R&M Engineering will be on -site the first week of November to conduct test borings and work on the geotechnical investigation. City Administration will provide Council and the Public an update once we have the finalized results. Additionally, Public Works staff and City Administration met with the architects and engineers from R&M Engineering on November 8t" for the project kick-off/charrette. This time will be used to begin work on generating the Concept Drawings, Narrative, and Construction Cost Estimate. ➢ The supplemental survey for the Recreation Center and funding options closed on October 14t". City Administration is in the process of compiling and analyzing the survey responses. Once we have this information finalized, a special meeting with City Council to continue discussing the project. BALLOU, MMC (SHE/HER) RK RESIDENT ALASKA ASSOCIATION OF MUNICIPAL CLERKS PUBLIC INFORMATION OFFICER PHONE (90 224-4045 CITY OF SE ARID IT TAKz ro,nh P,exl 1nteEnty [f 1 To Be A CLERK Harbor Harbormaster Norm Regis ➢ The 50-ton and 330-ton Travelift has slowed down; most vessels are out for the winter. ➢ We are continuing to train three new harborworkers on the maintaining the Travelifts and harbor infrastructure. ➢ We are working on the SMIC yard drainage to keep water flowing into the ditches. ➢ We have opened G, K and L-float; contractor is working on the punch list. ➢ We have an issue with the fire extinguisher and life ring boxes, we are working with the engineers/contractor to alleviate problem with the vender. ➢ We are still working with the public with COVID protocol in mind while continuing to do boat lift's and public contact in the Seward Harbor office. ➢ A continuous cleanup is still in process on the last lot at SMIC, this cleanup is starting to take shape, just a few more items to deal with and we can lease out the property again. ➢ The harbor office will be closed on Sundays until spring 2023. ➢ The North East harbor launch ramp has a few punch list items left for the contractor to work on. ➢ I called Washington and checked on the City of Seward Harbors PIDP grant it is in the final weeks of technical review, an announcement of the grant awardees will be in a couple of weeks. (NO WORD YET) ➢ We are continuing to work with Moffatt & Nicole on the design for the 5-ton crane on I - Dock, Corp Permit has been approved ➢ The harbor is fully staffed. ➢ Received an update from the Coast Guard on the lease for the new FRC location, the package went to Headquarters for review. After the review, negotiations can take place for the lease land located at SMIC. Based upon these priorities, PACAB needs to generate the 2023 meeting topics. OPENING CEREMONY Assistant City Manager Stephen Sowell led the Pledge of Allegiance to the flag. Assistant City Manager Stephen Sowell reported there would be a community meeting on February 23, 2023 to discuss the housing issues in Seward. There 8 City of Seward, Alaska Port and Commerce Advisory Board Meeting Minutes November 2, 2022 Volume 4, Page would also be a City Council special meeting forthcoming to discuss the latest survey on the community recreation center. Sowell asked the board for feedback on the December 21, 2022 PACAB work session to see if there would be attendance due to the holiday season. Harbormaster Norm Regis reported the G, K, and L Floats were open and nearly complete. There was an issue with the fire extinguisher boxes and light -ring boxes not fitting properly and this was currently being resolved with the manufacturer. Other Reports and Announcements Alaska Railroad Report. Port Operations Manager Dwayne Atwood said the US Coast Guard Cutter Munro was coming to Seward and would be at the Alaska Railroad dock. The Halloween Carnival just concluded at the cruise ship terminal and the next public event would be the Holiday Craft Fair in December. The terminal currently offered senior citizen indoor walking three days a week. This winter there would be a closure on the main line railroad track with more details to be announced as they became available. There were laydown areas by the Alaska Railroad terminal where large items like fracking sand and pipe could be stored until the main line tracks were cleared. Chamber of Commerce Executive Director Kat Sorensen said she was proud to receive the Alaskan Chamber of the Year Award. The chamber recently created a fun passport for attending Winter Weekend events with several prizes available. The chamber was also in the process of launching Start -Up Week with various ways for new businesses to get started. Sorensen intended to send out a community -wide survey to see what time the locals would like to watch the New Year's fireworks; the feedback received so far was that 8:00 p.m. would be a family -friendly time. Presentations — None NEW BUSINESS Resolutions Resolution 2022-007, Adopting