HomeMy WebLinkAboutRes2022-107 Municipal Lands and Inventory Plan CITY OF SEWARD,ALASKA Sponsored by: Bower RESOLUTION 2022-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ADOPTING THE MUNICIPAL LANDS INVENTORY AND MANAGEMENT PLAN—2022 REVISION WHEREAS,the City of Seward is the owner and custodian of public lands; and WHEREAS, having an accurate inventory of municipally-owned lands is necessary to make informed land management decisions; and WHEREAS, the original Municipal Lands Plan was adopted by Council Resolution 95-039 on May 22, 1995, and was updated by Council Resolution 2014-095 on December 8, 2014; and WHEREAS, Seward City Code 15.05.015 adopted by reference the Municipal Lands Management Plan as part of the Seward Comprehensive Plan; and WHEREAS, Seward City Code 2.30.225(b) directs the Planning and Zoning Commission to advise the City Council regarding the Official Land Use Plan; and WHEREAS, the Planning and Zoning Commission held a number of work sessions reviewing and updating this plan; and WHEREAS,the Planning and Zoning Commission approved Resolution 2022-024 on October 11, 2022 recommending the City Council adopt the Municipal Lands Inventory and Management Plan—2022 Revision; and WHEREAS, Seward City Code 7.05.125 requires that prior to disposition or acquisition by the City Council of real property interest in any of the parcels identified in this Plan, a public hearing shall be held. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The Municipal Lands Inventory and Management Plan — 2022 Revision attached hereto and incorporated by reference,is hereby approved and adopted. Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward,Alaska,this 24th day of October, 2022. I.� � " IINNNN G s% `',1; OF A\-7, City Council Agenda Statement Meeting Date: October 24, 2022 To: City Council Through: Janette Bower, City Manager From: Jason Bickling, Community Development Director Agenda Item: Resolution 2022-107: Adopting the Municipal Lands Inventory and Management Plan — 2022 Revision Background and justification: The Municipal Lands Inventory and Management Plan (MLIUP) was last approved by City Council in 2014. The previous City Council approved plan was at its creation in 1995. The plan was reviewed by the P&Z Commission in 2021 for recommendation revisions but was not brought before council as a major facelift and update was also required. It was completely reformatted to make easier to navigate with over 85 new detailed maps created. It was brought back to P&Z for further review for additional input from the reformat and approved at the October 11 regular meeting, before being brought back to council at this time. Along with the reformat and recommendations review, an important addition includes the Proposed Action Items (both short term and long term) for topics that the commission needs to dig into in the future to further develop the plan and make recommendations to Council. The staff is also keeping a list updates and improvements that will be helpful to the process and development of the document. Going forward the MLIMP will be reviewed annually by P&Z (in September) as it is a living document with a number of changes taking place every year and it is also an integral part of our Comprehensive Plan.
