Carmen Jackson CPA,LLC (Firm)appreciates the opportunity to work with City of Seward(Client).
This proposal is for an addendum to the current engagement with the Client.
Timeline:
Upon approval and execution of an engagement, assignment of Firm staff to fulfill the Utility Billing
position and complete set up may take up to a month.The position will be continually filled by the
Firm until notification is provided by the Client that these services are no longer needed in
accordance with the timeline of services in the current engagement.
Services:
Firm shall assign an Accountant or Senior Accountant to perform utility billing duties as listed in
Services below.These services will be provided remotely by the Firm and may require Client staff
assistance.
• Performs various aspects of utility billing,including,but not limited to:
o maintaining customer accounts,
o assisting the Cashier in collection efforts,
o coordinating with meter reading contractor and evaluating information received
from meter readings,
o utilizing banking services software to transmit electronic payments,
o coordinating operations and paperwork with garbage contractor,
o coordinating data collection with the harbor, electric and water/sewer
departments for billing purposes,
o interfacing utility billing system with the general ledger, and
o updating utility rates in the utility billing system.
• Responds to questions and requests for information,especially as they relate to utility
customers, accounts,late fees, payment agreements, service terminations,etc.

• Exclusions:
o Maintain the finance department's utility billing system,maintenance of
hardware and/or software,coordinating with contracted service providers
and/or the City's computer systems manager.
o Printing, folding,inserting and mailing bills.
Fees:
Fees for these services will be as indicated on the current engagement with Client.
