At 10:45 a.m. no quorum, waiting to see if another commissioner attends through online.
Libbrecht arrived at 11:00 am.
Meeting called to order at 11:00 a.m.
Benoit completed 5 sign write ups of approved properties for signs. The Seward Library Association
will upload all the high resolution files of photos chosen to a dropbox online that the sign manufacturer
can grab directly. The association will add the reference information into the graphic of the photo so that
the reference words will not count against the sign word maximum. Benoit shared the following work on
the Mallo House:

Malloy House
If Walls Could Talk t
This house was built before 1928 on a hill above Second Avenue.Avalanches buried some of its
neighbors,so it was moved! Bessie M.Malloy bought this property in 1927 for$250,and moved the
house here around t928.
It has seen a lot,iocl.lcirg the i^f Li:::-f roes aan 3,2C0 soldiers In Seward durlrg World War II.
The most excitement was 9u-Inv the 195-6nod Friday Parthquake.the Anderson family had to run for
their lives,leaving tl-,from,icai vide up-as the Standard Oil tanks a block away exploded and the
earth shook.

Owner Susie Anderson White was 9 years old when she wrote;"All of a sudddn everything broke loose
and we were shaking real bad.I started to scream and my sister Sharon told me I didn't stop screaming.
We saw a huge explosion.It was the Standard Oil tanks going up in flames.When we went past the boat
harbor,we could see boats being lifted up by the tidal wave."Her father,Val Anderson wrote:"We

great red glare of the fire lighting the skies and mountain sides.We didn't think there was a chance in
the world our house could survive."
But it did!
"Probably nowhere in south central Alaska on March 27,1964,were there more hairbreadth escapes
than among the 2,300 inhabitants of the seaport town of Seward...".(NRC,1970). — x

Today Seward depends more on tourism and this house offers nightly lodging to travelers.It hears their
stories and now they hear its story. --

Benoit asked for the other commissioners follow the format she has set up here for easier formating for
final review.
Libbrecht updated the commission on his conversations with the State Office and the timeline was
reviewed and said the timeline adjustments would work. Libbrecht sent an unofficial report to the state,
and advised them that the official report would be sent by Director Kingsland.
Libbrecht spoke with Andy Bacon with Community Development about sign permitting and setbacks
and they discussed that the signs cannot impede public access to public lands, i.e. cannot be placed in a
sidewalk or within easements.
Ward spoke about Kenai Mountain Turnagain Arm Grant that businesses can apply for, The Passenger
Depot, can get up to $24,000 for historic preservation if they can get a sponsorship from the
commission.
Seese stated the Trailblazer's Organization asked for a letter of support. Ward specified that these items
have to discuss it and vote on it at a meeting. The clerk was asked to add both items to the 3/11/2021
meeting. Libbrecht stated that the commission should visit this and concur on what their response and
duties would be reference these requests.
Ward stated that this option for historic grant opportunities was an item being worked into the Historic
District Overlay.
Benoit stated that once she has a review approval from Resurrection Bay Historical Society, she will
then send the sign information off to their sign designer.
