CITY OF SEWARD, ALASKA
RESOLUTION 2004-93
A RESOLUTION OF THE CITY COUNCIL OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE
A GRANT AGREEMENT BETWEEN THE STATE OF ALASKA
AND THE CITY OF SEWARD IN ORDER TO PRODUCE THE
SEWARD HISTORIC PRESERVATION PLAN, PHASE III AND
APPROPRIATING FUNDS
WHEREAS, the State of Alaska has provided the City of Seward with Historic
Preservation Fund grant funds totaling $16,500 for the purpose of producing a Seward
Historic Preservation Plan, Phase III; and
WHEREAS, the total project cost is anticipated to be $27,500 with a federal
share of $16,500 and a local match of $11,000, consisting of $1,333 from in-kind
contributions and $9,667 cash; and
WHEREAS, one of the responsibilities of the Historic Preservation Commission
and City Council is to develop and maintain the Seward Historic Preservation Plan; and
WHEREAS, the Seward Historic Preservation Plan Phase I was completed in
1993 and Phase II was completed and approved by Council in 1996; and
WHEREAS, an update of the Plan is needed to provide current and archival
photos and more historical detail for the one hundred and eighty two (182) structures
listed on the Seward Historical Site Inventory and to provide recommendations on
specific actions which can be taken to accomplish the Goals and Objectives of the
previous phases; and
WHEREAS, updating the Seward Historic Preservation Plan will sustain an
appreciation of local history and community spirit and will be beneficial to the visitor
industry.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to execute the Historic
Preservation Fund grant from the State of Alaska Historic Preservation Office of the
Department of Natural Resources and accept funds in the amount of $16,500 in order to
develop the Seward Historic Preservation Plan, Phase III.
Section 2. The amount of $11 ,000 is hereby transferred from the General Fund,
fund balance account no. 101-0-3071-0271, to the Historic Preservation Plan Fund no.
271-0-3071-0101 and the project budget totaling $27,500 is hereby appropriated to
account no. 271-2710-5390.
Section 3. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City of Seward, Alaska this 1st day of
November, 2004.

Agenda Item: Authorizing the City Manager to execute a
grant agreement between the State of Alaska and the City
of Seward for the amount of $27,500 in order to produce
the Seward Historic Preservation Plan, Phase III
BACKGROUND & JUSTIFICATION:
The Alaska State Historic Preservation Office of Department of Natural Resources has awarded
a grant to the City of Seward to produce an updated Seward Historic Preservation Plan (SHPP),
Phase III. The main tasks in the scope of work will be:
1. Document current resources in the community:
a. Update the Seward Historical Site Inventory to include present day and
archival photographs and a history of each building.
b. Update the list of human resources to include contact information.
c. Have this information available in electronic format for inclusion on the
website.
2. Document the current status for the designated goals, objectives and activities:
a. Identify which Seward Historic Preservation Plan objectives have been
met, are no longer relevant and provide status updates for on-going
activities.
3. Establish criteria to prioritize objectives:
a. Hold town meeting(s) to identify the community’s desires and
expectations for continued Historic Preservation.
b. Hold work sessions to determine how to meet these needs.
This project will raise awareness of Seward’s history and the ongoing need to preserve it. These
activities are beneficial to maintaining community spirit and to the visitor industry.

FISCAL NOTE:
The total cost of the project is $27,500. The Federal share of the project is $16,500, (including
the State’s 10% administration fee of $2,500), and there is a required local match of $11,000.
The non-federal share of the project which the City will be obligated to provide is $11,000. This
can be done with in-kind services, donations, labor and cash. The grant identifies $1,333 as
donation of labor, which is considered as an in-kind status. The General Fund fund balance will
need to provide $9,667 for the rest of the match.
Staff is fully aware of the current budget limitations. If Council does not wish to contribute
$9,667 from the General Fund, a lesser amount could be appropriated and the scope of work
could be adjusted accordingly.

RECOMMENDATION:
Council approve Resolution 2004-XX, authorizing the City Manager to execute a grant
agreement between the State of Alaska and the City of Seward, accept grant funds in the amount
of $27,500, appropriate $11,000 from the General Fund fund balance account no. 101-0-3071-
271 to the project no. 271-0-3071-0101, and authorize expenditures totaling $27,500 in order to
produce the Seward Historic Preservation Plan, Phase III.