The Port And Commerce Advisory Board (PACAB) Priorities For The Calendar Year 2023. Motion (Jaffa/Woelkers) Approve Resolution 2022-007 Jaffa said the resolution was very forward thinking. Sowell wanted to address the item regarding PACAB's involvement with the Chamber of Commerce in their city marketing role. The board decided to keep it exactly the way it was written in the resolution. Motion Passed Unanimous City of Seward, Alaska Port and Commerce Advisory Board Meeting Minutes November 2, 2022 Volume 4, Page Resolution 2022-008, Recommending City Council Approval Of The Seward Boat Harbor Plan Motion (Jaffa/Atwood) Approve Resolution 2022-008 Regis said all the notes from the last PACAB work session on October 19, 2022 had been incorporated into the Seward Boat Harbor Plan. Jaffa said he endorsed the resolution the way it had been written. Paquette liked the addition of the South Harbor Uplands development and asked about upgrading sewer and septic in that area. Regis said the current system could handle one building, and more upgrades would follow as needed. Motion to Amend (Paquette/Atwood) Motion to Amend Failed Main Motion Passed Other New Business Items Amend Resolution 2022-008 by adding a new line to 4.18 to read, "to develop a lift station on the South Harbor Uplands." Unanimous Unanimous Formulate PACAB's Conclusions and Recommendations to the Seward Housing Problem. Paquette said that there was very little land within the city to expand; this problem would only worsen over the next 40 years. Smith asked for clarification about what the actual housing demand was and what was considered affordable. He felt starter homes in the range of half a million dollars was out of reach for most people. Jaffa said PACAB received feedback from a certain demographic of the community, but didn't go far enough to get input from contractors and builders. He noted there were multiple developable lots with utilities around Seward today. Jaffa wanted to continue to invite people to PACAB meetings to provide more input. Atwood wondered what the community wanted the overall density of Seward to look like. If Seward moved in the direction of higher density, there would be losses in other categories, such as viewshed, sunlight and quality of life. Atwood felt that high prices would continue to be a prohibiting factor, as building costs continued to rise. Paquette asked how PACAB could best help solve the housing issues. In response, Sowell encouraged PACAB to provide specific recommendations to council to spur residential 10 City of Seward, Alaska Port and Commerce Advisory Board Meeting Minutes November 2, 2022 Volume 4, Page development; PACAB could seek out items in code that prohibited growth and recommend they be changed with actionable items. Jaffa thought that would be more of a Planning & Zoning Commission role rather than PACAB. Sowell responded that was true, but PACAB could continue with the investigative work to gather community input. Paquette asked if a joint work session with P&Z would be productive. Sowell responded that it might be helpful, but the meeting would need to be prepped with specific recommendations to discuss. Smith wanted to narrow down PACAB's scope to a specific housing issue and demographic to which to focus on; he felt PACAB should focus on groups who supported the commerce of the community. Woelkers asked administration if there was any discussion to annex land outside of the city limits. Sowell responded there were rumors going around, but the city had no plans for any annexation. Sowell suggested PACAB work with the Kenai Peninsula Borough to sell specific parcels of land for development. Jaffa said the KPB was active in development in the Moose Pass area. However, Jaffa noted he didn't see a lack of land as being the issue. There were many buildings around town that were begging to be torn down and rebuilt. He agreed that viewsheds were important to locals and tall buildings would block the view of the bay and mountains for residents. Smith left the meeting at 1:32 p.m. Jaffa asked if forming an ad hoc committee to tackle the housing problem would be an effective idea. Sowell advised that if an ad hoc committee was formed it would have to be very specific in the scope as to what the committee would be doing. In lieu of pursing the committee idea, Jaffa and Woelkers both volunteered to recruit more guest speakers for future PACAB meetings. Motion Passed Unanimous Review and Discuss the 2023-2024 Capital Improvement Plan List and Provide Input to City Council. Paquette asked about the current Lowell Point Sewage Lagoon's ability to accommodate future development and population growth. Sowell said the Capital Improvement Plan (CIP) would be very specific, such as adding one cell to the lagoon for a certain cost. is City of Seward, Alaska Port and Commerce