SPECIAL MEETING REQUEST Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice calling a Special City Council Meeting on Thursday, April 27, 2023 at 5:30 p.m. for the purpose of: Review and approve the position announcement, job description and salary range, proposed advertising plan, and draft recruitment materials for the city's effort to hire a new permanent city manager. The meeting will commence in the City Council Chambers, City Hall, 410 Adams Street, Seward. All interested persons are invited to attend the meetings. This special meeting was scheduled by City Council at its April 24, 2023 regular meeting. Packet Materials for Council's Consideration: 1. Job Description and Salary Range (Page 3) • Included in the packet is a draft City Manager Job Description. • I recommend the salary be advertised as $145,000 - $165,000, depending on experience. 2. Recruitment Notice and Advertising Plan (Page 6) • HR will begin advertising upon council approval of recruitment materials and plan. • The position will remain open until filled' unless otherwise determined by council. 3. Application Materials and Procedures (Page 8) • Minimum recommended requirement: City of Seward Application, Resume, List of references (both professional and personal). • Additional options included in packet. 4. Initial Review and Selection of Candidates for Interview • At a publicly noticed meeting(s), council will review and score eligible applications; council may adjourn to an Executive Session* to discuss applicants. • Council may then either select a list of highest-ranking candidates to be interviewed by the City Council or request the HR Manager continue advertising and soliciting applications. • The HR Manager prefers to perform reference checks on all candidates selected for interviews in order to keep the process within recommended HR practices. 5. in accordance with A5 44.62.310(C)(2)review and discussion of an applicant is a subject that if discussed in public may prejudice the reputation and character of an applicant; therefore, may be discussed in Executive 5ession. 2 f Seward,AK Job Descriptions Updated April 2023 Job Title City Manager Department Administration Employment Status Full-Time $145,000-$165,000 DOE Exempt/Nonexempt Status Exempt Scope of Work Under the general supervision of the City Council, is the chief administrative officer of the city and is responsible for the effective, safe and efficient administration of all city services through the supervision of subordinate administration department heads. Performs duties under the directives of City laws and ordinances and within policy guidelines from the City Council. Supervision Reports To City Council Supervises Department Heads, Assistant City Manager, HR Manager, Executive Assistant Essential Job Functions An employee in this position may be called upon to do any or all of the following essential functions These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to erform each essential function to satisfaction. • Directs the internal administration and operation of all city departments through subordinate department heads. • Approves expenditures, policies, procedures, and internal controls for city department. • Develops an effective risk management and business continuity plan to ensure uninterrupted availability of city utilities and emergency services. • Serves as the Emergency Manager of the city. • Develops a comprehensive and effective emergency operations plan and develops staff to execute the EOP. • Provides timely and continuous information and updates to the Council about actions, initiatives, operations, and incidents occurring in the city. • Recommends changes to the Council for departments and plans; executes and enforces changes approved by Council. • Works with the Council to develop short-term and long-term goals, and objectives for the city. • Coordinates the activities of the city's state and federal lobbyist. • Seeks State and Federal grants, appropriations, and low-interest loans to improve city infrastructure and services. • Pursues economic growth and development in the City of Seward. • Authority to appoint, lay-off, suspend, demote, or terminate department heads, officers and employees of the city subject to personnel regulations and personnel law. Requirements of Work Bachelor's degree in public administration, business administration or related field preferred. Seven (7) years progressively responsible experience in council/manager municipal government, with five (5) years at a management level. Experience with labor negotiations. Experience as a city manager, assistant city manager, or other executive level position preferred. Rural community and Alaska experience a plus.
