RESOLUTION 2022-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A
USED STEAMER TRUCK AND ACCESSORIES IN THE AMOUNT OF
$95,238.71 AND APPROPRIATING FUNDS
WHEREAS,the Public Works Department has identified that a Steamer Truck is a crucial
safety need for the Water, Sewer, and Streets Departments; and
WHEREAS, the current Steamer truck is a 1964 International box truck with worn out
steamer equipment, the unit is 58 years old, is no longer a working unit, is well past any normal
service life, and parts are unavailable; and
WHEREAS, unlike purchases of new equipment that can be completed without risk of
others buying the unit first,used equipment is sold as first come, first serve opportunities; and
WHEREAS, the Public Works Department has been searching for a used replacement in
this very limited market and has identified an insulated box truck at Pacific Auto Center in
California for$52,219.25 + shipping cost $14,650.00 for a total (truck only) cost of$66,869.25.
The steamer equipment cost from Alaska Industrial Hardware is$27,441.46,plus a new water tank
for $928.00 from Greer Tank Co. The total cost for the truck, steamer and listed accessories is
$95,238.71; and
WHEREAS, motor pool funds of$100,000 for the purchase of the Steamer Truck were
budgeted in the 2022 capital budget approved by Council.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that:
Section 1. The City Manager is hereby authorized to purchase a used Steamer Truck and
equipment for an amount not to exceed $95,238.71.
Section 2. Funding in the amount of$100,000 from Motor Pool Reserves account, for the
purchase of one used Steamer Truck.
Section 3. The Seward City Council hereby finds that it is in the public interest to select
and purchase a used Steamer Truck. Funding for this purchase is hereby appropriated from the
Motor Pool reserves account no. 03000-0000-3400 to capital equipment no. 03000-4000-8103
within the 2022 operating budget.
Section 5. This resolution shall take effect immediately upon its adoption.

Background and justification:
The 2022 Motor Pool Budget includes$100,000 to purchase a used Steamer Truck with Motor Pool
Funds.
The current Steamer truck is a 1964 International box truck with worn out steamer equipment.This
unit is 58 years old and is no longer a working unit. It is well past any normal service life and parts
are unavailable.
The Public Works Department has been searching for a used replacement in this very limited
market and has identified an insulated box truck at Pacific Auto Center in California. The steamer
equipment will be purchased separately and installed in the unit in Seward.
