HomeMy WebLinkAboutRES2023-028 Proposition 2 - City Manager Residency CITY OF SEWARD, ALASKA Sponsored by: Mayor McClure RESOLUTION 2023-028 Substitute A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SUBMITTING THE QUESTION OF AMENDING SEWARD CITY CHARTER CHAPTER 5.4(A) CITY MANAGER TO ELIMINATE THE RESIDENCY REQUIREMENT TO THE QUALIFIED CITY OF SEWARD VOTERS AT A SPECIAL ELECTION IN AND FOR THE CITY OF SEWARD ON MAY 2, 2023 WHEREAS,the Seward City Charter may be amended by proceedings commenced by the vote of four members of the council; and WHEREAS, an amendment proposed by the council shall be submitted at the time of any election to be held in the city,not less than 60 days after its proposal by the council, or at a special election called by the council; and WHEREAS,the amendment to Charter 5.4 (a), if approved by the city's qualified voters, will eliminate language mandating city manager residency in the city limits; and WHEREAS,at least four members of the council have determined it is in the best interests of the city and its residents that the Charter amendment be put in forth to the City of Seward qualified voters. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA,that: Section 1. The City shall submit the following proposition to the qualified voters of the City at the May 2, 2023, special city election: Proposition No. 2 Seward City Charter Amendment Shall the City of Seward Charter Chapter 5.4 (a) be amended to read as follows: (new language is underlined and bolded, and deleted language is s efi 5.4 City Manager (a) The city manager shall be chosen solely on the basis of his demonstrated administrative qualifications, with particular emphasis on his training and experience as a professional municipal administrator. He shal be A resident ^� . The council shall provide in the code for language enacting geographical boundaries within ten miles from mile marker zero of the Seward Hijjhway for the manager's residence. The amendment set forth in Section 1 shalI become effective upon its approval by a majority of the qualified voters voting on the question at the May 2, 2023 special election. Section 3. City Council Agenda Statement Meeting Date: February 27, 2023 To: City Council From: Sue McClure, Mayor Agenda Item: Resolution 2023-028: Submitting the Question of Amending Seward City Charter Chapter 5.4(a) City Manager to Eliminate the Residency Requirement to the Qualified City of Seward Voters at a Special Election in and for the City of Seward on May 2, 2023 Background and justification: Due to the housing constraints in Seward, it has been difficult for city managers to find housing within the Seward city limits. The proposed amendment allows for more housing opportunities for city managers. The Seward City Charter was established with the residency requirement. Due to similar difficulties in other home-rule municipalities, several of the municipalities have removed the residency requirement, resulting in more flexibility for finding housing for their city manager.
