PACAB 4th Quarter Report to Seward City Council
PACAB has meet several times this quarter but have been hampered by empty seats.
Recent additions may help but business and travel of Board Members has prevented
quorums at several meetings. Although other KPB Commissions, I am involved with,
allow virtual attendance the City of Seward does not. I am not sure that a change is to
the good as I do believe members should be invested in the community and attendance
certainly proves that point.
PACAB has reviewed our priority list and feel there are real contribution that the Board
can make in advising Council.These include Harbor rate reviews, Utility rates,
Alternative energy,education, business development and capital projects.
Most of PACAB supported the City Heat pump System and are disappointed at the
reluctance to carry this project forward.The economic problems of 2020 are very real
but should not have been enough to constrain this project.
The development of the Lowell Canyon tunnel is very welcome but again the lack of
even a study of Lowell canyon Hydro is disappointing.We are waiting the engineering
report on the Lowell point sewage plant and have a number of citizen complaints and
letters.
PACAB take great satisfaction in helping promote the Electric Utility metering revision to
allow onsite power sharing. We all strongly feel that not enough is being done to
address Halibut Bycatch or other high seas waste.The development of the 4th of July
complex is tremendously exciting and an issue that needs attention to help provide
further and prolonged growth.
