Alaska Railroad Mission
Through excellent customer service and sound business management practices, provide safe,
efficient and economical transportation and real estate services that support and grow economic
development opportunities for the State of Alaska.
Report to the Port and Commerce Advisory Board
Vessel and Passenger Traffic-
January- 11 large vessels: normal freight trade, long term barge and vessel storage, and
fuel deliveries. Vessel traffic concentrated on winter freight service and vessel
maintenance and repairs.
• 2022 Coastal Classic schedule — May 7 — September 18, 2022. Strong sales already!
Other Items-
0 Port follows all State, CDC and US Coast Guard Port continuity protocols in regards to

• Terminal continues to allow limited public use items with COVID mitigation such as weekly
Senior Walking, Seward Little League, City of Seward Archery and looking at more as we
move into 2022.
• Monitoring Cruise Ship Schedule in 2022 and COVID Mitigation Planning at the Port. At
this point, schedule holding except for early April dockings. Will keep PACAB updated as
we move closer to the Cruise Ship Season.
• On January 13, 2022 the Alaska Railroad Corporation (ARRC) Board approved securing
bonds with moving forward to construct, maintain and operate a new passenger terminal
and dock. ARRC is required to get authorization from the Alaska Legislature prior to the
issuance of bonds and is working to obtain permission this session. On January 24, 2022
Seward City Council approved support of these efforts.

ATIA: The annual conference went virtual and was attended by our board and staff
members online, with information gleaned about State marketing practices.
Hometown Guide: We're in the early stages of creating a hometown guide. Currently,
we're outlining what it will entail and look like and are open to suggestions. We'll begin
soliciting advertising as we get more established in what the new guide will showcase.
Additional Marketing: We worked closely with our designer as they worked on the city
of Seward's Legislative Priority guide, furthering the great brand of Seward. We're also
working on a long term marketing plan and goals list to work with in the future (see
attached draft)
Visitor Services: The Visitor Center is still open during the week from 10am — 4pm
Monday — Friday and is closed on the weekends. We've had a steady trickle of visitors.
Seward Marine Front: Now that we have our guide in hand, we're looking to spruce up
the web presence of all that data. Excited to have that level of information and detail
across the board. Also hoping to reconvene Marine Front meetings to see what the next
steps are in strengthening our Marine Front.
Silver Salmon Derby: The 2022 SSD will be August 13 — 21. The Salmon Derby
Committee met in mid January to discuss the upcoming event and we'll see some slight
changes, including expanding prize categories, expanding merchandising options, and
bringing back more interactive elements to the event.
We are printing three interpretive panels to be installed on the side of the derby booth
that will explain the life cycle of salmon, historical significance of the derby, and the fish
restoration program. They will be ready and installed by summer.
Mount Marathon Race/4th of July: The Committee is working on race and safety
plans and contingencies. Planning is moving forward for the July 4, 2022 race and we're

excited to have everything under the umbrella of the July 4 holiday again. With the loss
of Q, the MMR web designer, last year, the race committee is working to insure
everything is running smoothly on the back end prior to the opening of registration in
March. Anecdotally, many visitors have been calling the Visitor Center looking for
housing options but it seems Seward is completely full across July 4th already.
Vendors are already reaching out to register for the 4th of July festival. We've decided
to open the registration for return vendors, but not take any payment until things are
finalized, in order to ease the planning burden as we get closer to the summertime.
Charging Stations: Our charging station equipment has all arrived and ready to go
once the ground thaws. We've been in contact with several interested parties in
organizing an informational gathering on all things environmentally friendly once the EV
charging stations are ready to go. Not a full blown energy fair, but an opportunity for
people to gather and share information and see the new equipment install and how it
works.
Community Awards/Chamber lunches: We are in the early stages of planning our
annual awards banquet, 2022 Chamber lunches, and other social events. Still being
conscious of COVID-19 while progressing through to insure we still serve our
membership and community.
We hosted a "Coffee and Chat" on Jan. 27 to encourage the community to meet the
new AKSBDC advisor Kelly Ann Cavaretta and myself.
AKSBDC: Kelly Ann has been training in her new role, shadowing with clients. She has
met with a few Seward based clients already and we are excited to see her hit the
ground running. She'll also be participating in the Young Entrepreneur Scholarship
program alongside the Seward Rotary.
FEBRUARY EVENT: Karen is planning a February event in town to celebrate
Valentine's Day with family friendly activities, speed dating, as well as other exciting
opportunities to get out and celebrate romantic, friendship, or familial love!
POLAR PLUNGE: Seward was jumping over Jan. 15 weekend, with Polar Jumpers
from across the state coming to freeze and raise money for the American Cancer
Society. Karen worked with the Polar Jump Committee in coordination of events,
volunteering, and jumped!

