RESOLUTION 2021-126
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
ENGINEERING CONTRACT WITH PND ENGINEERS, INC. TO
ENGINEER, DESIGN, PERMIT WITH BID SUPPORT SERVICES FOR A
WASH-DOWN PAD LOCATED BY THE 50-TON TRAVELIFT IN THE
SEWARD HARBOR IN AMOUNT NOT TO EXCEED $129,926.50 WHICH
INCLUDES A 10% CONTINGENCY AND APPROPRIATING FUNDS
WHEREAS, users of the Seward Boat harbor,have for many years have urged the city to
build a wash-pad located in the Seward Harbor; and
WHEREAS, the Seward Harbor wash-down pad has been on the PACAB and City of
Seward's CIP list for many years; and
WHEREAS, a wash-down pad located by the 50-ton travelift will benefit all customers of
the travelift; and
WHEREAS,in resolution 2012-020 council approved PND Engineers Inc.to design a wash-
down and wastewater recycling facility located at SMIC: and
WHEREAS, in 2014 a wash-down pad located at SMIC was built,this service has been a
major improvement for SMIC travelift users; and
WHEREAS, by utilizing PND Engineers Inc. to design the wash-down pad both systems
will be comparable and would not have to stock additional parts; and
WHEREAS,the City requested PND Engineering Inc.to provide a proposal for engineering,
design,permitting and bid support services for this project; and
WHEREAS, PND Engineers Inc. provided a proposal in the amount of$118,115.00 to
design,permit and bid support services; and
WHEREAS, the city requests a 10% contingency in the amount of$11,811.50 for any
unforeseen issue that could arise: and
WHEREAS, Seward City Code § 6.10.120A (8) exempts professional services including
accounting,architectural,appraisal,engineering,land surveying,and other specialized service from
the otherwise applicable provisions of that Title requiring competitive procurement procedures.

NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. Authorize the City Manager to enter into an engineering contract with PND
Engineers Inc. to design,permit along with bid support services for a wash-down pad located by the
50-ton travelift.
Section 2. Funding in the amount of$129,926.50 is hereby appropriated from the Harbor
undesignated reserve account 11000-0000-3400 to infrastructure account 11000-2004-8101.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward,Alaska,this 8th day
of November 2021.

Agenda Item: Resolution 2021-126: Authorizing the City Manager to Enter into an
Engineering Contract with PND Engineers, Inc. to Engineer, Design,
Permit with Bid Support Services for a Wash-Down Pad Located by the
50 Ton Travelift in the Seward Harbor in Amount not to Exceed
$129,926.50 which Includes a 10% Contingency and Appropriating
Funds
Background and justification:
The users of the Seward Boat Harbor have for many years urged the city to build a wash-
pad located in the Seward Harbor, to wash vessels in an environmentally friendly way.
The Seward Harbor wash-down pad has been on the PACAB and City of Seward's CIP list
for many years.
In 2014, PND engineers designed a wash-down pad located at SMIC, this service has been
a major improvement for the SMIC users.
In 2020, the Seward harbor looked for funding with an EVOS grant opportunity but the
EVOS board went in a different direction prioritizing nonprofit marine science grants.
By utilizing PND engineering Inc. to design the wash-down pad both systems will be
comparable, and we would not have to stock additional parts.
By installing a wash-down pad, the city would alleviate 7 different sites where possible
contamination could exist with the water run-off.
With the same system as SMIC we can recycle the water and no contaminates will enter
the environment.
Seward City Code § 6.10.120A (8) exempts professional services including accounting,
architectural, appraisal, engineering, land surveying, and other specialized service from the
otherwise applicable provisions of that Title requiring competitive procurement procedures.
With the possibility of infrastructure funding coming to the State and City of Seward, part
of the recommendations is that the projects need to be shovel ready.

This is a perfect opportunity to finally have a wash down pad in the Seward harbor.
If for some unforeseen reason the infrastructure funds do not come to fruition we could
use funds from the harbor undesignated reserves account to fund this project.
