RESOLUTION 2021-067
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE PLANNING AND ZONING
COMMISSION'S PRIORITIES FROM JANUARY 2021 TO JANUARY
2022
WHEREAS, the Planning and Zoning Commission's responsibilities are listed in SCC
2.30.325 Powers and Duties•, and
WHEREAS, the Planning and Zoning Commission (P&Z) and the Seward City Council
held a joint work session on March 8, 2021 to review and update the commission's annual
priorities; and
WHEREAS, at its May 4, 2021 meeting, P&Z reviewed, amended, and approved their
Priorities for 2021 via P&Z Resolution 2021-011; and
WHEREAS, P&Z recommends City Council approve the 2021 Planning and Zoning
Commission Priorities from January, 2021 to January, 2022.
' NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Seward City Council hereby approves the following 2021 Priorities
for the Planning and Zoning Commission from January, 2021 through January, 2022:
SHORT AND MEDIUM TERM
• Promote public interest understanding for the upcoming review process of the
Comprehensive Plan
• Conduct ground truthing of the properties within city limits
• Review and update the Municipal Lands Inventory and Management Plan
• Current planning and zoning, including the subdivision of land, replats, conditional use
Permits
• Fort Raymond Property planning and platting (former USAF Recreation Camp)
CONTINUING
• Review/Update all of Title 15
• Look at current and future community needs to identify a wide range of strategies and
investments that support the neighborhood's growth and vitality

• Provide research, analysis, and insights in an accessible and straightforward way on current
topics, including demographics, housing, lodging, economic development, resiliency and
sustainability
• Continue to pursue compliance with the Seward City Zoning Code by prioritizing the
outstanding health and safety issues, such as snow removal, illegal camping, junk vehicles,
etc.
• Identify and implement land use and zoning changes, as well as other actions needed, to
support the short -team recovery and long- term vitality of the City
• Joint Work sessions with Seward Bear Creek Flood Board regarding city/borough projects:
- Lidar mapping
- Flood mitigation
- Airport
- Second Avenue culvert project
- Resurrection River
- Japanese Creek
- Lowell Canyon
- Beach revitalization project
• Work with PACAB on the Seward Marine Industrial Center (SMIC) new zoning overlay
and development plan
• Work with Historic Preservation Commission to develop methods to preserve the historic
downtown
• Did You Know Code Education for the community
• Planning & Zoning Commissioner training
Section 2. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14'
day of June, 2021.

Agenda Item: Resolution Adopting the Planning and Zoning Commission Priorities
from January 2021 to January 2022.
BACKGROUND & JUSTIFICATION:
Annually, the Planning and Zoning Commission establishes priorities. The Commission began
this year's process by reviewing their Priority List at their joint work session with Council on
March 8, 2021. During the joint work session, the Commission and Council reviewed and
updated the Planning and Zoning Draft Priorities List.
At their May 4, 2021 meeting the Planning and Zoning Commission reviewed, amended, and
approved Resolution 2021-011, recommending Council adoption of the Commission's January
2021 to January 2022 Priority List.
