The meeting will commence in the City Council Chambers, City Hall, 410 Adams Street, Seward. All interested persons are invited to attend the meetings. It will be updated again when the Thank You sign is updated to include all the donors and I will also be adding attribution for RBHS photo 51.1.7 to the street name slides. Map I worked with Peter to develop the structure of the map. This is the first draft he presented to me. I have already sent edit suggestions related to number locations, missing numbers and some of the narrative. Some of the colors may change and the numbers may have different colors if they are homes or businesses. In other words, it is changing so don’t worry about those details or errors. Key points are that the front is simple, with numbers, addresses, dates. It included all 46 sites. The back did not have room for all the narrative submitted. Details are listed only for sites without signs instead of all sites. We want to encourage people to visit the sites and read the signs to get those details. 4 THIS IS A DRAFT THIS IS A DRAFT 5 A final will be done next week. Are you OK with the direction and having Tanguy and I OK the final so we can print copies to have for the June 28 meeting, or do we need to have another special meeting and vote on it? Additional Narrative The narrative I provided, even the short version was too much for 1 page on the back of the map. We can, however, use the product created to test it and add that to our web page to provide more historical information for those who wish it. Anyone viewing a sign can use the QR code to go to the web page and see this additional narrative, as well as see the map and download it. General information. 15 MEMORANDUM MeetingDate: June 21, 2021 To: Historic Preservation Commission From: Jessica Stallard, Deputy City Clerk Agenda Item: Discuss Fundraising Efforts. The work of the commission on the Seward Historic Walking Tour is nearing completion, and every commissioner is to be commended for their hard work and commitment to this project. You have created an activity that every resident and visitor in Seward will enjoy for years to come. Your love of the community and the historical events that shaped it is evident in the passion you demonstrate for the service you provide. Seward is truly lucky to have such a dedicated commission. However, at this time, it is also my unfortunate duty to bring your attention to a matter of concern over actions taken by the commission in recent weeks, and a request that the commission take swift action tonight to remedy the situation so that the project may continue without blemish. At the December 20, 2020 Historic Preservation Commission work session, the following committees wereassigned to address various components of the CLG Grant 2005 Historic Preservation Walking Tour project: Marketing Historic Preservation Planning & Advocacy Marketing & Communications Grant and In-Kind Donations Volunteer Recruitment & Engagement No fundraising committee was assigned. However, on June 4, 2021, a letter was sent to the public soliciting monetary donations for this project. Soliciting funds from the public by a government entity is an action that should not be taken lightly. It requires consideration and approval from the commission as a body, at the very least, in order to properly define: the appropriateness of the ask, the targeted goal for funds raised, the intended use of the funds, sign-off from the finance department for the accounting of the funds a clear plan for how excess funds will be used (or returned) if the fundraising exceeds the goal documentation for the donors which outlines how their taxpayer dollars will be used, etc. 16 In addition to concerns about fundraising, the commission is alsoaware that official records (i.e., correspondence sent to the public bythe commission) becomesan official record of the city, and as such, should not only receive prior review and approval from the body before mailing, but should be furnished to the clerk for proper record keeping. In an effort to assist, I have created a list of items that I request the commission review, discuss, and complete so that the proper documentation and approvals are in place to see this project through: 1. Goal of the community fundraising effort: $ ____________________________ 2. Purpose (Intention) for use of the funds: 3. When is the deadline for donations to be received, or is it an ongoing effort? 4. What is the plan if more donations than needed are received? 5. Did Seward Historic Preservation Office (SHPO) increasing the budget for the Certified Local Government Grant (CLG) by $5,235 on April 30, 2021 effect the amount being requested from donations? 6. How many donations have been received to date? 17 HISTORIC WALKING TOUR COMMUNITY FUNDRAISING EFFORTS What is the target amount for fundraising efforts? How many funds have been received to date and what account are these funds going into? What is the specific use of these requested funds? When is the deadline for donations to be received, or is it an ongoing effort? Does the public have a copy of the Donor Sign that their names will be on if they donated money to the historic walking tour project? If not, then one needs to be provided to the clerkand the public. If the commission receives more donations than needed, then where will the additional funds go or will they be returned to the donors?
