RESOLUTION 2022-016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE R&M
TASK ORDER NO. 2734.20, COMPLETING REQUIRED
GEOTECHNICAL INVESTIGATION OF THE POTENTIAL SITE FOR A
NEW PUBLIC WORKS FACILITY, IN AN AMOUNT NOT TO EXCEED
$71,591 AND APPROPRIATING FUNDS
WHEREAS,the current Public Works Facility is beyond its useful life and needs to
be replaced; and
WHEREAS, during the October 25, 2021 Work Session, City Council discussed the
possible acquisition of the lots located at 2405 and 2415 Seward Highway as the future site
for a Public Works Facility; and
WHEREAS,on January 10, 2022, City Council approved resolution 2022-005 which
directed the City Manager to begin the process of negotiations and examining the viability of
these lots as a future location for the Public Works Facility; and
WHEREAS, Construction of a new Public Works Facility is listed on the City of
Seward's 2022 Capital Improvement Plan with an expected completion date of 2023; and
WHEREAS, the City has ordered an appraisal of the lots to determine the fair market
value; and
WHEREAS,Prior to negotiations proceeding; a geotechnical report is warranted in order
to effectively understand the subsurface conditions at the site.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. The City Manager is authorized to execute task order R&M No. 2734.20 with
R&M Consultants for the completion of a geotechnical investigation for the lots located at 2405
and 2415 Seward Highway.
Section 2. Funding in the amount of$71,591 is hereby appropriated from General
Fund reserves account no. 01000-0000-3400 to Contracted Services account no. 01000-1122-
7009.
Section 3. This resolution is effective upon adoption

Background and justification:
The current Public Works Facility, located at 434 Sixth Avenue in Seward, is beyond its useful life
and in need of replacement.Additionally,the current site's most appropriate use has been identified
to be for the purpose of residential development. As such, City Administration has determined the
purchase of two lots; located at 2405 and 2413 Seward Highway, are the most suitable location to
construct a new Public Works Facility.
City Council passed resolution 2022-005, which directed the City Manager to begin the process of
investigating the viability of these lots for the purpose of constructing a new Public Works Facility.
This task order will provide the necessary geotechnical information in order to assess the viability of
this site.

New Public Works Vehicle Maintenance Facility

907.452.5270 R&M Consultants, Inc. (R&M) is pleased to submit this proposal to provide geotechnical services
90 in support of your new Public Works Vehicle Maintenance Facility. This is a proposed new task
under our existing On-Call Engineering Services term contract with the City of Seward.
We understand the City of Seward plans to construct a new 12,000 square-foot maintenance shop
building.The new site is to be located on two combined properties at 2405&2413 Seward Highway
in Seward, opposite the highway from the runway of the Seward Airport.The purpose of our work
will be to explore the subsurface conditions at the site to inform the design and construction of
the new facilities.All reports, plans, and recommendations will be prepared under the supervision
of a professional engineer registered in the State of Alaska.
SCOPE OF GEOTECHNICAL SERVICES
Site Investigation
At this pre-design stage of the project, the exact layout of the proposed building and associated
facilities has not yet been defined. For the site investigation,we have assumed that the preliminary
building location will be determined, which will allow the investigation to target the building
footprint. For planning purposes, we propose a subsurface investigation consisting of drilling 6
boreholes total: including two down to depths of 70 feet and the remaining four down to depths
of 30 feet. We anticipate locating 3 or 4 of the boreholes within the building footprint, while the
remaining will be within parking/driveway areas or ancillary features. Proposed borehole locations
will be selected prior to the site investigation and submitted to the City of Seward for approval.
Prior to mobilization for drilling, R&M will obtain public utility locates for the above referenced
project location. We have assumed that the City of Seward will be responsible for providing right-
of-entry and work access to the project site.
The boreholes will be drilled with nominal 8-inch diameter hollow-stem-augers and/or rotary wash
methods. R&M intends to complete the subsurface investigation using either a truck-mounted
CME-75 or track-mounted Geoprobe 7822DT drill rig, provided and operated by Discovery Drilling,
Inc. of Anchorage, Alaska. Disturbed yet representative soil samples will be collected using split-
barrel drive sampling equipment, taken at 2.5-feet, 5-feet, and on a 5-foot interval to 50 feet and
on a 10-foot interval thereafter to completion depth. Sampling procedures will generally follow
either Standard Penetration Test(SPT)(per ASTM D 1586)or Large Penetration Test(LPT)methods.
Soil samples will be classified in the field using the Standard Practice for Description and
Identification of Soils(Visual-Manual Procedure)(ASTM D 2488).

We plan to install PVC standpipes at two select borehole locations to record stabilized groundwater levels, while onsite.
All boreholes will be backfilled with drill cuttings, and flush-mount covers will be installed at the two standpipes.
Laboratory Testing
All retained geotechnical soil samples will be returned to R&M's laboratory for classification (following ASTM D 2487 and
2488).The moisture content, particle-size distribution, and percent passing No. 200 sieve (P200 wash) of several samples
will be tested to support our interpretation of the relevant soil index properties for each lithological unit encountered.
Reporting
R&M will prepare a geotechnical report that includes a summary of the exploration methods; description of laboratory
testing; our interpretation of the subsurface conditions (soils, groundwater, etc.) at the site; results of geotechnical
analyses, and corresponding geotechnical recommendations. Records of test boring logs, results of lab testing, sample
and site photos,and vicinity and test boring location maps will be attached with the report.The report will present seismic
design ground motions from USGS, including our interpretation of seismic site soil class, and consider the potential for
liquefaction and seismically-induced ground deformations at the site. Geotechnical recommendations will be provided for
site preparation, earthworks and fill materials where needed, subgrade recommendations for asphalt or concrete
pavement and slabs, and assumed suitability of shallow concrete foundations supporting the building.
PRICE
R&M will provide the above services on a Time and Expenses basis with a not-to-exceed price of$71,591 as detailed on
the attached spreadsheet. In this estimate, we have planned for four days of drilling, and will not exceed that without
prior authorization.
ASSUMPTIONS AND CONDITIONS
R&M's proposal and fee are based on acknowledgement that:
• The City of Seward will be responsible for providing right-of entry and work access to the project site.
• The City of Seward understands the test boring will be advanced and sampled following procedures applicable to
geotechnical investigations.These procedures are not appropriate for sampling or evaluating contaminated soils.
If contaminated soils or groundwater are suspected or encountered in the geotechnical test boring, R&M will note
the issue on our field log but will not collect environmental samples.
