OPENING CEREMONY The group pledged allegiance to the flag. ROLL CALL There were present: Darryl Schaefermeyer; presiding Bob Linville Steve Fink Carl Hughes Comprising a quorum; and Excused was: Deborah Altermatt Dan Oliver And Bruce Jaffa Also present were: Mack Funk, Harbormaster Christy Terry,Ak Railroad Cindy Clock, Chamber Director Suzi Towsley,Board Liaison SPECIAL ORDERS,PRESENTATIONS AND REPORTS 1. Railroad Report- Christy Terry Terry reported on the railroad's TIGER grant award for 2.5 million and a match of.5 mil form AK railroad, all for planning and expansion. Their plans moving forward were discussed.The transportation corridor in and around their property was being developed.The City of Seward was co-applicant on the grant. 2. Harbor Report-Mack Funk Lessees had been notified that the City's five year appraisals were coming up soo4.City and Chamber personnel would be headed to Fish Expo soon.Ak Logistics has indicated that they wanted to renew their lease. Raibow had opened a retails shop in Seward. 3. Administrative Report-Ron Long Admin is watching the election results and preparing for legislative requests. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Hughes/Linville) Approval of Agenda Agenda Approved Public Comments for anything not on the public hearing list City of Seward,Alaska fort and Commerce Advisory Board Meeting.Minutes November 5, 2014 Volume 3,.Page 2612 Motion (Linville/Schaefermeye-r) Preliminary adoption of the Small Boat Harbor Plan and requesting that administration bring forward a resolution recommending council approval at the December 3, 2014 PACAB meeting. Motion to amend (Linville/Hughes) Adding crane specific language to section 4.10 and Grid language to section 4.13 of the plan, as presented by Harbormaster Mack in the packet, page 41 To read: A relimina desi12%gn report looked at two ossible location and two sizes of cranes. Further discussion along with public testimony resulted in a unanimously passed PAGAN Resolution 2014-01 approving design and construction of an 8 ton crane to be located at the end of I dock. The alternative suggested by the administration was a 1.5 ton crane located on the Travel Lift Dock. The purpose of either of these prqiects would be for mariners to load and unload fish and gear. And: 4.13 Tidal Grid The harbor did have a tidal grid in the northeast corner until the flood in the fall of 1995. At that time,the grid was buried by sediment washed into the basin by the flood. The grid was never uncovered, primarily because of the high cost of potential contaminated soil disposal. It is possible that,state_matching grant funds may be used to construct a new grid. A tidal grid is proposed to be installed between I dock and the TraveLift in the NW quadrant of the harbor. Accessibility from both land and water exist at this site,' and similar working infrastructure alread exists on both sides. An alternative location with more room is the currently unused North East corner of the harbor area between the east side of the T dock and the NE Boat Ram IFish Cleaning Station. Space in the small boat harbor for a new grid that would be easily accessible for the larger boats is very limited. one proposal for larger vessels is that a new grid be developed in the Seward Marine Industrial Center basin, after the basin 1s enclosed. .
