RESOLUTION NO. 421
BE IT RESOLVED, by the Common Council of the City of Seward,
Alaska, which City is a part of the Kenai Peninsula Borough
as provided for by the "mandatory borough incorporation act"
adopted by the Alaska Legislature in 1963, that it is strongly
opposed to withdrawal of The Native Village of Tyonek and/or
any other area originally included in the Kenai Peninsula
Borough from said Borough for the following reasons:
1. A prime purpose in implementing the maximum local govern..
ment called for in the Alaska Constitution and concurred in by
the Seward City Council is to equalize the cost of local
governmental services and to exclude the possibility of one
or more areas carrying a disproportionate burden in this
regard, or in one or more areas enjoying a tax free status.
2. It is the opinion of the Seward City Council that any land
exclusion within the socio-economic area which is the Kenai
Peninsula Borough would naturally enhance that area tc the
detriment of all other areas for industrial or commercial
development. It is the sincere desire of the Seward City
Council for all areas in the Kenai Peninsula Borough to develop

and prosper, commencing from an equitable base for Bornugh area-
wide governmental services and/or public facilities costs. We
would cite the important oil discoveries in the Kenai Peninsula
and Cook Inlet areas in recent years, and the expanding fish
and seafood processing plants, as the type of industrial and
commercial developments which we would encourage and welcome
in every way; but, at the same time, we would be greatly alarmed
by apparent unequal competition for the location and taxability
of such development if exclusions from the Borough such as the
present request of the Tyonek Village were granted.
BE IT FURTHER RESOLVED, that encouragement and welcome be
extended to the Native Village of Tyonek both by the City of
Seward directly and as a request through the Kenai Peninsula
Borough Assembly. The concerns and problems of Tyonek in
Borough matters are and should be the concerns and problems of
all the people in the Borough, and are in fact in several of
the instances cited by Tyonek as reasons for their request to
be excluded, repeated in other communities. We would encour-
age diligent efforts to solve these problems, being of the
opinion that reasonable men can find solutions to mutual
problems.
This Resolution to be in full force and effect immediately
upon passage and approval. Passed and approved by the Common
Council of the City of Seward this 16th day of November, 1964.
