HomeMy WebLinkAboutRes2022-050 Fort Raymond Replat Prep Sponsored by: Bower CITY OF SEWARD, ALASKA RESOLUTION 2022-050 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE TASK ORDER 2734.1 WITH R&M CONSULTANTS FOR THE REPLAT OF THE FORT RAYMOND PROPERTY IN THE AMOUNT NOT TO EXCEED $25,899 AND APPROPRIATING FUNDS WHEREAS, the City of Seward owns the Fort Raymond Property; and WHEREAS, Chugachmiut recently purchased part of this property; and WHEREAS, there is an easement that runs through the middle of the remaining parcel; and WHEREAS, replatting the remaining parcel, into two smaller parcels and creating a road right of way will protect the city's interests while making it more accessible to potential purchasers; and WHEREAS, the replat of this property is the next step to make best use of this property for the community. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is authorized to execute the task order 2734.21 with R&M Consultants for the replat of the Fort Raymond Property. Section 2. Funding in the amount of$25,899 is hereby appropriated from the General Fund Unassigned Fund Balance account no. 01000-0000-3400 to Community Development Contracted Services account no. 01000-1122-7009 within the 2022 operating budget. Section 3. This resolution shall take effect immediately upon adoption. Chugachmiut has purchased the Southern 3.31 Acres of this parcel, which leaves approximately 7.73 acres remaining. That remainder is prime for development that would have a positive impact on Seward. It is currently one large parcel with a large utility easement that runs through the middle. This property is currently zoned Auto Commercial and has a wide variety of possible development opportunities. The replat would create a road right of way and utility easement for the utilities access and divide the property into two roughly equal parcels, which would make the sizes more accessible for potential purchasers / developers. R&M Consultants, Inc. (R&M) has based this response on the information provided by you via e-mail and 9101 Vanguard Drive during subsequent phone conversations. We have reviewed the materials provided to us and have Anchorage,Alaska 99507 prepared the following cost estimate for your review and comment. phone:907.522.1707 Preliminary Plat fax:907.522.3403 We understand that you would like to create two lots from the unrecorded Lot 7A of the proposed Fort Raymond Subdivision, Replat No. 2 that is currently being reviewed by the platting authority. The subdivision will be reviewed under the abbreviate plat process, and is contingent on the unrecorded plat being accepted and recorded. We expect that the final property corners for the Lot 7A plat will be set prior to recording of the final plat, and that we can visit the site and easily recover the monuments. We are also assuming that we can set the new property corners during the same trip. If the corners are not set,additional time may be required. The subdivision process in Seward requires two review processes through the City of Seward and the Kenai Peninsula Borough (KPB), and requires approval by the City of Seward prior to submittal to the borough. The entire process is expected to take approximately three to four months. We propose to prepare the preliminary plat package this winter so that it is ready for submittal to the City of Seward soon after the unrecorded Lot 7A plat is recorded. The fieldwork will be completed in the spring. Deliverables: ■ Recorded Subdivision Plat Schedule: We can begin work within two weeks of receiving a Notice-to-Proceed (NTP). If we receive an NTP by the first week in March, we can deliver the preliminary package to the City of Seward for review by the end of March. Cost Estimate: Based on the scope and our understanding of the project, we propose a Time & Materials Fee amount $25,899. We have attached a detailed breakdown of our estimated costs for your review.
