HomeMy WebLinkAboutRes2021-103 CITY OF SEWARD,ALASKA Sponsored by: Bower RESOLUTION 2021-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE DISTRIBUTION SYSTEM MATERIALS—POLES, LINES, POLE-TOP ASSEMBLIES, SUPPORT ASSEMBLIES, INSULATORS AND OTHER HARDWARE—IN AN AMOUNT NOT TO EXCEED $110,196, INCLUDING A 15% CONTINGENCY, FOR THE RELOCATION OF POLES AND POWER LINES TO ACCOMMODATE AN ALASKA DEPARTMENT OF TRANSPORTATION (AKDOT) SHOULDER WIDENING PROJECT ON THE SEWARD HIGHWAY NEAR MOOSE PASS,AND APPROPRIATING FUNDS WHEREAS, the existing electric distribution facilities impede the work AKDOT must perform between Mile Post 17 -22.5 of the Seward Highway to widen the highway shoulder; and WHEREAS, electric distribution facilities will be moved anywhere from 15 to 30 feet based upon AKDOT engineering plans; and WHEREAS,AKDOT plans to begin the project in the spring and some electric materials could take up to eight months for delivery; and WHEREAS,the City will be reimbursed for all labor and material costs since this AKDOT project is federally funded. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The City Manager is hereby authorized to purchase electric distribution materials in an amount not to exceed $110,196, including a 15% percent contingency, to accommodate AKDOT's shoulder-widening project on the Seward Highway near Moose Pass. Section 2. Funding in the amount of$110,196 is hereby appropriated from Electric Fund Reserves account no. 15000-0000-3400 to operating supplies account no. 15000-3007-7215. Section 3.This resolution shall take effect immediately upon adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 13th day of September, 2021. 'tirE OF ASP.•`` r City Council Agenda Statement ' F M Meeting Date: September 13, 2021 - To: City Council From: Janette Bower, City Manager Agenda Item: Resolution 2021-103: Authorizing the City Manager to Purchase Distribution System MaterialsPoles,Lines,Pole-top Assemblies, Support Assemblies, Insulators and Other Hardware—in an Amount not to Exceed $110,196, Including a 15% Contingency, for the Relocation of Poles and Power Lines to Accommodate an Alaska Department of Transportation (AKDOT) Shoulder Widening Project on the Seward Highway near Moose Pass, and Appropriating Funds Background and justification: At the request of the AKDOT, the City's Electric Department will relocate its distribution infrastructure (poles, conductors, insulators, and other related materials) between MP 17 and MP 22.5 along the Seward Highway near Moose Pass. The existing overhead electric distribution facilities impede the work AKDOT must perform to widen the shoulder and therefore those electric facilities are being moved anywhere from 15 to 30 feet based upon AKDOT engineering plans. AKDOT plans to begin work as soon as weather permits in the spring, and it has asked the City to get its work underway at the same time. To accommodate this request,it's important that the Electric Department order materials as quickly as possible since the supply chain could take six to eight months for some items. The Electric Department expects its part of the project to take up to eight weeks to complete,with a materials' cost not to exceed $110,196 including a 15% contingency. The City will be reimbursed for all labor and materials related to the project.
