HomeMy WebLinkAboutRes2022-061 HP Funding for Maps CITY OF SEWARD,ALASKA RESOLUTION 2022-061 Sponsored by: Bower 111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING AND APPROPRIATING $7,200 IN PRIVATE DONATIONS FOR THE PURPOSE OF PURCHASING ADDITIONAL WALKING TOUR MAPS WHEREAS, SHPC and staff submitted an HPF-CLG Grant application on January 27, 2020,to create physical public educational signage for a Seward historical tour(Resolution 2020- 079); and WHEREAS, the HPF-CLG Grant #20005 project was approved and the grant agreement was received by the City Staff on July 17, 2020, from the State Historic Preservation office 2020; and WHEREAS, the City Manager was authorized on September 14, 2020, to accept and appropriate grant funds to pay vendors for services rendered to fulfill the FY2020 HPF-CLG Grant #20005: Seward Historical Tour: Public Education Signage Project 2020; and WHEREAS, the Seward Historic Preservation Commission anticipated a need for additional funding to pay for signs and maps, and WHEREAS, in June 2021, Seward Historic Preservation Commission solicited private donations from Seward citizens; and WHEREAS,$7,200 in private donations were received; and WHEREAS, Seward City Code 2.30.410 does not authorize the Historic Preservation Commission to expend or commit City Funds without first obtaining approval by and any necessary appropriations from City Council; and WHEREAS,City staff recommended the Historic Preservation Commission vote to either return these funds with a letter to donors explaining why the donation was being returned,or draft a resolution to the City Council requesting the Council allow the commission to keep and use the funds; and WHEREAS, the Seward Historic Preservation Commission passed HP Resolution 2022- 003; requesting City Council Authorization to retain and appropriate private donations to CLG Grant #20005 Seward Historical Tour: Public education signage for the purpose of purchasing additional walking tour maps, and appropriating funds; and WHEREAS, during the April 25, 2022 City Council meeting; City Council provided direction to City Administration to bring forward a resolution to accept and appropriate the private CITY OF SEWARD, ALASKA RESOLUTION 2022-061 donations for the purpose of purchasing additional walking tour maps. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The Seward City Council authorizes the retention the public donations received in June 2021 in the amount of$7,200 for the purchase of additional Seward's Historic Walking Tour Maps to be placed at the Chamber of Commerce and local businesses around Seward and beyond. Section 2. Funding in the amount of$7,200 is hereby appropriated the General Fund - Seward Historical Tour revenue account number 30016-0000-4353. Section 3. To: City Council P From: Janette Bower, City Manager Agenda Item: Resolution 2022-061: Accepting and Appropriating $7,200 In Private Donations for the Purpose of Purchasing Additional Walking Tour Maps Background and justification: SHPC and City Staff submitted an HPF-CLG Grant application on January 27, 2020 to create physical public educational signage for a Seward Historical Tour(Resolution 2020-079). The HPF-CLG Grant #20005 project was approved and the grant agreement was received by the City Staff on July 17, 2020 from the State Historic Preservation office. The City Manager was authorized, on September 14, 2020, to accept and appropriate grant funds to pay vendors for services rendered to fulfill the FY2020 HPF-CLG Grant #20005: Seward Historical Tour: Public Education Signage Project 2020 (Resolution 2020-079). The Seward Historic Preservation Commission (SHPC)was anticipating a need for additional funding to pay for signs and maps, and in accordance with the grant, and after extensive public meetings and work sessions outlining its intent to do so, the SHPC sought public donations. In late May through mid-June 2021 $7,200 was raised through Public donations which were received by check, made out to the City of Seward. SHPC then received direction from staff that Seward City Code does not authorize SHPC to solicit donations. City staff recommended that the Historic Preservation Commission vote to either return these funds with a letter to donors explaining why the donation was being returned, or draft a resolution to the City Council requesting that the Council allow the commission to keep and use the funds. The citizens who donated funds expected that their funds were to be used to create signs and maps. SHPC voted unanimously on HP Resolution 2022-003 to retain and use the funds for the purchase of additional Seward Historic Walking Tour Maps that was part of the goal of the grant. During the April 25, 2022 City Council Regular meeting, Council directed City Administration to bring forward a resolution for the acceptance and appropriation of the $7200 in private donations.