Advisory Board Meeting Minutes November 2, 2022 Volume 4, Page Jaffa asked for a status on the US Army Corps of Engineers Lowell Canyon Diversion Tunnel project. Sowell responded the whole project was federally funded; five years after completion, the tunnel would be come the city's responsibility to maintain. Sowell said the city paid for three years of US Geological Survey (USGS) hydro - monitoring data in order to be eligible for grants for hydroelectric power. However, low water levels in the winter resulted in a lack of data points to get the needed results. Jaffa wondered if the USGS would be held accountable for the inconclusive study. Paquette asked about development of the South Harbor Uplands and when would it show up in the CIP. Sowell responded the specific topic would be listed as a new harbormaster office. Regis suggested that a city council member could make an amendment to include the new harbormaster office. Motion (Paquette/Jaffa) Schedule A Special Meeting On November 16, 2022 To Provide PACAB's Recommendations To City Council Regarding The 2023-2024 Capital Improvement Plan List. Paquette would rather schedule a special meeting instead of having a work session on November 16, 2022. The goal would be to quickly get a resolution ready for city council with PACAB's recommendations for the CIP list. Motion Passed Unanimous INFORMATIONAL ITEMS AND REPORTS — None CITIZEN COMMENTS Andy Wilder, inside city limits, felt there should be regulations to prevent boats from snatching up the prime moorage only to sit idle over the winter. Currently there were four 120' boats clogging the working area near the fisheries and around the crane in the harbor. Wilder proposed a time limit in that work zone so other vessels could have access for loading and unloading. Wilder felt that he represented at least 10 other local fishermen, perhaps even the whole local fleet, with the same concern. BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Regis said he would look into the issue of the long-term boat parking and consider possible solutions to free up the area for active working boats. Currently, there was nothing in the harbor tariff that restricted the length of stay for paying customers. He wished to see heated sidewalks taken into consideration for all future sidewalk projects; heated sidewalks would be an ideal heat pump project and great benefit for the community members who used the sidewalks over the winter. Schaefermeyer was disappointed to learn the US Geological Survey had ended their three-year monitoring of the water flows with an inconclusive report. NEW BUSINESS Approval of Agenda and Consent Agenda Unanimous 14 City of Seward, Alaska Port and Commerce Advisory Board Special Meeting Minutes November 16, 2022 Volume 4, Page Action Memoranda Action Memorandum 2022-001, Recommending City Council Updates To The 2023-2028 Capital Improvement Plan List Motion (Jaffa/Smith) Approve Action Memorandum 2022-001 Paquette noted this item was originally intended to be a resolution, but was changed by administration to be an action memorandum. Assistant City Manager Stephen Sowell said an action memorandum was a better format for a recommendation to city council. Motion Passed Other New Business Unanimous Discuss the Seward Marine Industrial Center (SMIC) Development Plan. Jaffa hoped there would still be public access to the Fourth of July Creek with JAG shipyard expanding their footprint; the city had a responsibility to provide access to the popular beach destination. Deputy Harbormaster Tony Sieminski said there was an effort made to maintain the roads during the winter. The city attempted to direct the flow of traffic to the beach around Olga Road to keep vehicle traffic away from the industrial zone and ship lift. Sowell said the Fourth of July Beach circular parking lot was also up for discussion and expansion. Once the parking lot filled up with vehicles, there tended to be an overflow of parking that clogged the right-of-way along Sorrel Road. Woelkers noted the State of Alaska Department of Corrections had some bordering property in the area and wondered if the city would be interested in acquiring the land. Jaffa supported the idea of acquiring the land. Woelkers asked about adding "camels" to the North Dock, which were floating logs along the dock that rose and fell with the tide. Camels helped prevent damage to the dock and pilings. Sieminski responded he would discuss it with the harbormaster. Sowell mentioned this SMIC plan would not come back to council until 2023, but PACAB reviewed it annually. If edits were made now it would not come back formal adoption until 2023. This discussion would be for the benefit of the harbormaster. Smith asked for a more specific goal would be for the line "providing additional restrooms as needed." Sowell noted in the Legislative