ADJOURNMENT City of Seward, Alaska Historic Preservation Commission Agenda December 9, 2021 Page 2 DECEMBER CHAIR REPORT The Alaska Historical Commission, department of Natural Resources, is nominating our own Fort McGilvray to the National Register for Historic Places! Fort McGilvray was a United States military fortification located on Caines Head, a cliff 650 feet above Resurrection Bay south of Seward, Alaska. The United States Army established a series of defensive positions along the coast of the bay during World War II to defend Seward against a possible Japanese invasion. We will be reviewing our accomplishments for 2021 and proofing our 2021 Annual Plan and 2022 Priorities to be presented to Council sometime in January. This will be the first of four reports to Council in 2022. Commissioner Benoit will report on changes to our Facebook posting. I am concerned with a Resolution that P&Z is working on. Included in the packet is that Resolution and an email from Courtney Bringhurst of Community Development. This makes it all the more important that we get our Historic District Boundary and Land Uses completed and put through the proper channels ASAP! Resolution 2021-031 of the Planning and Zoning Commission of the City of Seward, Recommending the City Council Amend Portions of Seward City Code; 15.10.140 Definitions, to Amend the Definition for Light Manufacturing, and to Amend 15.10.226 Land Uses Allowed Table; Allowing Light Manufacturing in a Central Business District with a Conditional Use Permit. We will continue discussion on the Central Business District Boundary. And begin the work to describe and implement Land Use descriptions for the CBD. My Hope is that we will begin with this boundary and work on additional Historic Boundaries later. 3 I am removing both the Jesse Lee Memorial and the USS Alaska from the standing reports, as neither will have monthly updates. The land under which both the Jesse Lee Memorial and park will stand needs all contaminants removed. This means that we are looking at a timeline of one to two years before anything can happen on the land. We need to appoint a point person to pursue the USS Alaska group's progress on their memorial and to find out if they would like our assistance in anyway. 4 City of Seward, Alaska Historic Preservation Commission Meeting Minutes October 15, 2021 Volume 3, Page CALL TO ORDER The October 15, 2021 regular meeting of the Historic Preservation Commission was called to order at 7:33 p.m. by Chair Cheryl Seese. OPENING CEREMONY Chair Cheryl Seese led the Pledge of Allegiance to the flag. SPECIAL ORDERS, PRESENTATIONS AND REPORTS Proclamations & Awards — None City Administration Report — Library Museum Director Bailey Sayler said she had M City of Seward, Alaska Historic Preservation Commission Meeting Minutes October 15, 2021 Volume 3, Page nothing to report. Chair Report. Seese welcomed new Commissioner Dona Walker and thanked her for serving; she said Walker was a third generation Sewardite. Seese stated all the plaques for the walking tour had been installed and they looked fantastic. The walking tour would be included in Wellness Week this weekend, thanks to Commissioner Benoit creating a customized tour route. At the October 11, 2021 city council meeting, Seese had requested a return to using Zoom for virtual meetings. Seese announced that Deputy City Clerk Jessica Stallard had resigned. Historic Preservation Facebook Page Report. Benoit reported that from July to October, the reach of the commission's Facebook post varied from 70 to 2,400 people, and viewers were from all over the state of Alaska; there were also 30 new followers who joined the page. Benoit has a list of postings she had prepared that would go through January, 2022; she had removed the posting dates. She would begin a new series of posts in February, 2022. Ward said she heard from the owner of Rez Art Coffee House that visitors were reading the sign before they entered the building, and appeared excited to see the inside of the building as a result. Other Reports, Announcements, and Presentations Certified Local Government (CLG) Grant 20005 Report. Libbrecht said that today signs were installed in several locations, and the only signs remaining to be installed were for the Orlander Building, Sea Bean building, and Van Gilder Hotel building. He stated that some of the wall - mounted signs were not fitting into their frames properly, and he would be having those frames repaired. All signs that were installed on posts in the ground had been installed. The remaining buildings that needed wall signs were constructed with stucco exteriors, which required particular screws and drill bits, and Libbrecht wanted the owners to be present when those signs were installed. He stated that all state requirements for the grant had been met. Benoit stated that 2,500 maps of the walking tour had been printed and received, and many had already been distributed around town. Another 2,500 would be printed for the summer of 2022, and had already been paid for in advance. Benoit had attended a meeting for Resurrection Bay Historical Society (RBHS) and provided a presentation about the walking tour, and