seward Historic Walking Tour tohelp share the
history we learned developing the tour for anyone online that may not be able to see the tour in person.

Did you know that Saint Peter’s Episcopal Church is on the National
Register of Historic Places? It is Seward’s oldest church (1906), and
known for its unique 1925 painting of the Ascension of Christ behind
the altar by well-known Dutch artist Jan van Emple. The painting is
unique in that it includes the Ascension of our Lord as well as the
empty tomb. But Instead of Apostles, van Emple has shown the
people of Alaska, including Alaska Natives, a prospector, trapper and

Picture will come from link.Sylvia Sexton was an industrious, creative, and adventurous woman
who embodied the Alaskan pioneer spirit. One of the most popular
young businesswomen of Seward and prominent photographers of
Alaska, her beautiful images capture the essence of the daily life of
her friends, family, and the outdoor activities she enjoyed (Butler,
2020). She was well known, loved, and active in the community.

Sylvia Sexton moved to Seward in 1904 from Sunrise when her father,
Picture will come from link.George Sexton, was transferred to become Seward’s first Marshall.
She brought her passion for photography with her to Seward. Having
a marshal for a father may have made her more comfortable moving
freely around the town to capture Seward's daily life in pictures
during this turbulent time. She was a well-known photographer on the
Kenai Peninsula and famous for her scenic views (Barry 1985).

Sylvia Sexton’sfather, George Sexton bought the Coleman House in
1907 and renamed it the Sexton Hotel in 1913. Sylvia opened her
store here in 1907, selling curios, confectioneries, and photography
with a partner. Check out this Advertisement for Sylvia’s Place as well
as the Sexton Hotel in a 1924 publication of the Pathfinder of Alaska
published by the Pioneers of Alaska.
Picture will come from link.The Sexton Hotel and her store burned in a fire in 1935. Sylvia was
devastated and lost everything. She moved across the street to the
former Seward Commercial Company briefly, and then into the annex
to the north which is now the Generations building (L. Poleske). She
opened her store, Sylvia’s, and operated it until 1951.

A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION, RECOMMENDING THAT THE 2021SEWARD
HISTORIC PRESERVATION AWARDS BE BESTOWED TOCOLLEEN
KELLY AND LIBERTY MILLER.
WHEREAS,City Council Ordinance No. 2011-001 established the Seward Historic
Preservation Award in order to annually recognize an outstanding contribution made by dedicated
individuals and/or organizations to preserve the tangible aspects of Seward’s heritage; and
WHEREAS,the Seward Historic Preservation Commission has chosenColleen Kelly and
Liberty Miller as the 2021Seward Historic Preservation Award recipients; and
WHEREAS,Colleen Kelly, a volunteer member of the Resurrection Bay Historical
Society Collection Committee, has assisted commissioners in their CLG Grant #20005 Seward
Historical Tour: Public Education Signage Project by researchingproperties, finding photos,
documents, and records, organizingthese documents into individual files, and uploadingover 100
photos to a shared file for easy access to the commission and sign designer; and
WHEREAS, Colleen scanned and re-scannedmany images at a higher resolution to
improve image production and worked weekends to help meet tight deadlines; and
WHEREAS, Colleen provided a total of 52 document reviews with detailed edits for the
sign narratives and reviewed each of them for historical accuracy, which dramatically improved
the quality of the narratives from the initial stage to the final stage of the sign design process; and
HEREAS, Colleen shared her wealth of knowledge about the history of Seward to

develop sign narratives and was responsive as the stories developed and changed direction or
needed different images; and
WHEREAS, Colleen Kelly volunteered tremendous amounts of her time and expertise
and facilitated connections to assist with and ensure the success of the Seward Historic Walking
Tour grant project; and
WHEREAS, in appreciation and recognition of Colleen Kelley’s volunteerism with
distinction in this and all other respects over the course of her tenure with the Resurrection Bay
Historical Society, the City of Seward is pleased to present the 2021 Historic Preservation Award
to Colleen Kelly; and
WHEREAS, Liberty Miller, owner of13 Ravens Coffee & Books,organized and planned
a new historical cemeterywalking tour at Woodlawn Cemetery in the Camelot Subdivision on
October 10 and October 24, 2020; and

