The proposed amendment allows for more housing opportunities for city managers. The Seward City Charter was established with the residency requirement. Due to similar difficulties in other home -rule municipalities, several of the municipalities have removed the residency requirement, resulting in more flexibility for finding housing for their city manager. Please note that following the special election, the city council may adopt an ordinance establishing residency geographic parameters for the city manager.