would also present to Rotary. NEW BUSINESS Other New Business Items Discuss potential sites and locations for the Seward Register of Historic Places. Benoit stated she had reviewed the list of historic sites from the 2017 Historic Preservation Plan and compared it to the list of sites included on the walking tour, and found several locations that the commission might want to consider bestowing a plaque upon. 6 City of Seward, Alaska Historic Preservation Commission Meeting Minutes October 15, 2021 Volume 3, Page Libbrecht wondered where the plaques came from originally, and how many might be available today. City Clerk Brenda Ballou said there were a few plaques in the clerk's office that could be used; according to legislative history, an order of 25 plaques had been made by the city some two decades ago, and there were a few let. It was unknown who the vendor was or what the cost would be to make a new order. As well, Ballou said she had researched legislative history and discovered that the list of historic places contained in the 2017 Historic Preservation Plan was incomplete; there was an engraved plaque on the wall in City Hall that listed most locations, and she had discovered several additional locations in the city's records that should be included on the list. In response to Seese, Ward pointed out that the Historic Inventory Site List should be updated to include the locations on the historic register, as well. Alaska Municipal League (AML) Annual Local Government Conference in November, 2021. Seese stated there was an opportunity for commissioners to attend the AML Conference if they wished. She said the commission had the budget to support training and travel. In response to Seese, Ballou said besides the conference in Anchorage, AML was offering a free, virtual training for Newly Elected Officials that the commissioners could attend if they wished. Seese thought perhaps the Anchorage conference was not the best fit for the commission, but the virtual training might be good. Ward concurred. Seese requested to include two reports on the next meeting agenda: update on Jesse Lee Home Memorial and USS Alaska project. She wanted to make sure the commission was involved with both endeavors. Develop a plan to update the 2017 Seward Historic Preservation Plan. Seese thought the historic overlay guidelines were part of this project. Ward said Chapter 8 of the plan addressed future planning, and she believed the overlay was one item included in Chapter 8. Monitor the Development of the Historic Overlay District. The commission did not discuss this item. INFORMATIONAL ITEMS AND REPORTS Historic Preservation Commission 2021 Priorities (as amended & approved by City Council). Seese wished to extend the deadline for applications for the next Historic Preservation Award to April, 2022. Ward encouraged everyone to take part in the walking tour. Libbrecht was also looking forward to the walking tour tomorrow. Seese thanked Walker for volunteering, and welcomed her again to the commission. SPECIAL ORDERS, PRESENTATIONS AND REPORTS Proclamations & Awards — None City Administration Report — Library Museum Director Bailey Sayler said she had nothing to report. 9 City of Seward, Alaska Historic Preservation Commission Meeting Minutes November S, 2021 Volume 3, Page Chair Report. Seese reported that the walking tour conducted for Wellness Week was a great success. All signs for the walking tour, except for three, had been installed. Seese mentioned an application for a building height variance that went before the Planning & Zoning Commission, and said she had received complaints about the Historic Preservation Commission not being involved in the process of review. She stated she wished that the commission would be notified about all projects that may have an impact on the historic value of buildings, or of any other historic significance, in advance. Seese said that the Community Development Department had invited the commission to be a part of the memorial planning for the Jesse Lee Home Memorial Park. She was very proud of the work done by the commission this fall. Other Reports, Announcements, and Presentations Report on Historic Preservation Facebook Page. Benoit stated there were 39 new followers; this appeared to be a trend month over month. She had created a series of posts that would take the page through January, 2022, which she had included in the last meeting packet. Benoit said she was the creator of the Facebook content and photos, and she submitted everything to the clerk's office for posting; she went through the process of obtaining permission for every single photo. She furnished her planned content to the commission is advance of posting anything so that the commission had the opportunity to weigh in. Benoit said for the last two months there had been issues, including posts not going out on schedule or in order. Recently, a sign graphic that was posted was not readable. Benoit was concerned that if a citizen made a comment, she was not aware of it, and she worried that citizens might feel ignored. To assist the city clerk in posting content correctly, she had been asked to provide content and photo