WHEREAS, Liberty collaborated with historians Sue McClureand Lee Poleski, both of
whom haveextensive experience organizing cemetery tours in the City, to gather information and
lead the tours to share many fascinating stories of those laid to restin the Woodlawn Cemetery;
and
WHEREAS,many individuals from near and far attended this event and the tours sold out
quickly; and
WHEREAS, all proceeds were donated to the Resurrection Bay Historical Society; and
WHEREAS, thewalking tour provided the citizens of Seward an opportunity to come
together safely in an outdoor event to learn about and to share Seward’s history in the middle of a
global COVID-19 pandemic; and
WHEREAS, thesecemetery tours were also the impetus for the City to replace the long
lost headstone of Mary Lowell to commemorate an original Seward homesteaderand influential
matriarch; and
WHEREAS, thesuccess of the Woodlawn Cemetery tours has inspired future walking
tours and events which the community eagerly anticipates; and
WHEREAS, in appreciation and recognition of Liberty Miller’s enthusiastic and
innovative contribution to the education of Seward’s history by bringing community together and
sparking renewed interest in local history, the City of Seward is pleased to present the 2021
Historic Preservation Award to Liberty Miller.
NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION
COMMISSIONOF THE CITY OF SEWARD, ALASKAthat:
Section 1.Colleen Kelly volunteered her time, expertise and enthusiasm for Seward’s
history extensively to ensure the success of the HPF-CLG Grant #20005 Seward Historical Tour:
Public Education Signage Project.
Section 2.Liberty Miller organized and planned local historical events that contributed to
the education of and enthusiasm for Seward’s history and inspired the replacement of Mary
Lowell’s cemetery headstone.
Section 3.It is hereby recommended that the City Council bestow the 2021 Historic
Preservation Awards to Colleen Kelly and Liberty Miller.
Section 4. This resolution shall take effect immediately upon adoption.

FUNDS FROM AMENDMENT 1, BUDGET ADJUSTMENT FOR THE
ALASKA HISTORIC PRESERVATION FUND HPF-CLG GRANT #20005
FOR THE SEWARD HISTORICAL TOUR: PUBLIC EDUCATION
SIGNAGE PROJECT
WHEREAS,the State of Alaska, Department of Natural Resources,Historic Preservation
Office awardeda40/60 matching Historic Preservation Fund (HPF) ProgramGrant #20005
Seward Historical Tour: Public Education Signage Project to the City of Seward, a Certified Local
Government (CLG), in the amount of $18,765 in federal funds on July 17, 2020; and
WHEREAS,the purpose of this grant project isto install interpretive signs to highlight
sites of interest as part of a Historic Seward Walking tour; and
WHEREAS,the City of Seward accepted the HPF-CLG Grant #20005 Seward Historical
Tour: Public Education Signage Projecton behalf of the Seward Historic Preservation Commission
(SHPC) on September 14, 2020; and
WHEREAS,the Seward Historic Preservation Commission (HP)began grant work on the
projectat the October 8, 2021 HP regular meetingand accumulated 847.45 in kind Commissioner
volunteer hours by March, far beyond the 300 hours committed forthe City’s match; and
WHEREAS,the commissionresearched, labored and worked with property owners to
establish a list of properties, develop signs, submit drafts for review, secure volunteer work for a
map and finalize signs for production; and
WHEREAS,the commissionsubmitted a request on April 23, 2021 to increase the federal
share by $5,235 for a total of $24,000 to cover costs of signage design, production andassociated
installationmaterials expected to exceedthe original reimbursementto the City; and
WHEREAS,the State Historic Preservation Office submitted Amendment 1, Budget
Adjustment for approval on April 30, 2021 to increase the federal share by $5,235 to meet project
goals and to use in kind volunteer hours to meet the City’s 40% Sponsor Share of $3,216; and
WHEREAS,there is an increase in the 8.5% State Indirect on Fed Share of $410 so the
cash cost of this amendment to the City will be $410; and
WHEREAS,the Seward Historic Preservation Commissionrecommends accepting the
Amendment 1, Budget Adjustment for HPF-CLG Grant #20005 Seward Historical Tour: Public
Education Signage Project,so the community of Seward may experience the full benefit of this

project this summer; and
WHEREAS,the period of the grant upon full execution ends June 30, 2021 with no option
for an extension.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1.The Seward Historic Preservation Commission recommends that council accept
the Amendment 1, Budget Adjustment for the HPF-CLG Grant #20005 for the Seward Historical
Tour: Public Education Signage Project and appropriate the Fed Share of Project Costs of $4825.00
in cash for the City to reimburse the vendors for services rendered for the project and $410 for the
State Indirect on Fed Share to be paid by the City in cash.
Section 2. This resolution shall take effect immediately upon adoption.

