Our celebration presentation on Monday evening 7/28/21 for our
CLG Historical Walking tour was a huge success! The cakes were
beautiful and tasty too. Mary Ann's hard worked video was a hit!!
After our presentation, I took cake to Mary Tougus and Valarie
Kingsland who were not able to enjoy the cake with us. I would like
to make one suggestion with regard to future presentations like that
one; I encourage each of us to invite individuals who contributed to
the work in order for them to be part of the merriment! I am so
grateful to each of our commissioners for all of their tireless work on
the project. My gratitude cannot be overstated. I thank each of you.
I as I am sure we all do, want to thank Valarie Kingsland for her help
with our CLG Grant.
Mary Ann has continued working with Peter to be sure that we get
our final "Thank You" sign correct. And, for that I thank her.
The fountain in Park has not been working due to some sort of
electrical problem. Work is being done to find out what is wrong and
how to fix it. Once this is solved we can look forward to water
flowing again, unless of course it is freeze up time.
Mary Ann and Sue planted the new lilac starts that Mary Ann
prepared for Hoben Park.
Tanguy made sure that everything that was needed to be in to SHPO
was in and in on time; he has everything under control and will keep
us abreast of additional requirements that need to be finished and in
to SHPO in September.

As we finish the walking tour work, our calendar shows the next big
project at hand is the "Historic Overlay" work. I have submitted
some information that Dorene Lorenz sent me for some of what she
titled:
RFP sample for historic neighborhood survey -
regarding historic overlays in Juneau. The second page of her
submission at number seven explains a little of what their trying to
get at. Naturally, Commissioner Ward knows that Seward and
Juneau are not the same so there will not be a match to all they
decide to do. I just want to include what I receive from our property
owners who have historic interest in our town (Dorene Lorenz is a
Seward property owner).
I would like to suggest that we schedule work sessions to work
together on the overlay as well as committees. This way there is
constant progress and everything is in line with Robert's Rules of
order. Vice Chair Ward will head this up.
With this said let's move on.

RFP No. General Information
Purpose. The City and Borough of Juneau (City or CBJ) seeks proposals from qualified firms
for the provision of a complete survey and inventory report for the Juneau Townsite historic
neighborhood. The inventory will update the previous survey and inventory report that was
completed in 1988. The inventory will be made public through the website of the Community
Development Department with the intent that it be used as a resource for researchers and
property owners. An update survey and inventory will allow the CBJ to approach property
owners with the proposal of nominating the district for listing on the National Register of Historic
Places. The survey and inventory work will be Phase I. Phase II will focus on the nomination.
2. Contract Period. The contract period will be from date of award through [DATE], with the option
to renew for [N `°'] additional one-year periods. Renewals will be by mutual agreement.
3. Grant Funding. Funding for this procurement is to be provided by the State of Alaska Office of
History and Archaeology Historic Preservation Fund (HPF # ....) Due to grant limitation, the
contract price for this project cannot exceed $24,000. Contractor must meet the Secretary of the
Interior's professional qualification standards in
4. Contract Administration & Compliance. In an effort to maintain the expected level of services
and ensure that the Contractor is fulfilling all duties and reporting requirements, CBJ will assign
Allison Eddins, Planner II or other designee as Contract Administrator for this project.
5. Review of General Terms & Conditions, Insurance & Contract. Attached to this RFP are
documents required for this project (ATTACHMENTS A, B & C). Contractor should carefully
review all these attachments. Awarded Contractor is expected to comply with these
requirements.
6. HIPAA Business Associate Agreement. TBD by CBJ Purchasing. The City has designated
certain health care components as covered by the Health Insurance Portability and
Accountability Act (HIPAA) of 1996. The successful vendor will be designated a business
associate of those agencies identified as health care components of the City, upon award of
contract. The successful vendor will be required to execute the BRH's Business Associate
Agreement (ATTACHMENT D) and must adhere to all relevant federal, state and local
confidentiality and privacy laws, regulations, and contractual provisions of that agreement.
7. Project Description. ",The following services shall be required in the performance of this
contract: r'
This is a project to conduct an intensive survey of the entire Juneau Townsite neighborhood.
The survey work and products should comply with the Alaska Historic Buildings Survey Manual
and Style Guide. The project shall include the following:
• Conduct a minimum of two public meetings to introduce the project and share the survey
results with the community. The Consultant will work with CBJ Staff to prepare a
presentation for the meetings.
• Perform reconnaissance survey of the project area, excluding properties already listed in
the National Register of Historic Places, in order to document properties of architectural
or historical interest and potential significance. Update previously surveyed properties
that have been altered, restored, or demolished.
• Perform site specific research and prepare the intensive survey report. Conduct historic
research on all properties potentially eligible for the National Register of Historic Places.