PACAB HARBOR
➢ The 330 ton Travelift was very busy this week due to warming temperatures, we are
currently placing vessels into and out of the water.
➢ We are clearing snow in the SMIC yard, and trying to keep the SMIC yard water flowing into
the ditches with all this additional rain.
➢ The water throughout the harbor has been turned off, there are several locations that we
will have water on for the winter.
➢ We are still working with the public with COVID protocol in mind while continuing to do boat
lifts and public contact in the Seward Harbor office.
➢ A continuous cleanup is still in process on the last lot at SMIC, this cleanup is starting to
take shape, just a few more items to deal with and we can lease out the property again.
➢ The harbor office is fully staffed.
➢ The Harbor has upgraded to the new software and are continuing to work through some
minor issues with the on-line payments.
➢ The harbor office is on its winter schedule and are open Monday through Saturday. The
Sunday harbor crew will check phone messages throughout the day and respond as
necessary.
➢ Continuing to have meetings for the North East harbor launch ramp, the contractor will start
disassembling the old launch ramp in mid -February.
➢ Global Diving & Salvage, will start replacing the anodes in January 2022 they anticipate just
about a week and a half of work to complete the project.
➢ Harris Sand and Gravel will start working on the G, K and L-float project in mid -February.
➢ We are working with Moffatt & Nicole on the design for the 5 ton crane on I -Dock.
➢ We are also working with PND Engineers on a wash -down pad located by the 50 ton
travelift, they have scheduled a presentation for PACAB at the February 16th work session.
➢ Transpac Marine should be shipping up the G, K and L-floats on the February 2nd arriving in
Seward depending on weather by the second week of February.

A RESOLUTION OF THE SEWARD PORT AND COMMERCE
ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA,
AUTHORIZING THE USE OF TELEPHONIC ATTENDANCE FOR
PACAB MEETINGS WITHIN STATED GUIDELINES
WHEREAS, the Port & Commerce Advisory Board (PACAB) has had issues filling seats
and making quorum; and
WHEREAS, due to COVID-19, it is now a common thing for people to need to quarantine;
and
WHEREAS, depending on virus levels in the community, people may want to self -isolate;
and
WHEREAS, it is also a common need for Commissioners to take some time away from
Seward in the wintertime; and
WHEREAS, PACAB typically meets for nine months each year, taking a hiatus during
the months of June, July, and August; and
WHEREAS, a short -seated board makes it especially difficult to convene a quorum; and
WHEREAS, it is important that PACAB be as productive as possible during those months
and meetings; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Port and Commerce Advisory Board recommends the Seward City Council
approve a resolution to amend the City Council Rules of Procedures to allow for PACAB
Commissioners to attend up to two (2) meetings each year telephonically and to count those
telephonic attendances towards quorum for the purpose of being on vacation or physically away,
or for the purpose of quarantining or other COVID-19 related concerns.
Section 2. There is no limit to the COVID-19 related excused absences, but verification
may be required if a concern over abuse of this policy arises.
Section 3. This resolution shall take effect immediately upon adoption, and shall be
presented to City Council at the next possible meeting for consideration.