BACKGROUND & JUSTIFICATION:
The State of Alaska, Department of Natural Resources, Historic PreservationOffice awarded a
40/60 matching Historic Preservation Fund (HPF) Program Grant #20005 in the amount of
$18,765 to the Seward Historic Preservation Commission (HP) of the City of Seward, a Certified
Local Government(CLG), on July 17, 2020, for theSeward Historical Tour: Public Education
Signage Project. This project proposes to install interpretive signs to highlight sites of interest as
part of a Historic Seward Walking tour.
Seward Council Resolution 2020-079 was approved on September 14, 2020 and funds were

Share may include in-kind volunteer hours, donated work and funds. An 8.5% State indirect cost
on the Federal Share is also required.
The Historic Preservation Commission (HP) began grant work for thisprojectat theirOctober 8,
2021regular meetingandaccumulated 847.45 in kind Commissioner volunteer hours byMarch,
far beyond the 300 hours committed to for the City’s match.The commissionresearched, labored
and worked with property owners to establish a list of sites, develop signs, submitdrafts for review,
secure volunteer work for a map and finalizesigns for production. There has been much
community interest and support for this project,as well as monetary donations,to ensure the
success ofthis project.
The commissionsubmitted a request on April 23, 2021 to increase the federal share of this grant
from $18,765 to $24,000, an increase of $5,235, to covercosts of signage design, production and
associated installationmaterials expected to exceed the original reimbursement to the City.
The State Historic Preservation Office submitted Amendment 1, Budget Adjustment for approval
on April 30, 2021 to increase the federal share by $5,235 to meet project goals and to use in kind
volunteer hours to meet the City’s 40% Sponsor Share of $3,216. There is also anincrease in the
8.5% State Indirect on Fed Share for Amendment 1 of $410 to be paid in cash bythe City.
Amendment 1 Budget Adjustment includesan increaseinthe federal share by $5,235 and moving
funds from personal services to contractual services. All other provisions remain the same. The full
execution of the grant agreement ends June 30, 2021, with no option for an extension. A
presentation for the CLG grant walking tour has been scheduled for the June 28, 2021 council
meeting.

Chair Report. Seese statedthe commission was making good progress. She suggested
perhaps waiting to apply for another CLG grant until after the current project was completed. She
stated thatthere wouldnt be a quorum for tomorrows work session,so it would have to be
cancelled; it was the third week in a row that the Friday work sessionshad to be cancelled. Seese
suggested that the Friday standing work sessionsbe cancelled, and thatthe commission should go
back to having a work sessionimmediately preceding theregularmonthly meeting; work sessions
could also be scheduledat other times when the commission felt it was necessary. Looking ahead,
Seese wondered if the commissionwould be amendable to taking a hiatus for the month of July
because they would have completed the sign project and might enjoy having a break.
By unanimous consent, the commissionscheduled work sessions starting at 6:00 p.m. on May 13 and
June 10, 2021 to be followed immediately by regular meetings.

for the month of July, 2021.
The commission scheduled awork sessionon April 19, 2021 at 7:15 p.m. and on May 17, 2021 at
6:15 p.m. for the sign project.
Certified Local Government (CLG) Grant Reports Planning& Advocacy Committee
Report.Benoitreported that the permit applications for all the signs had been submitted to
Community Development. As well, all draft signs had been reviewed and submitted to the vendor for
production. Benoit expected the Walking Tour to include all 25 signed locations, as well as an
additional 15-25 locations. She announced the city website would have a landing page for the
Walking Tour that could be found at www.cityofseward.us/walkingtour.
Historic Preservation Facebook Page. Benoit announced the Facebook interaction had
increased between 500-700% since her last report.
Historic OverlayDistrict. Wardsaidshe was a committee of one, and this project could be
focused on more readily after the sign project had been completed.