Prepare an intensive report including an introduction and chapters on survey
methodology; historical overview; all themes represented in the history of the survey area;
architecture; designers, engineers, and builders; notable people; survey results; and
recommendations. Submit a draft report to the CBJ for review and approval.
8. Proposal Requirements. Proposals shall be no more than 25 pages long. Provide the following
information in your proposal:
a. Title page and transmittal letter. Include the number and title of the RFP, the name of your
firm, name of the contact person, address, telephone and fax number, email address and
date of submission. Provide notice if you qualify as a "Juneau Proposer". A person who has
authority to bind the company must sign the transmittal letter and provide their title.
b. Understanding and Methodology. Briefly describe briefly your understanding of the project,
the services required and your proposed method to accomplish the project. (20 points)
c. Experience & Qualifications. Specify each person who will provide services to CBJ under
this Contract, their role, and a brief summary of qualifications and specialized experience.
Specify project manager, their availability and anticipated scale of involvement. (30 points)
d. References. Describe two projects accomplished by the proposed personnel which are
similar in concept and scope. Provide client names, individual contact persons, and
telephone numbers for these projects. (30 points)
e. Fee proposal. Provide a price proposal for the compensation that you expect to receive for
the performance of the contract. (20 points)
f. Juneau proposer preference. CBJ will determine and qualify Proposers at the time of
submitted proposal per CBJ Ordinance 53.50.010 and 53.50.050 to determine preference
points awarded. 0 or 5 points).
Each proposal will be given a numerical score and then ranked. The proposal with the highest
score will be selected for contract negotiations. Proposers may be asked to clarify their
proposals during the evaluation process.

Presentation
A presentation was done for the city council showing the video, new webpage, the map, resources etc.
which was very successful. We had a cake and a good time was had by all.
Facebook
The video, map and new webpage were announced on our Facebook page with updates in June and
July.
Map
The draft map was posted on the city website and copies were given to the city council.
After the presentation the maps were sent to all our partners for any potential updates before printing.
Very little input was received.
I invited Carol Griswold to review. She had many great suggestions, particularly about the map itself, but
also about making the narrative clearer and adding a few bits of information.
I worked with the sign designer several times on the edits and sent him the final list of edits 7-21-21.
As soon as these are complete, I will have the new versions posted on the city webpage we can ask him
to print up to 5000 copies.
Signs
The signs have arrived and are at the city warehouse. The posts are in route and although they were
supposed to arrive on July 23, they are still not here. We expect them before mid -month. We plan to
have 811 come out to do the utility locations the first week in August so we are ready to install after the
posts arrive.
Community Presentations
Chamber of Commerce- I brought a foam board sign to the Chamber of Commerce to display and
worked with them on information to present so people that currently want to check out the tour using
their phones and information on the city website can so but are also aware that the signs have not been
installed yet. I also gave them a copy of the video to play on their monitor if they choose to do so.
Seward Rotary- I gave a presentation to the Seward Rotary Club on 8-3-21 about the Historic Walking
Tour.
Website Updates
The city website was updated in July to let people know that the signs have not been installed yet but
should be up by the end of August.

Overview

well. Post engagement was up. With the beautiful weather, people may be outside more and spending

preservation award.

history starting with Sylvia Sexton. This series will highlight our signs that had notable women of Seward

July 8-Sylvia Sexton was an industrious, creative, and
adventurous woman who embodied the Alaskan pioneer spirit.
One of the most popular young businesswomen of Seward and
prominent photographers of Alaska, her beautiful images capture
the essence of the daily life of her friends, family, and the
outdoor activities she enjoyed (Butler, 2020). She was well
known, loved, and active in the community.

July 14- Sylvia Sexton moved to Seward in 1904 from Sunrise
when her father, George Sexton, was transferred to become
Seward's first Marshall. She brought her passion for photography
with her to Seward. Having a marshal for a father may have
made her more comfortable moving freely around the town to
capture Seward's daily life in pictures during this turbulent time.

historic shrubs at the Ballaine House and Resurrect Art

Coffee House at Hoben Park. Thanks to both for
collaborating in our efforts to restore Hoben Park! Of
course, we gave them a kiss before planting.

