OPENING CEREMONY Commissioner Clare Sullivan led the pledge of allegiance to the flag. ROLL CALL There were present: Tom Swann presiding, and Gary Seese Craig mbro Tani Nathaniel Charbonneau Vanessa Verhey Clare Sullivan Comprising a quorum of the Commission; and Jason Bickling, Community Development Director Brenda Ballou, City Clerk Excused—Ambrosiani,Verhey Absent—None Vacant—One CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Charbonneau/Sullivan) Approval of Agenda and Consent Agenda Motion Passed Unanimous The clerk read the following approved consent agenda items: Approval of the December 7, 2021 Regular Meeting Minutes. SPECIAL ORDERS,PRESENTATIONS AND REPORTS Administration Report. Community Development Director Jason Bickling stated the city had recently collaborated with the Chamber of Commerce to create a brochure for the 2022 Legislative Priorities; this document would be used with legislators to pursue funding for the projects outlined within. In addition, Bickling reported that the Community Development Department had been looking into potential avenues for addressing housing needs, including City ofSeward,Alaska Planning&Zoning Commission Special Meeting Minutes January 18, 2022 Volume 7, Page 518 looking at the Hemlock campground, and the bench above the Seward Marine Industrial Center (SMIC) area, among others. Bickling was working on a new application for the Developer Reimbursement Program, had been examining empty lots around the city to see if there was an effective way to in-fill those spaces, and had been busy processing business licenses. Bickling said there was the possibility that there would be a public meeting held in March to get a better idea what issues the community was facing relating to housing. Other Reports and Announcem ents—None Presentations—None PUBLIC HEARINGS—None UNFINISHED BUSINESS—None NEW BUSINESS Resolutions Resolution 2022-001, Of The Planning And Zoning Commission Of The City Of Seward, Recommending Kenai Peninsula Borough Approval Of The Preliminary Replat Of Lot 7A, Fort Raymond Subdivision Replat No. 1 Creating Two Lots; Lot 7A And Lot 7B; CreatingA 20' By 20' Access Easement On Lot 7A, Fort Raymond Subdivision Replat No. 2. Motion (Charbonneau/Sullivan) Approve Resolution 2022-001 Taryn Oleson-Yelle from R&M Consultants recited the terms contained in the agenda statement and recommended approval. In response to Sullivan, Swarm clarified that the lot was identified as 7A, and this resolution would split the property to create two lots named 7A-1 of 7.732 acres to the north and 7A-2 of 3.311 acres to the south. Motion Passed Unanimous INFORMATIONAL ITEMS AND REPORTS 2022 Planning&Zoning Meeting Schedule Bickling brought attention to a few dates where the commission's regular meetings or work sessions conflicted with holidays or election days, and provided alternate dates. There were no objections from the commission for using the alternate dates. CITIZEN COMMENTS—None COMMISSION AND ADMINISTRATION RESPONSE TO CITIZEN COMMENTS City of Seward,Alaska Planning&Zoning Commission Special Meeting Minutes January 18, 2022 Volume 7, Page 519 Sullivan appreciated the work being done in the Community Development Department, and thanked staff for answering all the questions she had about this resolution. Charbonneau thanked staff for all their hard work. Seese welcomed Selena Soto to the city. Swann appreciated the work that was accomplished by the commission at the last meeting. He wished everyone a Happy New Year. Bidding welcomed Selena Soto as the new Planning Assistant; she had great experience in GIS mapping and he was happy to have her on staff.
