HomeMy WebLinkAbout11082021 City Council LAYDOWN - Public Wx PresentationCITY OF SEWARD SHOP CITY OF SEWARD SHOP PHASE I ESA AND LSI INVESTIGATION PROJECT OVERVIEW AND NEXT STEPS SITE MAP AND HISTORY Shop building constructed between 1964 and 1974 Petroleum handling practices changed drastically from 1964 to 2021 Generally, historic practices often result in environmental liability Seward may change property use or transfer/ sell the property PROJECT OVERVIEW Seward Public Works engaged R&M to investigate potential environmental liabilities associated with the existing City Shop (RES 2020-075) - Phase I Environmental Site Assessment - Limited Site Investigation (Phase II) -Performed concurrently PHASE I ENVIRONMENTAL SITE ASSESSMENT • SCOPE • Desktop records review, interviews, and site visit • Goal to identify possible Recognized Environmental Conditions (REC), if any • SOURCES • Aerial photographs, tax records, topographic maps, • FINDINGS (7 RECs IDENTIFIED) 1. Equipment maintenance and staining on the east side of the city shop also represent RECs for the Subject Property. 2. The former fuel island represents a REC for the Subject Property. 3. The 5,000-gallon diesel/gasoline aboveground storage tank (AST) represents a REC for the Subject Property. 4. The northeastern portion of the Subject Property is considered a REC due to transformers and other electrical equipment containing polychlorinated biphenyls (PCB) formerly stored on site and currently in use transformers present on site. 5. The 1,000-gallon diesel AST on the west side of the city shop represents a REC for the Subject Property. 6. One central floor drain present in the maintenance shop with unknown discharge represents a REC for the Subject Property. 7. Drums with unknown contents stored at the Subject Property represent a REC. This REC was not investigated as no evidence of releases were observed.
