CITY OF SEWARD RESOLUTION NO. 427 WHEREAS, as a result of the March 27, 1964 earthquake and seismic waves, the City of Seward lost the use of all of its industriall1 zoned land and an important part of the residentially zoned land; and WHEREAS, the Second Regular Sessions of the Third State Legislature did correct this disasterous condition by extending the boundaries of the City of Seward to include an area capable of receiving Seward's industries and disaster destroyed homes; and WHEREAS, the present boundaries of the City of Seward do embrace an area and population with common interests, common economy and a common future; and WHEREAS, House Bill No. 115 would de-annex that area presently within the boundaries of the City of Seward North and East of the Resurrection River; and WHEREAS, part of the industrial relocation has already been sit- uated near the West and South banks of the Resurrection River, t.hue enhancing the value of the land across the River as a site for uncontrolled development related to such industries; and WHEREAS, such development at the present time would be based on the same economic feasibility that supports the City of Seward, and would therefore be extremely detrimental to the economic well-being of the people of Seward; and WHEREAS, the area presently included within the boundaries of the City of Seward provides an opportunity for orderly, yet flexible, economic development and for modern community development; r 1(27 RESOLUTION NO. ~ (Cont.) NOW, THEREFORE, BE IT RESOLVED, that for the above stated reasons, which are hereby incorporated in this Resolve the same as if set forth herein, the Seward City Council strongly opposes House Bill No. 115, and strongly recommends that no action be taken by the Alaska Legislature to change the present boundaries of the City of Seward.