Priorities brochure, it was listed to make a full public restroom. W City of Seward, Alaska Port and Commerce Advisory Board Special Meeting Minutes November 16, 2022 Volume 4, Page Smith asked if the city would be interested in buying land in SMIC if it was available. Sowell responded he would look into which lots were privately owned. Jaffa felt paving the interior SMIC roads would be a huge mistake. Sieminski agreed and said the outer road would be more desirable for paving. Paquette thought the paving the interior roads should be removed completely from the plan. Paquette wanted to see the SMIC fire station on the list of legislative priorities. Sowell said a site for a fire station had not yet been determined. Jaffa questioned if there was enough staff to keep the fire station operational. Jaffa said he had been around harbors and felt there was always going to be a criminal element and there needed to be police presence. He was curious what the police and fire departments felt about current response times to emergencies in the SMIC area. Smith recalled the fire chief estimated 40 minutes as a response time to SMIC. Paquette was interested in recruiting other local workers in the area to be trained to respond to emergencies. She wanted to explore the potential of building a volunteer fire dept with JAG workers and nearby residents of Nash Road. Jaffa recalled that ship fires required very specialized training and it was not something to be taken lightly. Woelkers felt that historic vessels should be taken into consideration for their historical value before they were scrapped or destroyed. There was public interest in commercial fishing and nautical history in the area and there could be plaques and signs for visitors. There were state statues and federal code that pertained to boats of historical significance. Paquette wondered how the city would go about taking historic vessels into consideration and if it would directly involve the Historic Preservation Commission. Sowell said the only time the city would destroy a vessel is if it was derelict and storage fees had not been paid. The issue of historic vessels was outside the scope of what this SMIC Development Plan covered. CITIZEN COMMENTS Darryl Schaefermeyer, inside city limits, said he was surprised to hear the city council decision to select Homer Electric Association (HEA) as the preferred electric utility to purchase Seward electric. All discussions had been in executive session up to this point and Schaefermeyer wanted more public information as to why HEA was the preferred choice. Schaefermeyer hoped PACAB would have an opportunity to take a look at that the electric utility sale. He was concerned about how to replace the divot in the general fund that the city electric department would no longer provide. BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Sowell thanked PACAB for reviewing the CIP and SMIC Development Plan. ill City of Seward, Alaska Port and Commerce Advisory Board Special Meeting Minutes November 16, 2022 Volume 4, Page Woelkers thanked everyone for taking his comments into consideration. Smith said the 2023 Legislative Priorities magazine looked very professional. He thanked Schaefermeyer for his comments on the proposed electric utility sale. He encouraged voters to review the terms carefully. Jaffa said it was now up to Homer Electric Association to make their case to the Seward voters. Jaffa would be looking into the impacts of the sale for residents living outside city limits and Moose Pass. At the November 14, 2022 city council meeting, the PACAB priorities list was amended to remove PACAB's top two priorities; he didn't agree with the decision to remove the priority regarding energy alternatives. The other item removed was to promote the quality of life for Seward residents, and he pointed out this item was in the Charter and city code. Paquette thanked PACAB and the public for their input. She said PACAB and administration had finalized PACAB's list of priorities prior to the city council meeting on November 14, 2022 and she was surprised that administration recommended that two of PACAB's top priorities be removed; she felt blindsided that administration recommended these changes to council without PACAB's involvement or knowledge. Paquette also noted her name was brought up at the council meeting in such a way that that unfairly gave the impression she was taking up too much of administration's time. Paquette requested that both the city manager and assistant city manager attend the upcoming PACAB work session on December 14, 2022 to discuss the future of PACAB. Paquette proposed that PACAB would have two actual meetings per month; one a regular meeting and one committee of the whole format. She wished to phase out work sessions because PACAB could not take any action in work sessions.
