OPENING CEREMONY Chair Cheryl Seese led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese presiding, and Sue Ward Mary Ann Benoit Tanguy Libbrecht Jim Pemberton comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Jessica Stallard, Deputy City Clerk Excused—None Absent—None Vacant—Two CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Ward/Benoit) Approval of Agenda and Consent Agenda Motion Passed Unanimous There were no consent agenda items. NEW BUSINESS Vote on the nominations for the annual Historic Preservation Award. Motion(Ward/Benoit) Award Liberty Miller and Colleen Kelly the 2021 Historic Preservation Award. City of Seward,Alaska Historic Preservation Commission Special Meeting Minutes May 3, 2021 Volume 3, Page 282 Benoit said she attended the cemetery tour that Liberty Miller put on in October,2020 and it was a great way to get the community interested in Seward's history. She applauded Liberty Miller for all of her hard work. She said Colleen Kelly had spent countless hours assisting the commission with their CLG Grant and working with the Resurrection Bay Historical Society(RBHS). Libbrecht said Colleen Kelly's enthusiasm and love of history was remarkable. Seese said Colleen Kelly was a valuable link to Seward's history. Ward said she was not familiar with Liberty Miller but she was apparently one of the movers and shakers for getting the new headstone for Mary Lowell. In response to Benoit, Kingsland said there was a long history of awarding multiple awards because so many individuals were deserving of this award. She said she had tried to nominate Colleen Kelly in the past for the time,dedication,and enthusiasm that she had contributed to RBHS. She said the enthusiasm for Liberty Miller's cemetery tour was evident in the nominations and Colleen Kelly was very deserving of this award. Motion Passed Unanimous Draft the proclamation(s) to present the award(s) at the May 10, 2021 City Council meeting. Motion (Ward/Libbrecht) Appoint Seese and Ward to work with Kingsland on the Historic Preservation 'J Award proclamations for the May 24,2021 council meeting. Motion Passed Unanimous CITIZEN COMMENTS—None COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Seese thanked Kingsland, the clerk, and the commissioners. Benoit thanked Liberty Miller and Colleen Kelly for their contributions to Seward's history. She thanked the commissioners for their hard work. Ward echoed Benoit's sentiments. She was excited to work with Kingsland. Libbrecht echoed the commissioners' sentiments. Pemberton echoed the commissioners' sentiments.