files that were named by the date she wanted them posted; Benoit said she didn't have time to do that. Seese said it was her understanding that the city had to administer the Facebook page. She wondered if Sayler would be able to help administer the Facebook page instead of the city clerk. In response, Sayler said if posts were provided to her in advance, Sayler could schedule them in Facebook to automatically post on certain dates. Sayler added that it was important that the graphic files were .jpg or .png files. Benoit preferred to have the ability to administer the Facebook page herself. City Clerk Brenda Ballou said she would check with the city attorney to see if this was permissible. Seese said that may not be a possibility, and if the attorney advised against it, Seese requested that Sayler work with Benoit on the posts. Benoit said the workload of creating the content and obtaining photos was getting to be too much for her because she had other commitments and felt she didn't have time to continue. Ward suggested waiting to see what the city attorney's advice was and go from there. In response to Ballou, Benoit said the three posts contained in tonight's packet could be all be posted to the page over the course of the next week. Benoit said it was important to her to do a good job with the Facebook page. Update on the Jesse Lee Home Memorial Park. its] City of Seward, Alaska Historic Preservation Commission Meeting Minutes November 5, 2021 Volume 3, Page Seese reported that the commission had been invited by the Community Development Department to participate in the planning of the Jesse Lee Home Memorial Park. The drawings in the packet were design concepts that had been proposed previously; Seese thought it would be nice instead to have storyboards, perhaps housed inside a gazebo, so people could learn more about the history of the home. Ward said it appeared there was time left to get involved because the grounds still had to be environmentally remediated. Seese concurred. Update on USS Alaska Project. Seese stated that Pemberton would be furnishing an update on this project in the future. Update on Certified Local Government (CLG) Grant 20005. Seese stated that all the signs had been installed except for three. Benoit reported that four walking tours had been scheduled over two days for Wellness Week; there had been approximately 25 people who attended the tours. During the tour, one of the participants had suggested creating and audio tour to be used in conjunction with the walking tour; the idea was that people could pick a sign location on the website and an audio file would play which told a story about the location. Benoit presented the walking tour to Rotary last week and it had been well received. NEW BUSINESS Other New Business Items Minutes.Approve the Oetober 14,2021 Historie Preservation Commission Meeting This item was removed from the agenda. Review the 2022 Reporting Schedule to City Council. Seese stated that council was requesting quarterly reports throughout 2022. Seese requested to include a review of the HP Award nomination form on the December, 2021 meeting agenda; she planned to open the award nominations in January, 2022 and leave it open until April. Ward stated that the 2021 priorities list would serve as the basis for creating the annual report to council. Seese concurred. However, there is nothing in City Code that describes this location or gives a specific requirement for location. The only thing that City Code provides is the definition of the Central Business District. 15.05.025 (9). Central business district (CBD). Provides for an area of convenient, attractive, concentrated commercial development primarily intended for retail, financial, entertainment and professional services occurring within enclosed structures. Regulations applying to this zone are designed to encourage a compact group of businesses of the type which are mutually beneficial and located close enough together to encourage walk- in trade. The specific land uses intended for the Central Business District are what should determine where Central Business District Zones should be located. On March 2, 2021, that directive was presented to the Planning and Zoning Commission by Jackie Wilde. On May 4, 2021, the Planning and Zoning Commission added the topic "Review the land use table in conjunction with light and heavy manufacturing definitions," to the work session topic scheduled for May 20, 2021. On May 20, 2021, Council member Liz DeMoss spoke as the council liaison to the Planning and Zoning Commission stating that one of the downtown businesses wished to do cannabis extraction. Currently, manufacturing was not allowed in the Central Business District, although some small manufacturers were operating, such as jewelry -making and candy -making. Chair Cindy Ecklund stated that they would review manufacturing in conjunction with the Land Use Allowed table in upcoming work sessions. On November 16, 2021, the Planning and Zoning Commission held a public work session in which they received public input and discussed making a change to the Land Use Table to allow Light Manufacturing in the Central Business District.
