In 2021, the project was approved for federal funding, and AKDOT scheduled the work for 2022. AKDOT contacted Seward's Electric Department in mid-2021 to inform the utility of the planned project schedule and the need to have the power lines within MP 17-22.5 of the Seward Highway relocated as outlined in the project schedule. With Electric Department crews unavailable to complete the work due to other projects, the Electric Department and its engineering contractor, Dryden & LaRue, issued a detailed "Invitation to Bid" (ITB). Sturgeon Electric provided the lowest bid and the most comprehensive plan for completing the work, and the company was sent an "Intent to Award" notification on April 19. Each bid was rated based upon lowest cost estimate, experience and references, clarity of proposal, and the organization's financial stability. Scoring was weighted toward lowest cost.
