RESOLUTION NO. 414
WHEREAS, tne required majority of the electors of the City of Seward
at a special election held on the 8th day of Septemb~r, 1949 voted
in favor of a two percent tax on gross retail sales to be used for
public education, sanitation and public health purposes; and
WHEREAS, traditi~nally, the major portion or all of the revenue
from the sales tax has been used for public education purposes; and
,
WHEREAS, subsequent to the levying of this tax, there has been
established the Kenai Peninsula Borough with area-wide responsibil-
ity for education, including the municipal schools of the City of
Seward; and
WHEREAS, the Kenai Peninsula Borough has scheduled July 1, 1965 as
the date on which it will assume responsibility for the municipal
schools within said Borough; and
WHEREAS, the Assembly of said Borough has placed on the ballot for
the October 6, 1964 Borough election, a proposition as to whether
or not there shall be levied up to three percent tax on gr.ss sales,
such tax revenue to be used only for public education purposes; and
WHEREAS, it is considered essential to inform the voting public of
the intent of the Seward City Council with regard to the municipal
.sales tax in the event the borough sales tax receives the required
majority of votes for enactment,
NOW, THEREFORE, BE IT RESOLVED, that it is the intent of the Seward
City Council to take such steps as may be required to repeal the
municipal two percent sales tax as provided for by Ordinance No. 300,
providing the borough three percent sales tax for public education
is approved by the required majority of the borough electorate,
such repeal to be effective at such date as said Borough assumes
full and complete responsibility for the City of Seward municipal
schools.
This Resolution to be in full force and effect immediately upon pass-
age and approval. Passed and approved by the Common Council of the
City of Seward, Alaska, this~(~day of September, 1964.