Brown & Hawkins is the oldest continuously operated

business in Seward. T.W. Hawkins came to Seward in
1903 and went into partnership with Charles E. Brown,
building what would become a general store, clothing
store, and the Seward Commercial Club (now Sweet
Darling's). They provided provisions to pioneers
throughout the territory and became the first bank and
telegraph office in Seward and more.

Brown and Hawkins were also active in other ventures.
Brown operated a satellite store on a barge, the S.S.
Bertha, at Ship Creek and the Brown & Hawkins store in
Anchorage.
Hawkins supported artist and author Rockwell Kent
during his stay on Fox Island. The Brown & Hawkins store
is mentioned several times in Kent's book Wilderness: A
Journal of Quiet Adventure in Alaska. Kent in the Seward
Community Library and Museum.

current artists and historians Michelle and Jeff Cobble.

Slid Down a Hill and Survived in One Piece.
The Swetmann house is an architectural jewel for Seward.
It was built in 1916 by locally renowned craftsman
Gerhard "Stucco" Johnson as his residence. Gerhard was

famous for his beautiful and long-lasting exterior stucco

work during the early 1920s and 1930s. This house also
slid down the hill, went sideways, and survived in one
piece! That speaks to a well-built home.
Week October 24
Elwyn Swetmann arrived in Seward in 1919 and worked at
the Seward Drug Company as a pharmacist. In 1921 he
purchased the business and operated it through the
1940s. Around 1921, Elwyn wanted to buy this beautiful
house from Johnson under the condition that it be moved
from its steep location on Dairy Hill to Swetmann' s
property. Johnson agreed and contracted with the Alaska
Transfer Company to move it. According to local writer
John Paulsteiner, the Alaska Transfer Company anchored
a deadman in the hill and used it to help slide the house

down the steep hill. When almost to the bottom, it
turned sideways. They straightened the house and
brought it to Swetmann' s lot by horses and skids, where
it stands today. The fact that the house survived in one
piece during the moving adventure enhanced Stucco
Johnson's reputation as a superb craftsman and builder.

Elwyn married Viola Triplett, who came to Seward to
teach school. Elwyn was one of the founders of the

The Swetmanns were active in civic affairs, particularly
the community library where Viola was board president
for many years. The couple ensured the library had a
place in the community by giving it a home in the Bank of
Seward basement in 1938. Upon Viola's death, the family
deeded this home to the Seward Community Library
Association, which later sold it to a private party. The
Seward Community Library Association (SCLA) awards a
scholarship each year in memory of Mrs. Viola Swetmann.

Anchorage and the building of the Alaska Northern and
the Alaska Central Railways. The National Register of

City Administration Report — Library Museum Director Valarie Kingsland said her last
day working for The City of Seward would be July 1, 2021. She was working on preparing the grant
report for the State Historic Preservation Office, but she would not be able to finish it before her last
day. Kinglsand had grown both personally and professionally while working with the commission.

She was proud of the commission's growth over the years. Kingsland thanked the clerk for her hard
work and she asked the commissioners to support their staff.
In response to Seese, Kingsland said she would be attending the CLG Grant presentation and
celebration at the June 28, 2021 council meeting.
Chair Report. Seese was excited about the progress the commission was making on the
historic walking tour. She said Liberty Miller had applied to join the commission, but Miller may
have to leave for the winter. Seese had received an email from citizen Patrick Lewis, who was
concerned about the archeologic importance and value of the Jesse Lee Home. Seese said Wilde
would be giving a presentation on the Jesse Lee Home at the June 14, 2021 council meeting. Seese
said Resurrection Rentals would be renting their equipment to the commission for sign installation.
Planning & Committee Advocacy Report. Libbrecht said the commission was on track for
completing the historic walking tour on time and on budget. The commission would be giving a
presentation on the historic walking tour at the June 28, 2021 council meeting, and Libbrecht would
be providing a written report for the meeting. Libbrecht said the signs might not be installed until
the end of July, 2021, and the State Historic Preservation Office had approved this.
Historic Overlay. Ward was working on the Historic Overlay and she needed some
additional help.
Community Development Director Jackie Wilde said the topic for the June 15, 2021
Planning & Zoning work session was discuss the municipal land use table and review land use
definitions. She encouraged the commissioners to attend the work session.
In response to Libbrecht, Wilde said the work sessions were open to the public and input was
welcome. The Municipal land use table and land use definitions would be covered at several work
sessions before the Planning & Zoning Commission would pass a resolution that would go to council
as a public hearing item.
Historic Preservation Facebook Page. Benoit said there had been more participation from
citizens on the Historic Preservation Facebook Page this month. The post about St. Peter's Episcopal
Church had been very popular. The goal for June was to highlight the historic walking tour and
congratulate the Historic Preservation Award winners. She would begin a series on the history of
amazing women of Seward in July. Benoit would be incorporating the history of the buildings on the
walking tour into the facebook posts.
In response to Benoit, Libbrecht said he would provide Benoit with a post asking for
volunteers for the historic walking tour project.
Library Museum Director Valarie Kingsland left the meeting at 7:45 p.m.