Discuss planning an Open House in May or June 2021 in celebration of CLG Grant 20005
Completion.
Seese stated the Open House would be held at the end of June. Libbrecht said, due to COVID-19,
the state did not expect HP to conduct a public gathering; rather, it would suffice if HP held a small
meeting to publicly announce the project was completed.He added that handing out flyers about the
Walking Tour would satisfy the grant requirements.
Ward wanted to make council aware of the project, particularly the quality of the work that
had been done. She said a sample of the signs could be put together in a PowerPointslide
presentation that could be shown to council. Benoit concurred that a slide show would be relatively
easy to create.
Byunanimous consent,the commission approved providing a short presentation to council at the
June 28, 2021 city council meeting.
Discuss the plansfor supporting Hoben Park flowersand planters.
Seese said many plants could not hold up to the sea salt spray. Ward would be happy to help
water the plants and flowers. Benoit said some of the plants that were planted last fall may not have
survived the winter, but she could get some more clippings. Seese thought there was aMountain
Ash tree that needed to be removed, as well as some weeds, from the corner of the park.
Benoit said she had spoken with Community Development Director Jackie Wilde about the
original fountain that was in Hoben Park. Wilde had a piece of the fountain in her office. Benoit said
she was given contact informationfor another person in town who had another piece of the original
fountain; Benoit planned on contacting thatperson to ask for the piece to be returned.

Benoit said she attended the cemetery tourthat Liberty Miller put on in October, 2020 and it
was a great way to get the community interested in Seward’s history. She applauded Liberty Miller
for all of her hard work. She said Colleen Kelly had spent countless hours assisting the commission
with their CLG Grant and working with the Resurrection Bay Historical Society (RBHS).
Libbrecht said Colleen Kelly’s enthusiasm and love of history was remarkable.
Seese said Colleen Kelly was a valuable link toSeward’s history.
Ward said she was not familiar with Liberty Miller but she was apparently one of the movers
and shakers for getting the new headstone for Mary Lowell.
In response to Benoit, Kingsland said there was a long history of awarding multiple awards
because so many individuals were deserving of this award.She said she had tried to nominate
Colleen Kelly in the past for the time, dedication, and enthusiasm that she had contributed to RBHS.
She said theenthusiasm for Liberty Miller’s cemetery tour was evident in the nominations and
Colleen Kelly was very deserving of this award.

PROCLAMATION
WHEREAS, the Seward Historic Preservation Award is presented annually to recognize
an individual or organization whose efforts and contributions help preserve the tangible aspects
of SewardÔs history and heritage; and
WHEREAS, in 2020, the Seward Historic Preservation Commission was awarded HPF-
CLG Grant #20005 Seward Historical Tour: Public Education Signage Project to install
interpretive signs to highlight historical sites of interest for a walking tour to be completed
June 30, 2021; and
WHEREAS, Colleen Kelly, a volunteer member of the Resurrection Bay Historical Society
Collection Committee, met with commissioners to research properties, find photos, documents,
and records, all organized into individual files, and uploaded over 100 photos to a shared file
for easy access to the commission and sign designer; and
WHEREAS, Colleen re-scanned many images at a higher resolution to improve image
production and worked weekends to help meet tight deadlines and scanned other photos for
the project that were not part of the Resurrection Bay Historical Society collection; and
WHEREAS, Colleen provided a total of 52 document reviews with detailed edits for the
sign narratives and reviewed each of them for historical accuracy which dramatically
improved the quality of the narratives from the initial stage to the final stage of the sign design
process; and
WHEREAS, Colleen shared her wealth of knowledge about the history of Seward to
develop sign narratives and was responsive as the stories developed and changed direction or
needed different images; and
WHEREAS, Colleen Kelly volunteered extensively of her time and expertise and
facilitated connections to assist with and ensure the success of the Seward Historic Walking
Tour grant project; and
WHEREAS, in appreciation and recognition of Colleen KellyÔs volunteerism with
distinction in this and all other respects over the course of her tenure with the Resurrection Bay