Agenda Item: PACAB Resolution allowing some telephonic attendance to count towards

BACKGROUND & JUSTIFICATION:
PACAB has had, and continues to have, problems filling seats on the board and meeting the
necessary attendance quorum. Commissioners must be year-round Seward area residents and
currently must be present on the dais for their attendance to count towards quorum. A modification
to the requirements is in alignment with the new world of Covid that we live in. Quarantining has
become common element in our daily lives and can contribute to a person's inability to attend every
meeting in person. There are also citizens who may be willing to serve but not willing to come into
City Hall depending on the levels of Covid in the community. Some flexibility to our in -person
requirement may enable others to apply.
Additionally, it has been a long-standing agreement that this board takes a hiatus in the summer
months because of the composition of the board and the heavy work load many commissioners
experience. This makes it even more important that we can meet and be productive the remaining
nine months of the year. Because so many of the commissioners have busy summers it is also
important that we recognize their need to take a break during the winter months. With vacant seats it
can make it impossible to achieve a quorum.
INTENT:
The intent here is to allow some telephonic attendance to count towards quorum. We recognize that
there is a belief that people need to be present in chambers. It is not our intent to override that but
rather to add some flexibility to allow for people to attend telephonically when quarantining or when
on vacation. This is not intended to encourage or allow `snow -birds" to serve.

The January 5, 2022 regular meeting of the Port and Commerce Advisory Board was called
to order at 12:00 p.m. by Chair Bruce Jaffa.

CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED
FOR PUBLIC HEARING
Phil Kaluza wished to speak in support of heat pumps; using heat pumps resulted in cutting
down on oil consumption. He was pleased that there were 50 heat pumps in Seward, and hoped
for many more in the future.
Casie Warner hoped that the city's heat loop project would stay at the forefront of
everyone's minds. She encouraged the city to pursue grant funding to support sustainable energy
proj ects.
Cindy Ecklund said, following a conversation she had with Jaffa yesterday, she was able
to obtain a map of borough properties that may have potential for residential housing development;
she brought the map to the meeting today. She added that, in the last year, the Planning & Zoning
Commission had reviewed and updated the city's Municipal Land Inventory Plan, in which the
commission identified 40 acres down Nash Road that had potential for being developed into
residential housing. She said there was another ten acres there that had been designated for sewage
lagoon sludge, which was required to sit for ten years, and that ten years had gone by; this acreage
would be good for commercial development.

Lori Landstrom was a founding member of Sustainable Seward, but was speaking for
herself today. She fully supported having a heat pump rebate program; council had passed a
resolution in May, 2019 to support the effort, but she didn't know what happened since then. She
encouraged the city to move forward with the geothermal heat loop project, especially since the
heat loop project related to the heat pump effort. Landstrom said the state passed legislation in
2017 for C-PACE (Commercial Property Assessed Clean Energy) which would allow businesses
to obtain low -interest loans to make clean/efficient energy improvements. There was an engineer
from Anchorage who had received grant funding from the Environmental Protection Agency
(EPA) to turn plastic ocean waste and 92 and 95 residential waste into lumber. The engineer would
be conducting a pilot project in Seward this summer. Landstrom asked if there could be some
conversation had about special rates for residential electric vehicle charging.

Alaska Railroad Report. Port Operations Manager Christy Terry was not able to
attend the meeting in person, but had provided a report in the packet.
Chamber of Commerce Report. Executive Director Kat Sorenson stated she was the
new executive director for the Chamber of Commerce. She handed out copies of the new Seward
Marine Industry Guide and the 2022 Seward Visitor's Guide. The chamber was working with the
city to provide branding and photography for the city's legislative priorities that would coordinate
with the chamber's branding. Sorenson was collaborating with PACAB to identify barriers to
business and to understand the importance of workers on visas; she would be bringing some
information to next week's PACAB work session.
Kellyanne Cavaretta was the new Small Business Development Center (SBDC)
representative in Seward and her office would be located at the chamber. Preparations were
underway for the Polar Bear Jump Festival, as well as for the Tsunami Ocean Sciences Bowl on
February 5-6, 2022. There would be a weekend event planned in February for Valentine's Day to
entice visitors to come to Seward. Sorenson would be attending the Industry Outlook Forum in

Kenai this week. The chamber was working with a vendor to obtain statistics on visitor activities
and frequency of visits; this would provide intelligence that would assist with marketing efforts.
In response to Holmdahl, Sorenson confirmed that the SBDC position was full-time and
dedicated to Seward.
Harbormaster Report. Harbormaster Norm Regis said the boat lifts had been shut down
due to the cold weather. The work on changing out the anodes on the concrete floats would start
next week. The Northeast launch ramp work was expected to start in mid -February.