Libbrecht said the historic walking tour project began in 2017, and the fulfillment of this
Certified Local Government (CLG) Grant project was started in June, 2020. Commissioners who
have worked on this project were Cheryl Seese, Sue Ward, Iris Darling, Wolfgang Kurtz, John
French, Tanguy Libbrecht, Mary Ann Benoit, and Jim Pemberton. The following committees had
been set up for the historic walking tour grant: Historic Preservation Planning & Advocacy,
Marketing & Communications, Grant and hi -Kind Donations, and Volunteer Recruitment &
Engagement.
Libbrecht said the commission had met at several meetings to discuss this project. The
commission webpage would be featuring the historic walking tour map. The historic walking tour
signs would be shipped by boat on July 12, 2021. A sign thanking the commission's partners,
contributors, and donors would be installed at the Seward Community Library and Museum. Signs
would be installed in late July, 2021 or August, 2021.
The estimated cost of the budget was $28,000 and the commission was at an estimated cost
of $29,190. The target amount for fundraising efforts was $3,000. As of June 21, 2021, $7,200 had
been donated by the citizens of Seward, and the commissioners had over $3,000 of in kind and
logged volunteer hours. The sign design was $11,000. Metco would be donating concrete for the
historic walking tour. The State Historic Preservation Office would be reimbursing the City of
Seward up to $24,000.
Libbrecht said the fundraising committee served the purpose of the grants and in kind
committee and Libbrecht, Ward, and volunteer Iris Darling were members of the fundraising
committees. The target amount for fundraising efforts was $3,000-$5,000 and as of June 21, 2021,
the commission had received $7,200 in monetary donations. The requested funds would be used for

designing and manufacturing signs, posts and mounts, supplies, and equipment rental and
installation. The deadline for donations was June 10, 2021. There would be a Thank You sign listing
each donor posted at the Seward Community Library and Museum. Ward had touched base with the
donors to verify what information they wanted on the Thank You sign. Libbrecht said all checks
were made out to the City of Seward, as advised by Naneth Ambrosiani. A special meeting was held
on April 19, 2021 to review the Thank You sign.
The clerk suggested that the Historic Preservation Commission only assign their current
commissioners to committees with an allowance that volunteers can assist with these committees, as
long as items that need to be brought before the commission for approval are brought before the
commission. She suggested that the commission solicit any monetary donations or volunteers for
future projects through a public notice.

thanked the clerks. She said Lee Poleske's cemetery tour was tonight.
Benoit was impressed and sincerely moved by the community's support on the
historic walking tour project, and the volunteer hours put in by both community
members and the commissioners. She was very proud of the results of the historic walking tour.

printed maps were completed and all signs, posts, mounts ordered within the grant time period. Also received all billing
and end ofproject billing estimates completed and ongoing. Raised local financial support from both individuals and
businesses totaling over $7.UUU. Secured inkind and/or reduced pricing for design, install and materials. Worked
hand in hand with City Council, Chamber of Commerce, Rotary and other local orgs.

In early June, I collected lilac sprouts from the Ballaine House and Resurrect Art Coffee House from
historic lilac shrubs. I rooted them using rooting hormone and planted in small pots. On July 28,
Commissioners Ward and Benoit planted them in two locations at Hoben Park.
1. 1 have been checking on them and a few have already been destroyed by people, dogs or
unknown things. Most are still OK. I hope they make it.
2. 1 recommend purchasing some tomato cages to make them visible and give them some
protection from Park maintenance, people, kids and dogs.
