HomeMy WebLinkAboutRes2022-028 R&M Task Order - Utility Master Plan CITY OF SEWARD,ALASKA Sponsored by: Bower RESOLUTION 2022-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE TASK ORDER 2734.21 WITH R&M ENGINEERING FOR THE DEVELOPMENT OF A UTILITY MASTER PLAN IN THE AMOUNT NOT TO EXCEED $153,184 AND APPROPRIATING FUNDS WHEREAS, Resolution 2022-006 directed the City Manager to create a project plan for the expansion of utility infrastructure which will increase residential development within City limits; and WHEREAS, lack of access to water,sewer,and electric utilities is an identified barrier to development of residential construction in Seward; and WHEREAS, the City of Seward in in need of affordable, year-round housing for its current and future residents; and WHEREAS,the Seward Comprehensive Plan specifically indicates the need to expand housing in the City; and WHEREAS, the current lack of housing is a primary barrier to further economic development in Seward; and WHEREAS, the citizens of Seward consistently cite the lack of housing as an impediment to increasing their quality of life in Seward; and WHEREAS, the Utility Master Plan will aid in pursuing grant opportunities in the coming years; and WHEREAS, this task order will allow the City of Seward to proceed with projects to increase residential development in a strategic, effective fashion. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The City Council authorized to execute task order 2734.21 with R&M Engineering for the creation of a Utility Master Plan. Section 2. Funding in the amount of$153,184 is hereby appropriated from General Fund Unassigned Fund Balance account no. 01000-0000-3400 to Community Development Contracted Services account no. 01000-1122-7009 within the 2022 operating budget. City Council Agenda Statement r Meeting Date: February 28, 2022 � To: City Council Through: Janette Bower, City Manager -- From: Stephen Sowell, Assistant City Manager Agenda Item: Resolution 2022-028: Authorizing the City Manager to Execute Task Order 2734.21 with R&M Engineering for the Development of a Utility Master Plan in the Amount Not to Exceed $153,184 and Appropriating Funds Background and justification: The City of Seward has a dramatic shortage of housing and feedback from community stakeholders has indicated that the supply is hundreds of homes short of meeting demand. This lack of market balance in residential home inventory is causing numerous negative downstream economic impacts. Local businesses have indicated that the lack of available housing is a primary barrier to economic development. Some illustrative examples of issues caused by this housing situation are difficulty to recruit a necessary level of workers, high turnover in current staff, and high cost of living implications. Meanwhile, the City of Seward is in a position to expand access to water, sewer, and electric services which would spur development. During the regular Council meeting on January 10, 2022; City Council approved resolution 2022- 006, directing the City Manager to create a project plan for the expansion of utility infrastructure which will increase residential development within City limits. Following this direction, City Administration met with R&M Engineering and requested Task Order 2734.21 which would provide a comprehensive report on the most effective and efficient manner in which to expand access to water, sewer, and electric utilities. This report will be used to determine how to proceed with various projects as well as in the application for state and federal grants or low interest loans to increase utility infrastructure access. (R&M) has based this response on the information provided by you via e-mail and 9101 Vanguard Drive during our meeting on January 13, 2022. We understand the City of Seward desires a utility master plan to Anchorage,Alaska 99507 accommodate future city needs of the water, wastewater and power distribution systems. R&M has reviewed the materials provided to us and has prepared the following scope of services and cost estimate phone:907.522.1707 for your review and comment. 907.522.3403 Task 1-Evaluate Existing Utility System Utility infrastructure, system demands, current performance and weaknesses of the existing system will be evaluated based on record information and available data from the City. Work will include modeling of the water pipe pressure network, sewer main sizing review, evaluation of aging pipe materials and feasibility of utility expansion for future residential development. R&M will submit a technical memorandum with findings for City of Seward review and present the findings at the requested city council meeting. Task 2—Identify Socioeconomic Factors Projected land use, future development areas, and population growth will be evaluated at a concept level and summarized. Findings will support the evaluation of utility infrastructure in areas impacted by the anticipated growth and expansion. Task 3—Utility Master Plan The plan will document technical data and projects from prior tasks to evaluate infrastructure extension in areas of anticipated expansion, including identification of future system improvement projects. Work will include project recommendations and cost estimates. Deliverables: ■ Existing Utility Infrastructure Technical Memorandum ■ Draft Utility Master Plan ■ Final Utility Master Plan Schedule: R&M will prepare the first deliverable within six (6) weeks from receiving NTP and the record information from the City of Seward.