Paquette wondered if this event could transition into having a local map created for
interested residents to see the heat pumps and solar panels that had already been installed around
town, and have the opportunity to speak directly with the home owner or business owner.
Jaffa thought having an energy fair in Seward would be worthwhile, and suggested
scheduling an event for the fall.
In response to Holmdahl, Smith said the 2017 fair had been organized professionally; one
of the repetitive complaints that Smith received after the 2017 fair from the sponsors was that they
didn't feel they got a return on their investment. Smith cautioned that this event was a lot to take
on and organize, and he wondered who could handle pulling it together.
Jaffa said he didn't know if PACAB had the capacity to organize an event.
Review the Lowell Point Sewage Lagoon (Waste Water Treatment Facility) report from
CRW Engineering (through R&M Consultants).
Hughes wondered if PACAB had been directed by council to address this concern. Regis
said PACAB had requested to have this report; the report had already been provided to council.

Paquette said she remained concerned about this sewage lagoon based on its size and
functionality. She said even now in the winter, without visitors, she questioned the capacity of the
lagoon. When she considered all the discussions happening recently about building new residential
housing, she thought it prudent to address the future of this critical infrastructure.
Holmdahl concurred, and said this report was predicated on slow population growth for the
foreseeable future. As the shortage of residential housing was being considered, Holmdahl thought
this topic should be kept as part of the conversation.
Jaffa said the report showed that the facility was within operating parameters, but just
barely. He thought plans should be developed to address this situation, and then action could be
taken when funding became available.
Review Phil Kaluza's letter regarding heat pumps.
Jaffa wondered where the city could help remove obstacles to enable citizens to pursue
opportunities for energy efficiency.
In response to Holmdahl, Regis said this issue was on the mind of the electric manager and
it would be addressed.
In response to Paquette, Assistant City Manager Stephen Sowell said the electric
manager had met with Phil Kaluza several times to discuss this project, and it would be addressed.
However, Sowell said, at the moment there were five major infrastructure rebuild projects that
were more urgent and were demanding the electric manager's attention.
Lawrence left the meeting.

CITIZEN COMMENTS
Phil Kaluza recalled, before COVID-19, that Cordova had run a campaign to electrify the
city which included education about things like installing a charging station for an electric vehicle
at a residence.
Casie Warner said she was in the process of installing a charging station for her electric
vehicle at her house, and she would report back on how things went.
Cindy Ecklund said the Municipal Lands Inventory and Management Plan had been
reviewed and updated by the Planning & Zoning Commission via Resolution 2021-016. She said
there had some city -owned parcels around town that the commission had changed from a hold
status to use for residential development.

Holmdahl said this was her first official meeting. She was happy to be back in Seward.
She appreciated all the citizens coming out for the meeting, and for sharing their concerns.
Paquette congratulated Holmdahl for being elected chair. She thanked Phil Kaluza for his
efforts to keep the heat pump rebate program conversation alive.
Hughes thanked everyone for coming to the meeting, and said he appreciated all the
information in the reports today. He thanked Jaffa for his service as chair.
Smith congratuled Holmdahl as the new chair and Paquette for being re-elected as vice
chair. He appreciated the community support at the meeting, and thought the topics addressed
today were timely.
Jaffa thought it was noteworthy that the city administration, mayor, and new chair of
PACAB were all strong women. Jaffa had begun digging into the problems of employment
recruitment and retention; he believed it was critical this topic be addressed. Jaffa had looked at
the 2013 Seward Economic Growth Plan and discovered these same issues with employment were
happening back then.
Regis congratulated Holmdahl and Paquette. He said the Chamber of Commerce had plans
to install two electric vehicle charging stations; also, there would be two green charging stations
installed at the Northeast Lunch Ramp. Regis said the extension had been requested for the heat
loop project, and they were waiting for approval; the project was not dead. The Polar Bear Jump
Festival was coming up; everybody be safe.
