NOVEMBER 2021 CHAIR REPORT
Commissioner Libbrecht is not in attendance due to shoulder surgery. We
will want to think good thoughts for him as he recovers from this painful
procedure.
The weekend of October 16-17, there were Guided Historic Sign Walking
Tours by Commissioner Benoit and Vice Chair Ward. It was a huge
success!
Commissioner Libbrecht and contractor Austin Chapman have installed all
the historic signs but three. Commissioner Benoit has reports for both of
these accomplishments!
Both Vice Chair Ward and I received complaints on the requested height
variance for James Protzman's new build at Railway Ave., Fourth Ave., and
Washington. In speaking with Courtney Bringhurst in Community,
Development Mr. Protzman pulled his application for this request.
Moreover, he has decided to go back to his original idea of constructing
something like the original Arcade building, which will be in favorable
stead to that of the other buildings in the Downtown Historic District.
Vice Chair Ward and Commissioner Benoit have spoken about getting
together with Mr. Protzman to offer their aid in creating storyboards of the
original Arcade building and history for the entry of his new building. It
may benefit him to have a copy of the Standards and Guidelines of historic
building that we are currently working on.
One of the complaints included frustration that the HPC was not invited
into the process of building in downtown historic Seward. They believe
that this should be remedied.

I had very positive emails between Courtney Bringhurst and myself
regarding the Jesse Lee Home memorial. She has invited the HPC into the
creative process of this project. This is a very, very positive occurrence.
Moreover, I am very grateful to her for her information and feedback!
I am very proud of all our activity this fall. Our efforts are NOT going
unnoticed and it is exciting to hear positive feedback about our work from
the public. Great job everyone!

New Comprehensive Funding Resource for Historic Preservation and Cultural Resource Management Has
Launched - HistoricFunding.com
October 20, 2021- We are very happy to announce the official launch of HistoricFunding.com! The site
includes over 7,000 funding sources (grants, loans, tax incentives, rebate programs, CLG funds, and
easement programs), as well as work -training and educational resources (apprenticeships, fellowships
and internships, scholarships, and residency programs).
HistoricFunding.com provides comprehensive funding and work-training/educational resources, which
cover the various fields within cultural resource management. There are programs for historic
preservation and building restoration (including emergency repair programs), downtown and main
street restoration, museums and cultural resource conservation, architecture and design, libraries and
archives, archaeology, the arts (performing, visual, writing) and the humanities.
Programs are available Locally/Countywide/Regionally, Statewide, and Nationally (National & Federal
Programs). The site covers the entire United States and US Territories.

renew). Your membership fee supports the website construction and on -going maintenance, funding
program research and data entry, regular site updates and staff time.

I have scheduled out posts related to the walking tour signs through January. You can see the
posts and general schedule in last month's Facebook Page report.
Some new additional posts planned are related to the guided historic walking tours led by the
HPC during wellness week and also the RBHS Woodlawn Cemetery tours.

Each day we will be doing tours of Sixth Ave/Ballaine or
First and Second Ave from 1030-1200, and Fourth and
Fifth Ave or Third Ave from 1:15-2:45.
Come both days to see the whole tour or just pick a
section and come for a shorter walk. If the weather is bad

Additions from Commissioners?
The following is from two emails from Courtney Bringhurst in response to a voicemail I left for
her on 10/27/21. Although out of the office she replied the same day! I am most pleased with
the last sentence:
"We were HOPING that the Historic Preservation Commission could provide some more
thoughts and ideas of how memorial plaques or informative signs could be placed in the park."
"After Jackie Wilde left the City, the City Manager, Janette Bower, took over the Jesse Lee
Project. So, I have not personally had any responsibility with the project or an exact knowledge
of the specific details. However, I am aware that the DEC is still requiring the City to remove
contaminants that have been found on the property. This process will require applying for
additional grant money, and I do not know how long it is projected to take.
Like I mentioned in my earlier email, the current progress of the park is at a bit of a stand still right now,
so because of that the exact layout of the park and the various memorial aspects have not been
finalized. So, this is a great time to discuss with the Historic Preservation Commission what can be done
to provide appropriate memorial aspects to the park!
I know a local craftsman is constructing benches from beams and iron that came from the Jesse
Lee home, as well as signs that simply say, "Jesse Lee Memorial Park". Other than that, we do
not have other memorial plans made.
We were hoping that the Historic Preservation Commission could provide some more thoughts
and ideas of how memorial plaques or informative signs could be placed in the park.

Posts are going out with history from the signs as well as updates on sign installation.
Signs
Thanks to Commissioner Tanguy Libbrecht and contractor Austin Chapman for installing the signs on
historic buildings. All the signs have been installed except three for Ellsworth's, Van Gilder and Seward
Commercial Company. These were a hair too big to fit in their frames so they were sent to Anchorage to
be cut down. Once fixed, they will be installed.

Wellness Week
The Historic Preservation Commission offered four tours per day over 2 days on October 16 and 17 for
the Seward Wellness Week at the request of the Seward Prevention Coalition. The public was invited for
coffee and a short video at the Seward Community Library and Museum, and then was offered a choice
of two different tours of various lengths led by Commissioners Benoit and Ward.

Any interested person could attend a tour each morning and afternoon to see the entire walking tour
over the course of the weekend, or pick and choose what they wanted to visit. We had approximately 25
people, mainly on the first day when the weather was nice.

The second day, the weather did not cooperate and rained heavily. Regardless, several "Alaska girls"
showed up and wanted the tour anyway and a good time was had by all.

Rotary Presentation
Commissioner Benoit will be giving a presentation to the Seward Rotary Club on the history uncovered
and shared on the 26 new historic walking tour signs on 11-2-21.
Potential Project Idea
Doug Capra suggested we work on an audio tour together of the walking tour to add to the website.
