HomeMy WebLinkAbout08222022 City Council LAYDOWN - Substitute Res 22-092220822 CC Meeting LAYDOWN - Substitute Resolution 2022-092 City Council Agenda Statement Meeting Date: August 22, 2022 Substitute To: City Council Through: Janette Bower, City Manager From: Clinton Crites, Fire Chief Agenda Item: Resolution 2022-092: Appropriating $40,000 from the General Fund Unassigned Fund Balance and Authorizing Repair and Maintenance Work by JAG Alaska, Inc., to the Seward Fire Vessel John Foster, in an Amount not to exceed $40,000 Background and justification: This agenda statement and resolution is to replace Resolution 2022-092 in order to further describe the work that has been completed, correct an inadequate statement about the length of time since the last painting and the quote process. In 2004, the 108th Congress passed legislation for the Department of the Interior and related agencies under Public Law 108-108, which provided funding in the amount of $257,000 to the City of Seward for a Fire/Rescue/Security vessel. The funds were received by the City of Seward in February and accepted by the City Council in April 2004. The 36' Metalcraft Marine vessel named the John Foster was received by the City of Seward on March 3, 2005. Since its inception we have provided multiple fire, rescue, and recovery efforts to Seward and neighboring communities. During the initial construction of the vessel, the addition of antifouling paint was added to help prevent damage by electrolysis to the bare aluminum body of the vessel. Over the last 17 years in the harbor and exposure to the salt water, maintenance and repairs are now unavoidable. Damage has now been found above the waterline from the rub rail to the waterline. Industry standards recommend repainting the boat hull anywhere from annually to every 3-4 years depending on the type of paint and water quality. The John Foster was pulled out of the water between September 2016 and June of 2017 and the hull was blasted and painted from the waterline down along with a lot of electrical work by local vendor, Storm Chasers Marine Services, Inc. On March 22, 2021, solicitations for performing work were emailed and or called to numerous vendors in Seward, across the Peninsula, and Anchorage complying with SCC 6.05.015 & SCC 6.05.020. At that time only one vendor, Exit Marine, replied with a quote. A purchase order #2459 was issued utilizing CPV funds to Exit Marine in April 2021. Throughout the next 10 months the Fire Department called Exit Marine numerous times to have the boat serviced to no avail. In early February 2022, Exit Marine notified the Seward Fire Department by phone that they would need to cancel the purchase order due to staffing shortages and they were unable to perform the work. After this notification we researched other companies that might be able to do the work, again calling companies across the peninsula and Anchorage. We did not contact any of the companies that previously did not respond to our previous request. The only company that responded and able to do the work is JAG Alaska, Inc. located here in Seward and purchase order #2893 was issued May 13, 2022. The John Foster was taken to Jag Alaska's boat yard early June 2022 and work began quickly. After further investigation more damage to the aluminum body above the waterline was found along with severe inside hull corrosion and electrical problems. The additional repairs are awaiting another purchase order to complete the remaining work as the John Foster is still on blocks at JAG's boatyard and not in operation. In addition to CPV funds previously issued, we are requesting an additional allocation not to exceed $40,000 out of the General Fund for the maintenance and repair of the John Foster and any other unforeseen damages that might need to be fixed. These repairs will bring the John Foster back into a working order and in a sustainable manner to provide our community with the services needed to keep people safe on the water. The Fire Department is instituting a more comprehensive maintenance plan for the John Foster to include annual servicing and inspections to prevent this amount of damage in the future. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is hereby authorized to provide up to but not exceed $40,000 to JAG Alaska, Inc. for the cost of maintenance and repair to the Seward Fire Vessel John Foster as quoted, to include any further unforeseen expenses. Section 2. Funding is hereby appropriated from the General Fund account number 01000- 0000-3400 Unassigned Fund Balance to Maintenance and repair account 01000-1220-7216. Section 3.
